Thank you for your application. Here are the additional questions/ observations and comments from the review team (ESEAP Regional Funds Committee; Wikimedia Indonesia; ESEAP Programme Officer).

Is the proposal clear in terms of the change it wants to make? Does the proposal indicate value/impact potential? Is the proposal viable?
  • I think the proposal is too early because they put the survey in the timeline. So it isn’t clear enough what they want to do. There is also a possibility that they don’t need to do this because participants of the survey may not want it.
Does the applicant have the experience (technical / organizing) capacity to implement this project? Does the applicant or team have experience on target Wikimedia projects?
Does this proposal have support from Wikimedia community members?  Has there been sufficient engagement of community members through the endorsement and feedback process?
  • Yes, there are more experienced wikimedians providing support for the project.
Does the proposed budget adequately reflect the investment needed to achieve the proposed goals?
  • I’m not sure about that. It’s not clear if it’s one or a couple event(s). If they have done the survey and it turns out they need a different event for a different target, what are they gonna do? Is there enough budget to hold a couple more events?
Does the applicant show clarity in what they hope to learn from their work given the change they are hoping to achieve?
  • Yes, but I feel like the survey could be done before the proposal. So they have hypotheses about the method they want to use for the event they proposed.

  • What will you do if the survey results require you to change your plans—such as the timeline, number of events, or budget?
  • Have you or any members in the proposal done the Wikimania Satellite event(s) before? If so, any META/commons link will be helpful.

Thank you for your insights. Wikiclub Cebu wishes to further explain that the survey is not intended to measure mere interest in the training sessions but to better understand our audience's engagement level and specific needs. In fact, we already have strong public interest as shown in recent media coverage. Refer to the following links:
The survey mentioned, will allow us to better 'fine tune' or improve our approach by identifying the varying interests in Wikipedia editing and proficiency levels, so we can offer three distinct, audience specific tailored training rather than three one-size-fits-all sessions.
Wikiclub Cebu has added the survey as a scientific and standard step with minimal resource requirements — covering basic expenses such as internet data, local transportation, and meals of event volunteers during onsite outreach (the topic interest assessment phase) — without jeopardizing the overall training schedule and programming. While the survey is integrated into our timeline, it functions as a tool for customization rather than a determining factor for whether or not the training will proceed.
Our pilot’s modular framework is flexible enough to accommodate the insights answered in the survey without causing disruption or significantly altering the budget. Our scientific approach ensures that we remain responsive to the needs of our local Cebuano community and can deliver a high-impact program that truly resonates with participants.
We're excited about this data-informed, adaptive strategy and we believe it will enhance our ability to create meaningful educational experiences that build Wikipedia usage literacy in Cebu.
Regarding the Wikimania question, we have heard great feedback about this Wikimania global event, where Wikimedians from all over the world come and gather to share knowledge and learn from each other in person. As new volunteers, we are interested and equally curious to witness how this is done in a host country.
Our Wikipedia basic training pilot is scheduled to occur alongside Wikimania 2025 (within 5–9 August) simply because the timing aligns with this global event. Our program is focused on empowering local Cebu participants through tailored training sessions designed to enhance Wikipedia edit usage literacy, rather than showcasing it as a formal satellite event. Any integration with the Wikimania livestream or its core programming would be at the discretion of the main organizing team, based on scheduling priorities. Our approach allows us to concentrate on community-led capacity building while remaining open to mutually beneficial collaboration with Wikimania if the opportunity arises.
