I reviewed this proposition based on the 13 questions grid we developped to review rapid grant requests for WLA/SheSaid. Generally, the proposition looks fine, but a couple of points are to be noted though

• Rosine is not new at SheSaid. She participated two and three years ago along with Wikimedia Community User Group Rwanda, which were two successful campaigns. Grants:Programs/Wikimedia Community Fund/Rapid Fund/Wiki Loves Women SheSaid Campaign 2023 in Rwanda (ID: 22279891)
• Then she submitted alone rapid grant in 2024 : Grants:Programs/Wikimedia Community Fund/Rapid Fund/Wiki Loves Women SheSaid Campaign 2024 in Rwanda (ID: 22742302). Her request was rejected
• She currently does not have a team. Last time, more names were suggested. I think this might be a little bit worrying and I would be happier to see some community members from Rwanda supporting this request
• I am happy with the target group she suggests, but will note that they would be all new editors. Which is why I think that the target of 800 Wikiquote entries is maybe not super realistic. BUT, two years ago, the goal was 60 entries and they did WAY more than that. See also. And those edits were good quality and stick... so...
• I am also a bit perplex of how she plans to create so many pictures of notable women. Experience on the matter taught me that this is not an easy task.
• I also think the budget is over inflated. Data and transportation in particular.

Based on review, I would endorse this proposal; but would prefer to have confidence that other organizers will be happy to join her ! and with budget decrease Anthere (talk) 22:30, 20 July 2025 (UTC)
