Dear Janice, I believe you did not understand the project activities, area and my involvement. This is why you mentioned that ...appears to be tied to paid work.... If you had any confusion, you should have asked me for clarification, but you declared a decision and i request you to reconsider this decision.
First of all, I am not getting paid for my activities in this fellowship project. By profession i am a software engineer and i am involved with several govt. and non govt. organizations and among those "Ministry of Health and family welfare of Bangladesh" is one of them. I found that there is a scoop to start a project by which i can release some govt. data in open source license. Then i talked to the director of this organization, and he agreed to release these data.

Nasir, thanks a lot for clarifying this point. I think we misunderstood the phrase, "I work at the Directorate General of Health Services" since "work" often can mean that you are doing a job to get paid. We'll be more careful to clarify first next time, before making an assumption like that! Since your efforts at the Directorate are not paid, we will reconsider your request, but we do have a few more questions. (We didn't ask them before because we didn't want you to spend your time answering them if we knew couldn't fund the request because of paid work!)
  1. First, we want to understand better how your participation in the Institute for Open Leadership will directly benefit Wikimedia work. From your application right now, we don't yet see a clear enough connection to your Wikimedia work on a scale that justifies the cost of this request. For example, we see that you are planning to upload some images to commons and data sets to open street maps as part of your project, but we don't see clearly why international travel is needed to do that work. We see why participation in the institute a great opportunity for you and congratulate you on being selected as a fellow, but in order to consider funding the request we need to see a clear link between your attendance at the institute and your Wikimedia work. I want to give you the opportunity to explain this more, in case we also misunderstood this part of your request!
  2. To consider this request, we will also need you to clarify some details about your budget, but I think it's a good idea for you to respond to our first question before we ask for those clarifications, because I don't want to waste your time on clarifying those budget details unless we think we can actually fund the request.

Thanks Winifred Olliff for the reconsideration.
On the fellowship proposal i mentioned that, through a project i will release the health facility Geo coordinates and Image of that health facility. I wanted to make sure that these information can be used all and get benefits. There are more that 18 thousands facilities registered in the system and these two information will be updated for all of these organizations. At this moment there are about 10thousand coordinates are available and these are in a correction process and planned to finalized within March, 2015. So the total number is not that small.
Along with this i have a plan to release the corrected administrative hierarchy of Bangladesh government. It is a public information and Wikipedia has articles on each of the administrative areas of Bangladesh (like divisions, districts). The released version of this administrative hierarchy is expended upto 6 level ( Division > District > Upazila > Paurashava > Union > Ward ) and these information are also in a correction process. This administrative hierarchy have to used by all the software/ applications which will be related to the health informatics of Bangladesh. The best part is all of these information can be consumed by free public API.
I am going to San Francisco to attend a training session where they will teach different areas of open source licenses, implementation on education, GLAM, and government institutes and some other areas. After this training session i will have to use my learning on this project and complete within next few months. If i have a clear idea about content licensing then it can be used on the up coming GLAM events, hosted by Wikimedia Bangladesh. I might not get enough time to get involve in event project so i also have a plan to arrange a open workshop to spread the knowledge and make the team bigger. This might encourage the other govt ministries to release their data in open license and i will also try to get engage with them.
So in short the Wikimedia benefits will be,
  1. Commons will get a big number of images of govt health facilities of Bangladesh.
  2. A big number of govt health facility Geo coordinates, which can be used with the articles, facility images uploaded at commons
  3. Facility profile basic information, which can be imported to WikiData and can be used as a base for writing new articles on these facilities
  4. Administrative hierarchy of Bangladesh govt, can be used to start new and update the existing articles of Wikipedia
  5. local wikimedians will be able o attend a workshop on content licensing
  6. All these announcements will be published on several nation news medias of Bangladesh, so lots of other people will be informed and can use these data
I added the budget where i will need the money. Can you please let me know on which section you want the clarification.

Thanks for the additional information, Nasir. Regarding the budget, would you please tell us:
Your total budget and the amount CC is covering.
Why CC is not covering the two nights of hotel you need additional funding for.
Your arrival and departure dates from SF.
Why you need US$200 for ground transport (roundtrip transport to and from the airport and the city is available for less than US$20 at most hours).
What "other costs" are.
