  • Same page on en.wikipedia and en.wikiquote. I have userfied the enwikiquote page in order to seek contact with the user and encourage registration of an account.
  • "Non-encyclopedic" applies to encyclopedias. The WMF wikis are broader than that. There may be wikis where this user could contribute useful content, if encouraged and guided.
  • Please do not globally block. I'm not seeing evidence to justify a local block, much less a global one. --Abd 00:22, 4 September 2011 (UTC)
You see only 2 edits, because the other created pages are already deleted (commons, several enprojects, meta, ugwiki, trwikisource, etc.). This was clearly crosswiki promotion of a non-encyclopedic person. Don't judge before you know the facts please. I don't request a global block that easy. Trijnstel 00:34, 4 September 2011 (UTC)
Yes, I thought that might be the case. However, what other attempts were made to communicate with this person? "Non-encyclopedic person" is not a reason for deletion on some projects for some pages. There are, for example, plenty of commons images of such persons, and we have such pages on Wikiversity, and most especially, users may place such biographical material on their user pages or in their user space if it's brief like that and the user is contributing otherwise. So the problem with these pages is that they are not being correctly placed, and they are cross-wiki. I left a message on wikiquote, [1]. Note that a short block may be reasonable, I'm still checking. I'll look at where Trijnstel has recommended and see what I find.
If facts are essential for a decision, so that nobody "jumps before you know the facts," then please assert them with the request. (Stewards, of course, may look at deleted contributions, but steward actions should be transparent, so that others can understand them, so this information should have been provided, unless you expect the steward to do it, Trijnstel.) --Abd 00:43, 4 September 2011 (UTC)

  • Unquestionably, the pages are not appropriate as placed. The user should be encouraged to register an account and communicate. If it is possible to block the IP with a message that conveys this, then I fully support a block of the IP, a block that does not prevent account creation. I'm not sure if I understand. Are you suggesting that people that have no intention of participating in Wikimedia projects should be welcome and encouraged to continue? The global block is used to prevent creation of future pages destined to be deleted, it is a simple maintenance measure, not a never-ending ban from all Wikimedia projects. I'm saying that we don't know if a user has an intention to participate until we ask them and attempt to elicit cooperation. Yes, a global lock can be used to stop disruption, and properly done it won't drive away a possible constructive user. Yes, people should be welcomed, at the same time as we act to prevent disruption. The block can be set for a short period, at least in this case. The block reason should direct the user toward some sort of communication and cooperation, if possible. Like "register an account and seek advice from other users." I would agree with you if it were about reasoning with someone promoting their CV/website on a single wiki. Here, it is someone doing it on multiple wikis (and not only a couple). I don't know of many people outside of Wikimedia who are aware of the broadness of the WMF projects, therefore I am having a hard time trying to gauge his good intentions and the pertinency of trying to get him to (positively) contribute. The reason given was "Open proxy". I have read a little about this issue and apparently User:Shizhao has blocked other people due to variable IP. I am connecting through Starhub Singapore and yesterday I have upload my first picture. Request placed here in error, user is obviously not locked. However, as to global blocks, Shizhao has blocked many open proxies, with long duration. It is possible that the user was affected by this one, on Commons, or this global lock. Both are still in effect. That's a StarHub domain. --Abd 00:12, 7 September 2011 (UTC)

Global lock for Samlaptop

This user has been engaged in a campaign of vandalism at en.wiki and simple.wiki since 2007. He uses sockpuppets and a dynamic IP range, and he is blocked indefinitely on both of these wikis. He's recently registered accounts with an additional 11 language versions of the encyclopedia and he has an account at the wikimedia commons. He has already created sockpuppet accounts on 4 of these sister projects, is indefinitely banned on 2, and has been blocked on a third for vandalism. I think this is the only step that can be taken.
