Nos dirigimos a ustedes con profunda preocupación y enérgica objeción a la reciente decisión de retirar a la candidata Ravan Jaafar al-Taie del proceso electoral en curso para ocupar un puesto en el Board of Trustees.

Esta medida, adoptada sin transparencia ni fundamentación pública, afecta la legitimidad del proceso y contradice los valores de inclusión, equidad y diversidad que el movimiento Wikimedia promueve desde su origen y que la Estrategia 2030 ratifica como principios rectores. La acción es injusta, arbitraria y sienta un precedente peligroso para la democracia y los esfuerzos de mujeres wikipedistas que luchan activamente por acciones de inclusión.

Ravan no solo es una candidata válida, sino que también es la única mujer en este proceso electoral. Su exclusión no solo la perjudica a ella, sino que también priva al electorado de la oportunidad de considerar una perspectiva diferente y necesaria. La diversidad de pensamiento y la representación equitativa son pilares fundamentales de cualquier proceso democrático saludable.

El propósito de unas elecciones es que las personas votantes decidan quién las representará, basándose en la totalidad de las propuestas y plataformas de las y los candidatos. Las diferencias ideológicas son inherentes a la política y no pueden ser una causa legítima para la descalificación. Una decisión de este tipo vulnera el derecho fundamental de las y los candidatos a participar y el de las y los votantes a elegir libremente.

La acción emprendida hacia Ravan constituye violencia política de género al simbólicamente restringir de manera arbitraria y discrecional su participación en un proceso electivo. Nos preocupa de sobremanera que, además, el lobby político de un Estado pueda influir de esta manera en un proceso independiente a la política mundial. Si bien no se ha comunicado de forma fehaciente, los desarrollos recientes dan a suponer que el retiro de la candidatura de Ravan se relacione con un interés de preservar "estratégicamente" las operaciones de la Fundación Wikimedia de cara al gobierno de los EEUU. Si esto fuera así, más que nunca, en lugar de censurar voces, es el momento para que el movimiento Wikimedia se pregunte por qué la organización que circunstancialmente coordina sus servicios elementales –hoy la Fundación Wikimedia– debe ser regida por la ley estadounidense, que presenta serias limitaciones y arbitrariedades geopolíticas para un movimiento internacional como el nuestro.

Con esta acción, quien ha tomado la decisión ha violado diversos derechos humanos de Ravan tales como el Derecho a la libertad de expresión, consagrado en el Artículo 19 de la Declaración Universal de Derechos Humanos, el derecho a elegir y a ser electa garantizado en el artículo 25 del Pacto Internacional de Derechos Civiles y Políticos, el derecho a la igualdad y no discriminación y, sobretodo, el derecho de una mujer a participar en asuntos públicos, ambos expresados en la Convención sobre la Eliminación de Todas las Formas de Discriminación contra la Mujer.

Por lo tanto, llamamos a la comunidad de Wikimedia a no participar en este proceso en tanto no se tengan condiciones claras de inclusión y emplazamos con urgencia al Comité de Elecciones a reorganizar el proceso con reglas claras para que ninguna mujer vuelva a ser excluida del mismo, respetando los principios de equidad e inclusión.

We write to you with deep concern and strong objection to the recent decision to withdraw candidate Ravan Jaafar al-Taie from the ongoing election process for a seat on the Board of Trustees. This measure, taken without transparency or public justification, undermines the legitimacy of the process and contradicts the values of inclusion, equity, and diversity that the Wikimedia movement has promoted since its inception and that Strategy 2030 ratifies as guiding principles. The action is unfair, arbitrary, and sets a dangerous precedent for democracy and the efforts of female Wikipedians who actively fight for inclusion. Ravan is not only a valid candidate, but also the only woman in this electoral process. Her exclusion not only harms her, but also deprives the electorate of the opportunity to consider a different and necessary perspective. Diversity of thought and equitable representation are fundamental pillars of any healthy democratic process. The purpose of elections is for voters to decide who will represent them, based on the entirety of the candidates' proposals and platforms. Ideological differences are inherent in politics and cannot be a legitimate cause for disqualification. A decision of this kind violates the fundamental right of candidates to participate and that of voters to choose freely. The action taken against Ravan constitutes political gender violence by symbolically restricting her participation in an electoral process in an arbitrary and discretionary manner. We are also extremely concerned that a state's political lobby can influence a process independent of global politics in this way. Although it has not been reliably reported, recent developments suggest that Ravan's withdrawal from the candidacy is related to an interest in “strategically” preserving the Wikimedia Foundation's operations vis-à-vis the US government. If this is the case, now more than ever, instead of censoring voices, it is time for the Wikimedia movement to ask itself why the organization that circumstantially coordinates its basic services—today the Wikimedia Foundation—should be governed by US law, which presents serious limitations and geopolitical arbitrariness for an international movement such as ours.

The purpose of elections is for voters to decide who will represent them, based on the entirety of the candidates' proposals and platforms. Ideological differences are inherent in politics and cannot be a legitimate cause for disqualification. A decision of this kind violates the fundamental right of candidates to participate and that of voters to choose freely. With this action, the decision-maker has violated several of Ravan's human rights, such as the right to freedom of expression, enshrined in Article 19 of the Universal Declaration of Human Rights, the right to vote and be elected, guaranteed in Article 25 of the International Covenant on Civil and Political Rights, the right to equality and non-discrimination, and, above all, the right of women to participate in public affairs, both expressed in the Convention on the Elimination of All Forms of Discrimination against Women.

Therefore, we call on the Wikimedia community not to participate in this process until clear conditions for inclusion are established, and we urgently call on the Elections Committee to reorganize the process with clear rules so that no woman is ever again excluded from it, respecting the principles of equity and inclusion.
