Massmessage right request for User:Gaurav

Hi there! I'm Gaurav Vaidya, a long time Wikipedia editor and local event organizer. I'm now helping to organize events for the North Carolina Wikipedians. We've recently begun to use MassMessage to inform people about our upcoming events, using a list of previous event attendees and people who have added themselves to various project lists (which I cleaned up using a Python script I wrote). So far I've been bothering User:Pharos to help send out our messages, but I'd like to be granted the massmessage right so that I can send out messages for our group myself. We plan to organize 3-5 events/meetings a year (depending on interest), and would like to send a single message for each event. Every message will include a link to the target list being used to send the message, as well as a SpecialEmail link so they can contact me for help (see the two messages we've sent so far). I don't see a specific list of criteria at Meta:MassMessage senders, but please let me know if there are any informal criteria I'm not aware of. VPN block has resulted in being blocked from requesting support RE the block.

I’m unsure if this is the right place to ask but it is the only place I have permission to edit/post.

I use a VPN due to censorship in my country, this has resulted in being blocked from editing Wikipedia.

I tried to flag this for review - unable due to the block, I cannot edit my own pages. So I cannot flag for review.

I tried to contact my wiki mentor for guidance - unable due to the block, given another ban(?) and advised to message AmandaNP.

I tried to contact AmandaNP - unable due to the block, given another ban(?) advised to message another admin.

rinse and repeat.

I now have 3+ blocks from various admins I have never interacted with, and cannot interact with to appeal due to new blocks whenever I try.

I am signed in. I have an account. I have no history of vandalism - via VPN or my home IP.

To get help with a global block, see Stewards/Wizard. Keep in mind, that in general VPN's are blocked on purpose. You are unlikely to be given a global exemption as you have no contribution history. This is what I'm thinking. While the account names are almost the exact same, there's no editing activity from either account for behavioral evidence, and given lack of any edits whatsoever there's nothing CheckUser would be able to find either. Just to clarify, I wasn’t saying Mahmoudmrdom is using multiple accounts; I meant that this user is actually creating new accounts themselves — you can see it in the user creation log. That’s why I reported it under “Abuse of account creation,” since they seem to be using the account creation tool to make accounts like MAHMUDMARDUM and محمودمردوم, not for editing but for creating other accounts. @Codename Noreste: I don't think so. Page display titles should never have line breaks (they will be collapsed anyway). Such line breaks are often added in two cases: Vandalism and by mistake. This one is a rare exception, though it is also unnecessary as MediaWiki's native converter can already handle titles. The autopatroller check is mainly there as an escape hatch. It's you that kept stalking and made threats against me on and off wiki, which has already be confirmed by Chinese Wikipedia arbcom, check their block log aginst you.

I am concerned about the comment made by 红渡厨 (diff): "但我也同时警告有些人，不要逼着我动用程序以外手段来处理这些事情。" (roughly "However at the same time, I warn certain people not to force me to deal with these things with methods other than the process."). It is an unspecific comment with unclear target (as usual), however I feel worried about what would "程序以外手段" ("methods other than the process") be.
