Questions about your plan[edit]

Hello, WMTW colleagues!


Thank you for this quality plan. We can see great improvement over previous years. We had a question about the goals for your community health program. We admit that some of this may be lost in translation.

Community Accredidation Concept[edit]

There were some small arguments among communities this year. Even though we have solved all the arguments smoothly, this has pushed the board to build up a policy direction for community accreditation. In the future, we will provide wikimedia.tw domain redirection and email addresses to the active and healthy communities to allow the participants who are not familiar with the development of Wikimedia communities can recognize and engage with better projects through the chapter domain as an endorsement indicator. The final direction and details of this policy are still on the progress, we would like to test and adjust this policy in 2019. We should train all communities and let some excellent communities can express and work by themselves to expand the influence. What’s more, that can allow WMTW put more concentration on some weak communities. -- This is a unique idea and I am interested in understanding it better. Can you share with us how many and which communities you are targeting? What is your definition of a community for this purpose? Also, have you assessed any risks associated with this experiment? I can tell you from experience that negotiating any type of affiliate structure or accreditation can be a big challenge.

  1. By evaluating the current status, there are around 2-3 communities may receive the accreditations. Due to this is a public page here, I don't want to provide the list here so I can mantain a fair position of our chapter. However, I may be able to explain the related goals and reasonings. 以目前的情況評估,大約有2-3個社群可能在2019就獲得這個認可。基於這裡是公開頁面,我不方便提供名單,以維護未來執行時台灣分會的公正立場,但也許我能透過信件說明目標跟理由。
  2. I have to admit that the definition of "Community" here in this concept needs to be explicit but also flexible. We are trying to be more clear in the wording but we are also cautious to not limit the possible future format of communities. Currently we prefer to define community as a group that is "a) contains one or more organizers; b) host regular and sustainable events; and c) the goals of its events are primarily related to Wikimedia Movement". The reason we define it for the point a that requires "organizers" to involve is because only then Wikimedia Taiwan can evaluate the way of execution and design for its future events also to make sure we will have instant communicate channel when encountering problems. As for point b, the definition is to exclude one-time or short term events. As for the point c, the definition is to exclude partner organizations, such as contacts that work with their teaching assistants who ask their students to write Wikipedia as assignments in the classroom. This group of people also do have regular and sustainable events, but clearly their main focus is on the course instead of Wikimedia movement.我必須承認,社群的定義在這個構想中需要相當明確又富有彈性,我們正在嘗試明確化,但也要小心限制未來社群形態的可能性。目前我們傾向用「有特定1名或多名的組織者,具有定期且可永續性的活動,而且活動目標是基於參與維基媒體運動的團體」來描述「社群」。需要「特定組織者」是因為這樣台灣分會才足以評估這個社群未來可能的運作風格,當然也確保發現問題時能有即時溝通的管道。「具有定期且可永續性的活動」以排除一次性或短期的專案。最後以「活動目標是基於參與維基媒體運動」則排除合作團體,像是有助教、每年都會請學生寫維基百科當作業的課程雖然有固定的聯絡者,也有定期且可永續的活動,但他們明顯是基於課程的學習而編輯。
  3. In the 2018 September board meeting, we have discussed the risks and managing mechnisim. First of all, The current design for the awarding items when one group get accreditation is to only provide the domain and email address of wikimedia.tw and no support of money or physical items. So if the chapter has to withdraw the accreditation, we just need to change the setting of domain redirect or email password. In that case, if any changes ever happened to the accredited group, Wikimedia Taiwan may withdraw the accredition right away technically. In the evaluation of the board meeting, there are three issues of potential risks. a) The criteria of accreditation is rather vague, the community may discredit the chapter by questioning whether if WMTW is rule by people over law. To reduce the risk, the board has requested to set up the minimun criteria to apply the accreditation in the meeting resolution. b) The risk of abuse of the accreditation by communities. To reduce this risk, the board requests the accredited community to sign a mutual agreement/contract with WMTW. There will be a clear contract (Term of Use of the accreditation). Currently the contract is still under developing, but we will have it before accreditation system officially working. c) The risk of new development and changes of a accredited group after the accreditation that makes the status of the group is not worth WMTW to accredit it. To reduce the risk, we have two ways. Way#1 is to re-evaluate the accredited groups at least once a year. If we find any groups that do not fit the criteria then we can intervene and pro-actively support them, or just stop the accreditation. Way#2 is to put articles of "pass it on to new organizers" concept in the contract, so if there is any change of organizers, then we shall re-evaluate and re-new the contract within 3 months, in order to make sure the new organizer is still trustworthy by the accreditation.在2018年9月的理事會上我們有討論過風險和控管機制。首先說明,目前因為認證通過後的獎勵主要是授與 wikimedia.tw 的網域和郵件信箱,並沒有金錢或者貨品的提供,所以要撤回認證只需要台灣分會更改轉址設定或郵箱密碼就可以。也就是說一旦社群情況出現變化,台灣分會在技術上完全可以立即收回認證。在理事會的評估中,可能的風險主要來自三處:第一,是認證規則模糊,被質疑為分會人治,所以理事會在決議中有要求需要訂定明確的最低申請標準;第二,是社群濫用認證,因此理事會要求被認證的社群需跟我們簽訂合約,合約中將會寫明使用的規範。目前合約書尚未擬定,但正式運作前一定會有。第三,是社群後來的運作形式改變,使得認證不符合現況。我們有兩個機制去掌握這個情況,一是要求對已獲得認證的社群每年做至少一次重新評估,若已不符合條件可以立即輔導改善或中止認證;二是要求合約中列入組織者交接條款,一旦組織者變動會需要在三個月內進行重新評估、續約,以確保新的組織者行事風格仍然值得信賴。

It would be very helpful if there is some other case or experience sharing regarding the design of the accreditation or recognition mechanism. SMART goals for community health[edit]

Right now you list these 2 SMART goals for the community health program:

  • We will build up the system to evaluate the community health for all Taiwan Wiki communities in the first season and keep evaluating once per half year. -- Can you explain why this is important, and how it is linked to your long term goals in this area? How are you hoping to use these evaluations in the future?
The system is crucial for the assessment of the accreditiation, but not only for the assessment of the accreditation.這個系統對認證的評估十分重要,但也不只是對認證的評估有幫助。
We would like to clarify on the necessity of the system to the accreditation mechanism. We don't want to accredit communities through only their plans and promisses, because that may over-estimate the communities which knows how to write proposals, and that is also unfriendly to the communities that are stably functioning but do not have their own primary focus area, such as communities based in local regions. These communites would have limited capacity to discuss or develop long-term strategy or events for specific fields, but their contribution of sustainably hosting local events are still a major way of entrance for newbies into Wikimedia projects. The system for us to assess the community health could help the chapter to check the function of communities in a more scientifically way and lower the bias of human judgement.先說明這個系統對認證機制的必要性。我們不希望對社群的認證只基於他們提出的規畫跟承諾,因為這會讓我們高估善於文書作業的社群,而且對於穩定運作但沒有主要議題的社群不友善(例如地方社群,在我們的經驗中,他們不會有太多能量討論發展策略或是寫作計畫,但是穩定長期地聚會活動還是很多新手加入維基的管道)。社群健康狀況的系統能幫助分會以比較科學化的方式去檢視社群的運作,降低人為判斷的偏見。
On the other hand, in the past, when WMTW assists the development of certain communities, we highly rely on direct communication to the organizers. Sometimes, that can hide the problems of the communities that communicate less often to WMTW. Community health system may make us to evaluate the development of each community in a more comprehensive way, and on the other hand it focuses on regular update, which leads WMTW to have more possiblity to communicate to all communities equally.另外,台灣分會過去協助社群發展時,高度仰賴跟組織者的直接溝通。有些時候,這會讓較少機會溝通的社群問題不能被即時發現。社群健康系統一方面讓我們能較全面地了解每個社群的發展情況,另一方面我們強調定期更新,讓台灣分會能與所有社群有更均衡的溝通機會。--Reke (talk) 04:43, 20 November 2018 (UTC)[reply]
  • We will encourage at least three communities to share their spotlights before the end of the year. We will help them to publish their achievements to suitable international social platforms. -- Is this toward your goal of increasing the influence of your communities? How will you know if these communications are reaching their intended audience and having this effect? How are you hoping this increased influence will benefit your communities in the long run?
An obvious case is the participation of the WikiWomen Taiwan community into Art+Feminism. Because the community keeps engage and provide updates to the global community, so when the Asia Art Archive (AAA) in Hong Kong is interested in the projects of building database of Asian female artists, the female community in Taiwan is recommended to them as their partner. They have discussed some exchange ideas, and the female community in Taiwan may go to Hong Kong to help the event. This story is a proof that if the outside world knows the work of the communites in Taiwan, that may lead greater and more chances for them to make impacts. Surely this does not means that the above case is the only model for expension of impact.一個明顯的案例是:台灣的女性社群參與 Art & Femilism Editathon 的情況因為都有適切的回報,當香港的 Asia Art Archive (AAA)有興趣建置關於亞洲女性藝術家相關資料的時候,台灣的社群被推薦成為他們的合作伙伴。今年他們已經在討論交流計畫,台灣的女性社群可能會直接前去香港協助活動的推廣。這個故事可以證明讓外界知道台灣社群的工作,可以替他們製造更多擴大影響力的機會。當然,這不代表我們把影響力的擴大定義成這個模式。
There is obvious progress in the channel of spread our stories, in our previous grant proposal we miss the explanation related to this part, so we are grateful for the question so we can elaborate on this. The status this year is that the WikiWomen Taiwan community is partnering with a media company which target audience is female readers, so the number of participants is hugely increased due to the partnership. Programs of GLAM and Education are also reaching more collaborators/partners because we have received opportunities to establishing booth or we can show-case or giving talks in conference events. Our community websites are also growing steadily. In general, the opportunities to reach out to the proper target audiences are increasing, but right now most of the story-telling is done by the chapter staff. The SMART goal is to make more organizers to share the opportunities so the communites may empower themselves to voice out.我們在故事擴散的管道上是有顯著進步的,在原先提案之中忽略了這個部分的說明,謝謝這樣的提問讓我們發現到問題並可以補充。今年的情況是:女性社群跟女性向商業媒體結合,讓 A&F Editathon 的參與人數有顯著成長。館聯專案和教育專案都因為在會議活動中得到攤位展示或演講推廣的機會,也觸及了更多的合作者。我們的社群網站經營也一直穩定成長。大致來說,這些接觸正確受眾的機會是在增加的,但大多由協會的工作人員負責說故事。這個SMART Goal是期待賦與社群自己發聲的能力,這樣有更多的組織者能夠分擔這些機會。--Reke (talk) 08:37, 20 November 2018 (UTC)[reply]

Clarity on activities that are part of the community health program[edit]

Can you please provide a list of activities that you will do as part of the community health program? Beyond the accreditation concept, you seem to describe several other kinds of activities in the first paragraph of this description, including support to communities in different areas of Taiwan, support for Art+Feminism, maintaining contacts with those working on indigenous languages, and work on the Mandarin-Hokien bilingual dictionary. I see events, travel, and prizes are listed as expenses in the budget. We are interested not only in activities that affect your budget, but also activities that take the time of staff people and volunteers. We think we have a picture of what you are trying to achieve, but we also want to make sure we understand what you are doing.

That includes: 這其中包括:
  1. Local communities: Hsin-chu, Tai-chung, Kao-hsiung, and Peng-hu.地方社群:新竹、台中、高雄、澎湖
  2. Minor languages: Incubator projects of the Taiwanese indegeneous languages, Hokkien-Mandarin dictionary.小語言:台灣原住民語言孵育場、台語辭典
  3. Diversity of gender: WikiWomen Taiwan (include Art+Feminism editathon), LGBT community 多元性別:女性社群(包括藝術與女性主義編輯松)、LGBT社群
  4. Projects of competitions: WikiLovesEarth, WikiLovesMonuments 競賽專案:維基愛地球、維基愛古蹟
The above are very similar to the communities of 2018, except that LGBT community is a new one.其中除了 LGBT 社群是新的,其他其實跟2018年類似。
To clarify further - as for the budget for the student clubs of National Taiwan University and Tzu-Chi High School, and Medical Translation Project are under the category of Education Program, however, we also include those communites into the community health program; on the contrast, since the chapter is directly hosting the projects of competitions so those projects are not included in the community health program.要說明的是台大跟慈濟中學的學生社團,還有醫學翻譯專案的預算放在教育專案底下,但是社群健康評估會把他們也列為對象;相反地,競賽專案預算雖然放在這個項目,不過因為是由協會直接舉辦,不會有健康評估。--Reke (talk) 09:26, 20 November 2018 (UTC)[reply]

GLAM program[edit]

Congratulations on your progress with the Li Meishu Art Museum. It is exciting to see you move forward in this area. I really like how your program not only emphasizes uploading content, but also ensuring that content is relevant and used.

We will create two program projects which imply the achievement of GLAM. They might be MediaWiki Extention、mobile applications or websites. -- Can you offer us more information about this goal for each GLAM partnership? I don't think I yet understand how MediaWiki Extension, mobile applications, or websites are related to your goals.

One of the interesting things to partner with Li Meishu Memorial Art Gallery is that the leading unit of this project in the gallery is not their team of education or promotion, but the tech team. So they express high interest in how the uploaded files in commons can be re-used by digital tools. From the very beginning of this project, we have include the establishment of the dataset for each painting in Wikidata as the essential process of almost all workshops. Now the staff of Li Meishu Memorial Art Gallery are reviewing the data format of Wikidata and documentations of API to brainstorm how to utilise further of those donated data. One of the possible ideas that we have discussed is that to mark the locations of the landscapte paintings on a map to create thematic touring routes for different Taiwanese painters as the tourists can see the physical landscapte while looking at the paintings. This is of course one of the possible ways of outcome and not necessirly the end product - however, I have to say this idea is really the most impressive one in my mind because it is really fun. To sum up, we will try to use the ideas and process mentioned above to utilise the data and files out of the donation from this GLAM project. 李梅樹紀念館跟我們合作的專案有一個有趣的地方在於,主導這個專案的不是館內的推廣或教育單位,而是資訊小組,所以他們對於上傳檔案如何能被數位工具再運用有著高度的興趣。這個專案從一開始,我們就把建立每幅畫作的 WikiData 列為工作坊的流程之一。現在李梅樹紀念館的工作人員已經在閱讀 WikiData 資料格式還有 API 的相關文件,然後思考怎麼樣讓這些資料可以被運用。我們討論過的其中一個可能的點子是,將風景畫中出現的地點標註在地圖上,做出不同台灣畫家為主題的旅遊路線,到了景點可以一邊看畫邊看實景。當然,這個點子只是發想中的一個可能,不一定會是這個專案(但我得說它是讓我印象最深的一個,因為太好玩了),但總之我們會試著用這樣的方式來利用館聯專案中貢獻出的資訊和檔案。--Reke (talk) 09:07, 20 November 2018 (UTC)[reply]

WMTW’s grant is approved in the amount of 1,820,570 Taiwanese Dollars for 12 months[edit]

Congratulations! Your grant is approved in the amount of 1,820,570 for 12 months, with a grant term starting on 1 January 2019 and ending on 31 December 2019.

Colleagues at WMTW, we greatly appreciate the work you have done on this program plan. We see this plan as a great improvement over past years, as it helps us to understand how your activities work together as part of a system, and because it gives us more insight into why you are doing these programs and activities. We have seen you make progress in the area of board engagement and diversity, and in defining board and staff roles. We think we can already see some of the good effects of this positive organizational change in your plan.

We are excited about many of your plans for 2019, including:

  • Your thoughtful education program, and especially your efforts to make a long term strategic plan in this area.
  • Your plans to build on your progress in GLAM, through your collaboration with Li Meishu Art Museum, and including engagement with partners around Wikidata.
  • Growing momentum around supporting community health and diversity, including your plans to evaluate the current state of communities you work with, and search for new ways to engage them through your accreditation model.
