- Thank you for your insights. Wikiclub Cebu wishes to further explain that the survey is not intended to measure mere interest in the training sessions but to better understand our audience's engagement level and specific needs. In fact, we already have strong public interest as shown in recent media coverage. Refer to the following links:
- The survey mentioned, will allow us to better 'fine tune' or improve our approach by identifying the varying interests in Wikipedia editing and proficiency levels, so we can offer three distinct, audience specific tailored training rather than three one-size-fits-all sessions.
- Wikiclub Cebu has added the survey as a scientific and standard step with minimal resource requirements — covering basic expenses such as internet data, local transportation, and meals of event volunteers during onsite outreach (the topic interest assessment phase) — without jeopardizing the overall training schedule and programming. While the survey is integrated into our timeline, it functions as a tool for customization rather than a determining factor for whether or not the training will proceed.
- Our pilot’s modular framework is flexible enough to accommodate the insights answered in the survey without causing disruption or significantly altering the budget. Our scientific approach ensures that we remain responsive to the needs of our local Cebuano community and can deliver a high-impact program that truly resonates with participants.
- We're excited about this data-informed, adaptive strategy and we believe it will enhance our ability to create meaningful educational experiences that build Wikipedia usage literacy in Cebu.
- Regarding the Wikimania question, we have heard great feedback about this Wikimania global event, where Wikimedians from all over the world come and gather to share knowledge and learn from each other in person. As new volunteers, we are interested and equally curious to witness how this is done in a host country.
- Our Wikipedia basic training pilot is scheduled to occur alongside Wikimania 2025 (within 5–9 August) simply because the timing aligns with this global event. Our program is focused on empowering local Cebu participants through tailored training sessions designed to enhance Wikipedia edit usage literacy, rather than showcasing it as a formal satellite event. Any integration with the Wikimania livestream or its core programming would be at the discretion of the main organizing team, based on scheduling priorities. Our approach allows us to concentrate on community-led capacity building while remaining open to mutually beneficial collaboration with Wikimania if the opportunity arises.

- I extended the implementation timeline. If you complete your project ahead of time, please feel free to submit your final report early via Fluxx.
- I noted that SKAP is the fiscal sponsor for your project although there is no mention of a fiscal management fee in your budget. Please revise your project budget and timeline to match the approved amount and publish it on this talk page. For example: You can do that by adding a new tab labelled revised budget into your existing working sheet
- During the implementation phase, if you require support for your project from SKAP and @Exec8, do reach out to them early.
- Once you have completed this project and submitted your final report, please connect with the Programme Officer via email for a 1-1 conversation.

- Hello @JChen (WMF),
- Thank you for this great news. We take note of the extended project timeline. Since we worked with SKAP, we understood that they have not mentioned getting any management fee. Perhaps in the future. We will surely seek @Exec8's help since we really plan to invite him over to meet with our community members. We really need more mentors in navigating the Wikipedia projects and growing our community.
- I also took note of the 1-1 conversation with the Programme Officer, we sure will need more guidance as we go through this. The reportorial requirements will be accomplished to comply with the approved grant.

Update on your grant application - Grant Administration's notes

Based on your interactions with the WMF Grants Administration team to process the grant agreement of your application, please find their notes/ observations below.
1) From GA - Role of fiscal sponsor:
- a) The fiscal sponsor receives the funds from WMF on behalf of the grantee, holds the funds, and dispenses them as agreed or instructed by the grantee. This should be in alignment with the approved budget and project guidelines approved by WMF. The grantee is responsible for managing and implementing the funded project. To be more explicit, the fiscal sponsor cannot direct (in action or decision-making) the implementation of grant activities and its role is to provide financial oversight and management. 2) From GA - Grantee vs fiscal sponsor distinction
- a) Grantees and grantee organizations must be completely separate entities. A grantee cannot be a signatory or hold bank access to a fiscal sponsorship organization and vice versa. If a member of the financial sponsorship organization is found to be a part of the grantee organization/team implementing the project, this causes a conflict of interest. Fiscal sponsorship organizations should have no decision-making power in the implementation of the project.
- b) The grantee organization must have independence in the implementation of its projects and not have decisions influenced by members of the fiscal sponsor.
3) GA's Recommendation
- a) If there is a conflict of interest, we recommend that members who hold dual roles in both the grantee organization and the fiscal sponsor organization consider changing their role in the implementation of the project as a grantee. This can be done by appointing a new project lead for the proposal. In some cases, WMF will ask for written acknowledgement of the separation of roles.
As agreed, we will connecting you with another fiscal sponsor. Please also note that you'll need to revise project budget and timeline to match the approved amount and publish it on this talk page.
