Move to close[edit]

After three months, I don't see the proposal to have consensus to be implemented. I suggest we close this RfC as failed. I further suggest that any future RfC about this topic be properly notified to all advanced rights holders affected or to-be-affected by this policy via massmessage. Given that I've voted and made a counterproposal to the original made by Camouflaged Mirage, I'd prefer if any other admin/'crat could handle this.
