Oulu Löyly/Survey/Results 3/en
Are there key policy issues or joint initiatives that could be moved forward during Oulu Löyly?
Core digitization & preservation needs
Participants noted that discussions around AI and digitization should be tempered, focusing first on completing unfinished foundational work. Many archives remain paper-based, and large amounts of material are not yet digitized or searchable, risking loss of valuable sources. It was also suggested to shift slightly away from purely high-tech solutions, exploring ways to connect smaller-scale initiatives and better integrate community efforts within existing institutions.
Original responses
- I think it would be interesting to discuss how to move (slightly) away from (high) technology-oriented solutions and more towards connecting existing smaller scales initiatives, as well as better understanding how community efforts can be used and shared in existing institutions
Infrastructure & open source tools
Participants suggested exploring web archiving infrastructure for Wikimedia and integrating Wikibase into museum collections to improve structured data management. There were also proposals for developing policies supporting reuse, preservation, and community-driven digitization. Other ideas include experimenting with “sister copies” of data, designing a federated open ecosystem, and enhancing Wikimedia’s support for rich multimedia, 3D textures, and annotated content.
Original responses
- Always wondered why Wikimedia doesn't operate its own web archiving infrastructure (or does it?)
- Yes - developing culture, crafts and design policy needs to cover areas related to reuse, preservation and digitization through open source toolkits of community sourced preservations.
- What could a 'sister copy' of data be like?
- Integrating Wikibase in museums collections.
- What should a federated open ecosystem look like? What are its components? Who are its partners? How far are we from it becoming a working reality?
- A joint initiative to move the Wikimedia Foundation towards more interactive and rich multimedia support, as annotated media, 3D textures and a better layout for non-image content at Commons.
Policy, rights & advocacy
Suggestions focused on improving policy and legal frameworks for digital cultural heritage. Key ideas include addressing Freedom of Panorama and copyright challenges, developing shared Wikimedia positions on AI and heritage data use, and advancing the Out-of-Commerce works agenda to prevent future loss of public domain materials. Other proposals involve creating national or international policy frameworks, establishing principles for CHIs sharing collections for AI training, and implementing practical institution-level opt-out mechanisms.
Original responses
- https://kulttuurijataide.fi/kulttuuritavoite/
- FOP and copyright in regions dealing with that and how it can be resolved
- A shared Wikimedia position / approach to AI technologies.
- OOC works agenda, combatting loss of future PD works
- How to create and promote policy frameworks (whether they are national or international, soft or hard) that could help digital cultural heritage projects.
- A joint position on key principles for CHIs in sharing heritage collections for AI training purposes
- Institution level opt-out mechanisms that are easy and practical to implement; a la CC Signal or otherwise.
Equity, decolonization & language
Suggestions focused on promoting inclusion, equity, and community-driven approaches in cultural heritage. Key ideas include increasing participation in shared services like Finna.fi, supporting small-scale actors, and developing decolonial and antiracist practices. Other proposals emphasize respecting Indigenous knowledge, strengthening minority languages, creating Wikipedias for Baltic Finnic languages, and ensuring cultural initiatives prioritize openness and shared knowledge over market-driven approaches, with language revitalization as a feasible goal.
Original responses
- Osallisuuden lisääminen yhteisiin palveluihin, eritoten FINNA, dekoloniaaliset ja antirasistiset käytänteet yms, Avoimet keinoälysovellukset osana kokoelmahallintatyötä, digitoinnin laatusuosituksen mukaisten avointen laadunanalysointiohjelmistojen kehittäminen (mukaan lukien ICC profiilit ja muut työnkulkuja ohjeistavat toiminnot) yms.
- Some discussion of shared responsibility to protect and steward digital culture from beyond your border or remit is needed.
- First Nations cultural knowledge and custodianship working in harmony with cultural heritage. Cultural heritage as input data for AI and what it means if it is or isn't training data. Also, policy areas impacting free knowledge.
- how to create wikipedias for all Baltic Finnic languages
- increase the share of small regions in Eastern Scandinavia (Åland, Gotland, Scania, Bornholm etc etc)
- Well, we should grow the understanding that open, shared knowledge strengthens heritage communities and minority languages, rather than try to fence off and monetize "reuse of shared heritage".
- I'm looking forward to brainstorm some discussions around the indigenous practices of conserving cultural and heritage intersections with the modern society's impediment to preserve with latest technology.
- "Revitalisation of culture" is, if taken literally, impossible, and should be wished for with carw. Revitalisation of **language** is a different (and possible) goal.
Discovery, creativity & engagement
We are on a mission to change the CHI platform status quo:
- We want search portals to be beautiful, accessible, useful, creative, purposeful, and absorbing places for exploration and organization.
- We want chronology (timeline and grid views) and location (map views) at the forefront of search. Users naturally gravitate to time, place + theme: this is how people intuitively organize family photo albums and scrapbooks.
- We want cultural heritage search platforms to be go-to places for creativity and interpretation, with built-in digital storytelling and rephotography tools, play, and engagement zones.
- We want CHI search platforms to work as creativity platforms, offering immediate embedding of organized artifacts so they can be shared online on multiple platforms.
- We want platforms to provide compelling ways to display a selection of cultural artifacts (full-size autoplay for screens or projections) so CHIs can make engaging public exhibits and art projections in three clicks, without the outdated steps of having to download and paste images into a PowerPoint.
- We want to interlink our many digital cultural heritage creativity platforms into a federated network (much like Wikipedia, but for image files) so that cultural artifacts currently siloed within a single archive can automatically find their relevant audiences and appear to users in a single platform.
- We want these fun, federated, open source cultural heritage creativity platforms to successfully compete with stock photo agencies so that our publics (including educators, students, researchers, artists, nonprofits, and even businesses) access freely accessible images first. Our shared cultural heritage, photographs and other images, should not be for sale; creativity portals should promote the open access and reuse of digital cultural heritage.
- We want to easily attach traditional knowledge notices and labels onto cultural heritage artifacts so that all indigenous communities can have a voice in how their cultural heritage is used and interpreted.
We are creating such an open source platform. It’s called Kronofoto. We are interested in sharing our code, in collaborating with others, and in perfecting this kind of platform.
Collaboration and networks
Suggestions focused on strengthening collaboration, mapping, and knowledge sharing in the digital cultural heritage field. Key ideas include increasing advocacy, education, and cooperation with like-minded organizations, mapping the main institutional and community actors across EU countries, and exploring partnerships between small private museums, municipal museums, and open initiatives. Additionally, participants proposed collaboratively analyzing regional policy differences to develop streamlined approaches that support cross-border heritage work.
Original responses
- More advocacy, education and col with like organizations is needed
- For me it would be interesting to see where are the main institutional and community places of digital heritage preservation across the EU countries - are those libraries, independent initiatives and communities or museums? It would be amazing to get a broader view - especially in the balt and nordic countries.
- It may not be policy issue but variable polices depending on regions and countries that may be impacting. We can collaboratively analyze the polices to create a new streamlines version of polices.
Security & safeguarding
Suggestions focused on safeguarding cultural heritage in the face of political, structural, and practical risks. Key ideas include considering heritage as part of national security with stable resources and clear legislation, supporting community crowdsourcing to preserve at-risk materials, and addressing the threats of censorship and political interference to ensure culture remains protected and resilient in challenging contexts.
Original responses
- community crowdsourcing of at risk heritage
- Kulttuurin politisoituminen on yksi kysymys, miten estetään autoritääristen politikkojen kulttuurin sensurointiyritykset.
- Erilaiset uhkakuvat kuten sensuuri ovat huolestuttavia nykyajassa.
