This proposal has been rejected. This decision was taken by the language committee in accordance with the Language proposal policy based on the discussion on this page.
The closing committee member provided the following comment:
Although it is said that Muisca (also known as Chibcha language) is extincted since 1770 with the "Royal Prohibition" of Carlos III of Spain, it remains in some rural areas of Colombia and it is alive in many expressions.
There is a current interest in Colombia to rescue the ancient languages and a wikipedia in Muisca or Chibcha could be of great interest and open the expression to communities that have been marginalized as minorities.
