As this new proposal requests additional funding for staff to manage "complex tasks," please provide a clear plan or evidence demonstrating how the team has addressed these technical gaps to ensure transparent and accurate reporting for this iteration. Could you also set up an outreach dashboard for the project and share the link here?

c) Metrics alignment: See comments to question 5, could you please adjust the metrics for number of participants for your project? We will return the application to you on Fluxx so that you can make the changes for questions 17-20.

d) Knowledge Diversity: Given the team's strong track record in media documentation, I wonder if the team would consider incorporating modest targets for sister projects like Wikisource or Wikibooks. This would allow for a wider variety of cultural knowledge formats to be shared beyond standard Wikipedia articles and Commons uploads.

e) Budget and Staffing Transparency: While hiring staff for complex tasks is acceptable, the lack of a granular budget table makes it difficult to evaluate the request, which is more than double the amount awarded for WikiBanua 3.0 (from 35,937,500 IDR to 83,950,000 IDR). Here are some answers from us regarding the questions you asked a few days ago.
a) We acknowledge that the previous budget file had not been set with public access. We have corrected this by ensuring that all key documents, including the budget file , now have shared access settings that allow reviewers to access them. For future submissions, we will also implement an internal procedure in the form of a final checklist to ensure that all important documents are accessible before the proposal is submitted.
b) Based on our experience in WikiBanua 3.0, we identified that the main challenges were:
  • the team’s limited familiarity with the Outreach Dashboard and similar tools, and
  • the absence of a standardized workflow for data collection and reporting.
For WikiBanua 4.0, we have prepared concrete improvement measures:
  • Internal technical training for the team, particularly on the use of the Outreach Dashboard (or similar tools) and contribution tracking.
  • Development of a simple SOP for data collection, including a standardized reporting format.
  • A dashboard trial run before the activity begins to ensure that all metrics can be properly recorded.

c) We will revise the participant metrics accordingly, with the number of participants set at 26 and the number of editors set at 17.
d) We are willing to include additional simple targets for Wikibooks, Wikivoyage, and the Incubator. The project targets have been submitted to fluxx.
e) The proposed budget for WikiBanua 4.0 is within a similar range to the initial WikiBanua 3.0 proposal. In the previous iteration, the approved amount was lower, requiring several activities to be adjusted. Nevertheless, the team was still able to achieve most of the established targets. The current proposal reflects actual needs that have been previously tested, while also strengthening aspects of contributor retention, mentorship, and more structured reporting. The budget has been developed based on field requirements, particularly for documentation across multiple locations that require a combination of land and river transportation, as well as accommodation. Based on prior experience, land transportation costs range between IDR 500,000 and IDR 1,500,000 per trip and are needed repeatedly.
More than 50% of the budget is allocated to transportation and accommodation, reflecting the geographical conditions of Kalimantan and the limited access to documentation sites. In WikiBanua 3.0, budget constraints limited the coverage area, and some needs had to be personally covered by the team.
Therefore, the proposed budget does not represent a disproportionate increase, but rather an adjustment to ensure that activities can be carried out optimally in accordance with field requirements and project targets. We have also added a sheet named “Granular” in the proposal’s budget spreadsheet (attached).
f) We understand that simply repeating activities such as documentation, meetups, and training is not sufficient to ensure long-term engagement. In addition to carrying out the main activities, we are implementing several concrete measures:
  • Ongoing mentorship for participants after training, with mentors from the core team providing regular guidance and feedback.
  • Establishment of core contributors by identifying active participants and involving them in larger roles, such as joining local Wiki communities. Based on our experience in WikiBanua 3.0, several active participants have joined the Wikimedia Banjar Community (an established community supported by Wikimedia Indonesia) and the Wikimedia Samarinda Community (an emerging community currently in the process of obtaining support from Wikimedia Indonesia).
  • A continuous activity cycle (training-practice-mentorship-evaluation), rather than one-off meetings.
  • Assigning meaningful roles to active contributors (e.g., as co-facilitators or coordinators of small activities) to increase their sense of ownership.
  • An appreciation system to maintain motivation and consistency of contributions.
To ensure this approach is measurable, we have also defined retention indicators, such as the percentage of participants who remain actively contributing within 1-3 months after training, as well as the number of contributors who develop into core contributors.
In addition, we will gradually increase the number of participants at the initial stage while maintaining the quality of mentorship, ensuring that the main objective, long-term contribution, is achieved. Mentorship will be conducted regularly with a proportional mentor-to-participant ratio, and “active” contribution will be defined in measurable terms based on editing activity across Wikimedia platforms. We will also document the outcomes of this approach as a learning resource to ensure community sustainability, including beyond the project period.
