MLATrack Kerala is an independent, Parliamentary Informatics platform launched in 2026 to track and analyze the legislative performance of members of the Kerala Legislative Assembly (KLA).[1] Developed as a collaborative effort between Atyeti Research and the Sahya Digital Conservation Foundation, the platform provides data-driven insights into the activities of elected representatives to enhance public accountability.

Overview

The platform functions as a digital repository for the 140+ members of the Kerala Legislative Assembly. It aggregates data from official sources, including the Kerala Assembly's proceedings and the MLA Asset Development Fund portal. It was modeled after national-level platforms like PRS Legislative Research to bridge the gap between legislative data and public accessibility.[2]. A presentation about this project aslo did in Wikiconffernece Kerala 2025 at Thrissur[3]. The project was created with the community support of OpenDataKerala and built the Knowledge base on top of the Wikidata and OpenStreetMap basements.

History

The concept for MLATrack was first developed by Atyeti Research. A prototype of the project was created in 2016 by Arun P. S., co-founder of Atyeti Research, during his final year of law school. In July 2025, the Sahya Digital Conservation Foundation joined as the technology partner to develop the alpha version of the website. From SDCF, Athul RT and Manoj Karingamadathil invoved in the research and technology innovation of the projects. SDCF currently manages the technical infrastructure and ongoing development of the platform.

Features

The website provides detailed analytics for each MLA, including:

  • Attendance Records: Visual representation of a member's presence during assembly sessions.
  • Legislative Interventions: Tracking the number of starred and unstarred questions raised by each member.
  • Debate Participation: Records of participation in assembly discussions and special mentions.
  • MLA Fund Tracking: Information regarding the utilization of local area development funds.

Data and Statistics

As of its launch in 2 February 2026, the platform had indexed data from fifteen assembly sessions, covering:

  • Over 65,000 legislative questions.
  • Performance metrics for 140 constituencies.
  • Historical data for the 15th Kerala Legislative Assembly.

Development

The project was first presented at the State of the Map Kerala 2025 conference as a "Parliamentary Informatics Project."[2] also at Wikiconference Kerala 2025[3]. The project is maintained by Sahya Digital Conservation Foundation and Atyeti Research[4] .

Atyeti Research

Atyeti Research is a non-profit law and policy think tank. It provides research support to policymakers and civil society to drive informed decision-making. The team consists of professionals with prior experience in organizations such as the United Nations Environment Programme, the Australian Embassy, and various state and national legislative offices.

Sahya Digital Conservation Foundation (SDCF)

SDCF is a non-profit digital humanitarian organization focused on Open Data, Free and open-source software (FOSS), and Citizen science in India. It works extensively with the OpenStreetMap and Wikimedia open ecosystems to promote transparency and the preservation of language and culture through digitization.
