Thank you for this grant request, and for the explanations of the situation and the context. One thing is unclear, though: you say most Brazilian Wikimedians are from the south, and this event is in the south; why, then, does it make sense to fly you to the south instead of have someone more local attend and do the outreach? The absolute majority of the Wikimedians are in South (we have only two active volunteers at North). As any event that Wikimedia Brazil attends, we take the situation to make a internal chapter meeting (and that internal meetings always have excellent results - see Wikimania, CulturaDigitalBR, Wikisampa, etc.). And it's really important have North representatives to not forget that entire part of country in the Wikimedia Brazil topics & projects. And plus; As I said in "2.4.4 - Hackathon: The Planning Meeting", the planning for Hackathon will be one of the trending topics, and we even intend to hold this event at North Brazil (Northeast, to be more specific).
