This proposal has been approved. The Board of Trustees and language committee have deemed that there is sufficient grounds and community to create the new language project.
A committee member provided the following comment:
The community needs to develop an active test project; it must remain active until approval (automated statistics, recent changes). It is generally considered active if the analysis lists at least three active, not-grayed-out editors listed in the sections for the previous few months.
Item about the language at Wikidata. It would normally include the Wikimedia language code, name of the language, etc. Please complete at Wikidata if needed.

Default is "no". Preferably, files should be uploaded to Commons.
If you want, you can enable local file uploading, either by any user ("yes") or by administrators only ("admin"). Notes: (1) This setting can be changed afterwards. The setting can only be "yes" or "admin" at approval if the test creates an Exemption Doctrine Policy (EDP) first. (2) Files on Commons can be used on all Wikis. (3) Uploading fair-use images is not allowed on Commons (more info). (4) Localisation to your language may be insufficient on Commons.

I cannot speak for ADG, or langcom as a whole (I'm just a regular wiki editor), but I notice that the "Project talk namespace" has not been filled out in the "Settings" above (provide a value for the "ns_project_talk" parameter in the "{{New wiki request" template call, at the very top when you edit this page — it should be an Atayal translation of the phrase "Wikipedia_talk"). The sysadmins will also need a logo when the wiki is created ("logo" parameter). Comment I don't know where you guys are coming from, but it's not helping. The top of the page may not be clear to people who aren't familiar with the ins and outs of Wikimedia project-making policy, but an Atayal Wikipedia has been approved. The only thing stopping it is that there aren't enough people working on it in the Incubator: incubator:Wp/tay. Please tell them that encouraging people to make these kinds of support votes for languages here at Meta is generally completely useless. Instead, as mentioned by Prosfilaes, people should be encouraged to make useful contributions to any relevant "test wikis" at the Wikimedia Incubator. Links to test wikis should be visible at the top of these "Request" pages, when such wikis exist. You could ask commons:User talk:Odder for the logo, it seems like he often creates translated logos. - About the namespaces, is it important that they all be written in lowercase letters?
