PhilWiki Community/Annual Plan 2025-2026

This is the annual plan of the activities of PhilWiki Community for 2025-2026.
The Philippine Wikimedia Community User Group (PH-WC) or PhilWiki Community, registered as Philippine Wikimedia Comunity Inc. in the Securities and Exchange Commision in the Republic of the Philippines is a non-stock non-profit corporation, which main objective is to initiate, support, promote, participate, create, organize, develop and engage in projects, programs and activities that promote free, responsibly open-content resources and reference materials, in English and in different Philippine languages, and of the Wikimedia Foundation, Inc. Since 2021, it has adopted and implemented an annual plan which serves as its guide to achieve its goals.
Our Annual Plan is consistent with the strategic direction of Movement Strategy, centering on the goals of knowledge equity and knowledge as a service. Our strategy is simplified into 5Ps or Promotion - Participation - Partnership - Pursuit of Purpose:
- Promotion of Open Knowledge: Raise the awareness on Wikimedia projects as a platform that serves open knowledge
- Participation, Diversity and Inclusion: Increase participation from all sectors of the society, including but not limited to, the youth, underrepresented communities and ethnolinguistic groups
- Partnership and Collaboration: Create opportunities through partnership and collaboration with civic and professional organizations, and GLAM and educational institutions
- Pursuit of Purpose: Empower volunteers and enhance the organizational capacity in advancing the Movement’s strategic direction – Knowledge as a Service and Knowledge Equity
We have created programs and identified effective approaches to remain focus on our work for this year.
The following are the planned activities for 2025-2026:
Promotion of Open Knowledge
[edit]We engage in various activities and campaigns to raise the awareness on the open educational resources and free knowledge movement. We plan to introduce the Wikimedia projects hosted by Wikimedia Foundation to a diverse audience.
“”Through outreach activities, advocacy programs and online campaigns there's community engagement, building partnerships/collaborations, community are encouraged to use and support Wikimedia projects, encourage people to contribute or even learn to edit thus making Wikimedia projects visible to the public.
“”Outreach activities such seminars, online or in-person meetings, and edit-a-thons, foster connections with organizations, educational instituions, and local communities. Collaboration and contributions to Wikimedia projects are highly appreciated. It encourage the usage of Wikimedia resources and content contributions by forming partnerships with nearby organizations like libraries, museums, and colleges. All things considered, promoting Wikimedia projects in the Philippines, cultivating a community that values free knowledge, and ensuring the continued success of these initiatives depend heavily on outreach efforts, advocacy programs, and online campaigns.
“”We cannot convince people to join the Movement without them fully understanding what we do.
“”Intensify the propagation of language-centric communities of volunteers. Make Cebuano Wikisource and Cebuano Wikipedia major priorities on account of the language's widespread presence all over the country.
“”As a newly joined Wikimedian, I aim to explore the contributions of community organizations and foster a deeper passion for discovering and sharing valuable knowledge. the discoveries I wanted to achieve in the next 12 months will be on areas such as conservation, preservation, and valuing our country’s unique identity.

Participation, Diversity and Inclusion
[edit]We aim to foster diverse participation to address the gender and knowledge gaps. We plan to support initiatives, and capacitate communities in organizing activities to engage more participants from underrepresented sectors of the society.
“”I am most interested in the Wiki Loves GLAM and Wiki Filipinas. These programs foster the documentation and sharing of heritage, culture, natural environments, and Women empowerment which I find very important in preserving both cultural and environmental legacies and closing the gap between and women in terms of created articles. Additionally, these projects have broad community engagement and offer excellent opportunities for collaboration with local experts and institutions and women in different endeavors. I also appreciate the educational aspect of it, as these initiatives raise awareness about conservation and cultural preservation as well as women empowerment.
“”Convergence approach wherein different sectors with the same goal in promoting free knowledge can be utilized to strengthen Wkimedia movement. IT groups, language editors, professionals, and others can collaborate and form a convergence to achieving one goal. Their roles must be defined on how they will contribute to one goal of the wikimovement. Conducting workshop on identifying their role and capacity will be helpful. There are many strategies that we may consider to improve the participation and engagement of our Filipino society in the Wikimedia movement. Here's to wit:
1. Many youth organizations in various schools or universities are unaware of the Wikimedia movement, but they have a wealth of talent and fresh ideas to give to the organization. We may urge them to engage if we enhance the promotion not just through social media but also by meeting with them in person and discussing the organization's goals and objectives with their youth leader;
2. Intensify collaborations or partnerships with other institutions and formalize them via Memorandum of Agreement (MOA) or Memorandum of Understanding (MOU). This ensures that both parties understand the roles and responsibilities;
3. Regular meetings with the officers and members of the organizations (quarterly or as needed). It may foster a sense of camaraderie and belonging among everybody. This is also the period for reporting, action planning, and defining a calendar of activities; and
4.Increase the organization's promotional or marketing efforts. It could be on various platforms like social media, posters, radio shows, IEC materials, and other types of promotion.
“”A multifaceted strategy is needed to increase the involvement and participation of several facets of Filipino society in the Wikimedia movement. To encourage the preservation of Filipino cultural history on Wikimedia platforms, collaborate with museums, art institutes, and cultural organizations. Participate in Wikimedia initiatives with indigenous tribes to preserve and document their languages, customs, and cultures. Put policies in place to encourage diversity and representation by encouraging women and minority groups to participate and engage more. Give new editors frequent instruction and seminars with an emphasis on Wikimedia policies, editing, and content creation.

“”It helps the community engage and introduces Wikimedia projects by conducting activities such as photo walks, which increase the creation and sharing of high-quality, free-licensed photographs, as well as free access to manuscripts and other Wiki projects. These initiatives not only raise awareness but also encourage participation and contributions to Wikimedia projects. Additionally, they help individuals access reliable, fact-based resources on various topics.

Partnership and Collaboration
[edit]We aim to benefit from resource sharing as well as have sustainable programs through collaborations with public and private organizations. We plan to engage libraries, museums, among others as GLAM institutions in various activities toward the promotion of accessible information.

Work together with GLAM organizations to digitize their holdings and post them on Wikimedia sites. To promote Wikimedia projects and offer educational opportunities, plan collaborative exhibitions, events, or workshops with GLAM organizations. The Wikimedia movement in the Philippines can improve its collaborations, broaden its audience, and encourage open knowledge and information access by utilizing these opportunities.
“”Partnerships with civic organizations, GLAM institutions, and educational entities create opportunities to enrich Wikimedia projects by providing access to unique cultural resources and integrating Wikimedia into curricula, especially in history subjects. Students can contribute and earn perks, but it’s important to ensure proper guidance to prevent vandalism. These collaborations help preserve cultural heritage, promote open knowledge, engage new contributors, and raise public awareness, supporting Wikimedia’s mission for free, accessible information.
“”Access to their resources (financial, human, facilities, etc.) is one of the benefit of collaborating with them. They have the mandate of performing such initiatives, but we have to define our role as community what we can offer to them so that collaboration is possible (counterparting). Like in capacity building/training new volunteers and editors, they (other organization) have the resources to provide us free venue, educators, etc.
“”The network that we establish when we conduct outreach, advocacy programs and online campaigns create pathways through which we are able to impart what Wikimedia is all about and its various local and international engagements. This network also paves the way for having MOUs, partnerships and collaboration with LGUs, educational and GLAM institutions.. These exchanges of knowledge and experiences are opportunities where these institutions become more aware of and will have better appreciation of the open access to knowledge that Wikimedia advocates.

Pursuit of Purpose
[edit]We aim to develop and strengthen the members' skills and abilities, and our organization's processes and resources that it needs to sustain, adapt, and grow. We plan to conduct trainings and team-building activities, and to recognize and celebrate the outstanding achievements of community members.
“”Providing comprehensive training and capacity-building programs will equip volunteers with the necessary skills to create and share high-quality content. Encouraging local language contributions and culturally relevant content ensures diverse representation and inclusivity. Additionally, implementing recognition and reward systems can motivate volunteers, acknowledging their contributions and fostering a sense of community.
“”The strategic direction of the Wikimedia Movement must be advanced by strengthening the organizational capabilities of the PhilWiki Community and empowering Filipino volunteers and content creators. To provide volunteers the skills they need, conduct frequent training sessions, workshops, and webinars on community involvement, editing, and content production. Encourage contributions from marginalized groups such as women, indigenous communities, and individuals with disabilities, if it is possible to promote diversity and inclusion. Fostering support for native tongues can encourage linguistic diversity and cultural heritage preservation. To enhance the overall impact of PhilWiki Community's activities and guide strategic decision-making, it is needed to conduct research on community dynamics, content quality, and knowledge gaps.

The Officers of PhilWiki Community (March 2024-March 2025) are the following: Arch. Ian Kenneth Orasa, Board Chair; Maffeth Opiana, President; Bernadette Roco, Secretary; Marife Altabano, Treasurer; Leah Sumalinog, Board Member. Acting as the internal Auditor is Joseph Ciudadano. Every 3rd Saturday of March, the organization elects a new set of Board wherein the new set of board members elect the new officers among themselves per bylaws.

[edit]- ↑ 64.7% of the GLAM Wiki Conference Philippines 2024 participants who responded in the post-conference survey chose Cebu (22 votes) as the next venue of the conference. Iloilo, Manila and Negros (3 votes each) received 8.8% each.
