PhilWiki Community/5-Year Plan (2026-2030)

The PhilWiki Community 5-Year Plan (2026–2030) outlines the Philippine Wikimedia affiliate’s medium-term strategic direction and goals as it advances into the next phase of its mission to promote free, open knowledge across the Philippines. Building on a decade of volunteer-driven programs and initiatives, the plan was developed through a comprehensive midterm planning process in late 2025 and early 2026, grounded in the Wikimedia Movement Strategy and centered on achieving knowledge equity and delivering knowledge as a service.
This 2026–2030 roadmap reflects the community’s commitment to strengthening participation, deepening partnerships, elevating education and digital literacy, expanding language and cultural representation, and enhancing internal capacity for sustained impact. It represents a collaborative vision crafted with input from volunteers, project leads, partners, and stakeholders, aiming to ensure Wikimedia projects more fully serve Philippine audiences and contributors in multiple languages and contexts.
Registered as Philippine Wikimedia Comunity Inc. under the Securities and Exchange Commission (SEC) of the Republic of the Philippines, the Philippine Wikimedia Community User Group (PH-WC) is a non-stock non-profit corporation, which main objective is to initiate, support, promote, participate, create, organize, develop and engage in projects, programs and activities that promote free, responsibly open-content resources and reference materials, in English and in different Philippine languages, and of the Wikimedia Foundation, Inc. Since 2021, it has adopted and implemented an annual plan which serves as its guide to achieve its goals.

STRATEGY 4: TECHNOLOGY, CONNECTIVITY AND ACCESS
[edit]
Bridging knowledge gaps
Access to knowledge should not be limited by geography, connectivity, or resources. This strategy focuses on reducing digital divides by expanding access to Wikimedia platforms in underserved and remote communities across the Philippines. By strengthening digital inclusion initiatives and investing in technical capacity, PhilWiki Community ensures that more Filipinos can both access and contribute to free knowledge.
Through offline Wikipedia distribution using Kiwix, connectivity support for volunteers, and advanced technical skills training in Wikimedia tools such as Wikidata and Commons, this strategy builds a more connected and technologically empowered community. Over the next five years, PhilWiki Community aims to deploy 100 offline installations nationwide, train 200 individuals in advanced Wikimedia tools, and actively participate in at least three global Wikimedia campaigns annually, advancing sustainable and equitable access to knowledge for all.

Implementation Timeline Overview
[edit]The Implementation Timeline outlines a clear, strategic pathway to achieve the organization’s long-term goals from 2026 to 2030. Structured in three progressive phases, this roadmap ensures that growth is intentional, sustainable, and impact-driven. Each phase builds upon the achievements of the previous stage beginning with strengthening foundational structures, moving toward scaling innovation and partnerships, and culminating in sustainability and comprehensive evaluation. These three phases provide a structured, forward-looking approach that balances expansion with accountability, innovation with inclusivity, and ambition with sustainability.
Phase 1 (2026–2027): Foundation & Expansion
[edit]Foundation & Expansion focuses on strengthening organizational capacity and expanding reach. During this period, regional hubs will be established to decentralize engagement and foster local leadership. A Leadership Summit will be launched to empower emerging leaders and align stakeholders with strategic priorities. Partnerships with GLAM (Galleries, Libraries, Archives, and Museums) institutions will also be strengthened to enrich content, promote cultural preservation, and expand collaborative initiatives.
- Establish regional hubs.
- Launch Leadership Summit.
- Strengthen GLAM partnerships.
Phase 2 (2028–2029): Scaling & Innovation
[edit]Scaling & Innovation centers on broadening impact and embracing innovative approaches. Efforts will include expanding offline Wikipedia initiatives to improve access to free knowledge in underserved communities. A regional conference will be hosted to deepen collaboration and showcase best practices. Education integration programs will be scaled to embed Wikimedia projects more systematically into academic institutions and learning environments.
- Expand offline Wikipedia.
- Host regional conference.
- Scale education integration.
Phase 3 (2030): Sustainability & Evaluation
[edit]Sustainability & Evaluation emphasizes long-term impact and forward planning. A comprehensive impact assessment will be conducted to evaluate outcomes across programs and partnerships. Findings will inform the publication of a 5-Year Impact Report, highlighting achievements, lessons learned, and measurable results. Building on these insights, the 2031–2035 Strategic Framework will be developed to ensure continued growth, resilience, and relevance in the years ahead.
- Comprehensive impact assessment.
- Publish 5-Year Impact Report.
- Develop 2031–2035 Strategic Framework.
