Islahaddow, I have read through the application and have a first round of comments to be addressed. I see the value in the initiative described in this request; I also have concerns as I think it might not meet the Rapid Grants scope and funding guidelines. Rather than mark the proposal as not funded, I am hoping to discuss the initiative further to better understand if there are adjustments that can be made, or if it should be resubmitted under one of the other grants programs at WMF.

  1. The first and most significant item in the budget you present is 'Project conceptualisation, collation, consultation and planning'; under our funding guidelines, we cannot cover project management costs of this nature. We generally cannot pay for people's time, which might also have implications for the second item in your budget. We can cover, for example, catering expenses or internet connectivity charges necessary for your community meetings, transportation costs. But the way I read it the funds you request seem to be for people's time.
  2. The third item on the budget sounds better aligned with our guidelines, but we need a generally more detailed version of the budget to better understand the types of expenses you are looking to make, and also for compliance purposes: when you submit your report, if approved, we cannot accept expenses not previously agreed on.

Finally, a note of caution: we are currently closing the fiscal year. The new fiscal year will begin in July and we will have new funding guidelines arising from the Movement Strategy discussions of this year, which will be shared back to the community at large in the coming weeks. If we are unable to make a funding decision about this request before the internal deadlines for this fiscal year, we can roll it over onto the new year, but it might need further modifications. We are sorry for this inconvenience.
