Our leaders are ill-prepared to recognize and deal with harassment and its nuances as they haven't received appropriate training.
What is your solution?
Admins and others in leadership roles should be required to attend Annual Training. In addition to harassment, Annual Training could include topics such as COI, confidentiality, compliance, and so on. If an administrator does not participate in Annual Training, he loses his tools until he has completed the course. The Annual Training course might be created by a SME in conjunction with Wikipedia and WMF advisers. It should be required training of all new admins and ArbCom members within their first month in the position.
