This proposal has been approved. The Board of Trustees and language committee have deemed that there is sufficient grounds and community to create the new language project.
A committee member provided the following comment:
The community needs to develop an active test project; it must remain active until approval (automated statistics, recent changes). It is generally considered active if the analysis lists at least three active, not-grayed-out editors listed in the sections for the previous few months.
Language name in your language. This will appear in the language list on Special:Preferences, in the interwiki sidebar on other wikis, ...
Language Wikidata item
Item about the language at Wikidata. It would normally include the Wikimedia language code, name of the language, etc. Please complete at Wikidata if needed.
"Wikivoyage talk" (the discussion namespace of the project namespace)
Enable uploads
no
Default is "no". Preferably, files should be uploaded to Commons.
If you want, you can enable local file uploading, either by any user ("yes") or by administrators only ("admin"). Notes: (1) This setting can be changed afterwards. The setting can only be "yes" or "admin" at approval if the test creates an Exemption Doctrine Policy (EDP) first. (2) Files on Commons can be used on all Wikis. (3) Uploading fair-use images is not allowed on Commons (more info). (4) Localisation to your language may be insufficient on Commons.
For example, a Wikisource would need "Page", "Page talk", "Index", "Index talk", "Author", "Author talk".

I strongly support this project. Just setup it as an independent wiki [in test] to see what interesting work we can do on it. Iran doesn't have a lot foreign tourist (due Iran limitations and foreign policies) but travelling inside the country is very common, so a complete reference in Persian is really needed and is really easy for us to fill the wiki it with enough information. You must aware on RTL wiki is really hard to maintain on incubator so don't really count on great progresses on incubator. --ebraminiotalk 14:38, 13 July 2013 (UTC)Reply[reply]
I strongly support this project because of the rate of travels in Persian countries (Iran, and Afghanistan) is so high that people constantly need this kind of guidance. we already started talking to some people for text-donating in Persian WikivoyageAmir (talk) 11:27, 15 July 2013 (UTC)Reply[reply]
Support - I wholeheartedly support it. --Ταπυροι (گپ) 07:59, 4 August 2013 (UTC)Reply[reply]
Just a question: When it will run?(I'm not so patient :)Freshman404 (talk) 06:51, 13 August 2013 (UTC)Reply[reply]
here is our activity please active this project Yamaha5 (talk) 10:50, 13 March 2014 (UTC)Reply[reply]
Regarding the typography of the logo, the current font used has kerning issues (e.g. descender of و touching the dots of ی). Also, the curve on the descender of ر doesn't seem like an organic typographic characteristic for a website in Persian. Is there a preference for this font? Can we go for example with higher quality fonts like Traffic, Nassim, or Zar? --Shervin Afshar (talk) 19:13, 22 September 2014 (UTC)Reply[reply]
It is Traffic (XM Traffic Bold, released under OFL, X Series fonts, made using Inkscape) which is used on the sign roads on Iran (the typeface that if you travel in Iran you will see a lot) and as a sans-serif font it is best matching to current English Wikivoyage logo typeface with similar weight while being relevant at the same time (we had this logo for matching with old Wikivoyage logo). --ebraminiotalk 07:46, 24 September 2014 (UTC)Reply[reply]
Hi all editors of Persian Wikivoyage,
prior to approval please check the settings in the table at the top of the page. E.g. I'm certain that the Project: namespace should not be called Wy/fa/ویکیسفر ;) Also the Phrasebook namespace needs a localised name for its Talk pages as well. --MF-W 11:41, 22 September 2014 (UTC)Reply[reply]
I changed the ns to be the same as project name. -Shervin Afshar (talk) 19:08, 22 September 2014 (UTC)Reply[reply]
(editconflict)
Hi MF-W, here is some configurations I think would be useful:
Language code: fa
Site url: fa.wikivoyage.org
Project name (in native language): ویکیسفر
Project namespace (usually the same as the project name): ویکیسفر
Are you sure about hard-coding "_" in namespaces strings which have space? Usually, for the scope strings (pages, sections, etc.) there is an auto-replacement from space to "_". -- Shervin Afshar (talk) 22:55, 22 September 2014 (UTC)Reply[reply]
User:Shervinafshar: AFAIK It doesn't matter system automatically replaces them for the database (" " to "_") or user front-end ("_" to " ") Amir (talk) 14:40, 23 September 2014 (UTC)Reply[reply]
Right. But generally, the only places that " " is converted to "_" are in the database and in the URLs. So, although it might not make a difference, but it's better to avoid that in the configuration settings. --Shervin Afshar (talk) 00:26, 24 September 2014 (UTC)Reply[reply]
I propose "زبانشناسی" for "pharasebook" namespace. Specifically it refers to "linguistics" but contextually it can be used to imply "getting familiar with a language".--Doostdar (talk) 14:54, 23 September 2014 (UTC)Reply[reply]
I don't agree, "زبانشناسی" hardly can imply "شناخت زبان" in reader mind at least IMO and a phrasebook can also be about just a dialect and not a language. "عبارتنامه" had already usage for this manner: [1] --ebraminiotalk 16:22, 23 September 2014 (UTC)Reply[reply]
I second what ebraminio mentioned and strongly disagree with using "زبانشناسی" for pharasebook. --Shervin Afshar (talk) 00:26, 24 September 2014 (UTC)Reply[reply]
The project was approved. I filed the bug for the creation of the wiki with the settings as they were now in the table. --MF-W 14:38, 27 September 2014 (UTC)Reply[reply]
