Piagam Pergerakan ialah satu dokumen untuk menentukan peran dan tanggung jawab seluruh ahli dan entiti pada Gerakan Wikimedia, termasuk membentuk satu Dewan Global baru untuk tadbir urus gerakan.

Perihal
Cadangan Strategi Gerakan dari “Menjamin Kesetaraan dalam Pengambilan Keputusan” menyatakan bahawa sebuah Piagam Gerakan akan:
- Meletakkan dasar nilai, prinsi, dan dasar untuk struktur Gerakan, termasuk peran dan tanggungjawab Dewan Global, penghubung serantau dan tematik, serta seluruh entiti yang telah terdapat dan entiti baru dan badan-badan pembuat keputusan,
- Menetapkan syarat dan kriteria untuk keputusan dan proses yang dikenakan di seluruh Gerakan agar sah dan dipercayai oleh semua pemangku kepentingan, contohnya untuk:
- Menjaga persekitaran kolaboratif yang aman,
- Memastikan perolehan dan taburan pendapatan di seluruh Gerakan,
- Memberikan arahan bersama tentang bagaimana sumber daya perlu dialokasikan dengan mekanisme tanggungjawab yang sesuai.
- Mentakrifkan bagaimana komun dapat bekerja sama dan bertanggung jawab satu sama lain.
- Menetapkan harapan untuk penyertaan dan hak-hak peserta.
