Finnish Wikiquote fi.wikiquote.org seems to have much stricter copyright requirements than for example English Wikiquote. Finnish wikiquote rules say material uploaded there has to fullfill one of these requirements:
Tekijänoikeudet ovat rauenneet. = Copyright has expired.
Tekijä on antanut luvat kaikenlaiseen (myös kaupalliseen) käyttöön. = The copyright holder has given permission for all kinds of use, including commercial use.
Tekijä on julkaissut tekstin CC-BY-SA tai GFDL-lisenssillä. = The copyright holder has uploaded the text with CC-BY-SA or GDFL-license.
These rules seem to essentially mean that any content (quotes) from any copyrighted e.g. movie or tv show is not allowed if you don't have special permission. This is very restricting. On the English Wikiquote, quotes from copyrighted work is allowed, as long as there isn't too many quotes from a single work. And Finnish law seems to specifically allow such quotes. Finnish law says:
"julkistetusta teoksesta on lupa hyvän tavan mukaisesti ottaa lainauksia tarkoituksen edellyttämässä laajuudessa"
translating to
"From a published work, it is permitted, in accordance with good practice, to take quotations to the extent required by the purpose."
It seems that there is no legal problem. So I don't know why the rules would be so restricting compared to english Wikiquote. I would like a change to this.

Comment It doesn't appear that you've raised this as an issue locally at fiwikiquote. Please do that before raising a RFC. Generally speaking, though, there is no requirement that project policies be uniform across language editions (e.g. between enwikiquote and fiwikiquote), nor any obvious reason why fiwikiquote should not be allowed to set this policy. Strong oppose You can read unofficial translation of tekijänoikeuslaki (Copyright Act) here by downloading the PDF file. There, the translation of Section 22, which regulates the use of quotations (Julkistetusta teoksesta on lupa hyvän tavan mukaisesti ottaa lainauksia tarkoituksen edellyttämässä laajuudessa.) and is legally binding in Finnish, is as follows: 'A work made public may be quoted, in a manner required by proper usage to the extent necessary for the purpose.' Unless Warpfrz can find a reliable source stating that Section 22 of the Copyright Act allows such extensive use as they wish, I just have to oppose.
