I recommend not to fund this proposal. The applicant has a very short record of contribution on the projects, and is unlikely to be an effective and responsible ambassador for Wikimedia toward external partners.

(The applicant has contacted me asking for funding, and I referred him to this program, with instructions. Disappointingly, the applicant has not spent any time reading the instructions, and submitted this nearly-empty and perfunctory proposal. It seems to me his only goal is to secure funding to travel to this event he's interested in, and he exhibits little regard for Wikimedia's best interest or its norms.)
