As you seem to be using lots of different IP addresses, not all of which are blocked, I'm not sure what your problem is. Anyway, the short answer is that the IP range won't be unblocked due to abuse. This IP is from a paid VPN that routes through a popular server in California. It is understandable if vandalism has occurred and the editing privileges were revoked for guests, but there is no reason to block logged in users as well. If the block can be removed for logged in users, or my account at least, it would be extremely appreciated. Comment Comment On the wiki where you edit, you should ask for a IP block exemption for your user account. That said for the specific problem it was a specific IP block for a specific problem. If you have been on the IP address for a while, then it was the source of spam and you should investigate how that was the case in August. If it is not a permanent IP address, then it is unlikely to be the case and can be managed at any next time. — billinghurst sDrewth 07:16, 3 November 2013 (UTC)

It is a webserver, and I can find two domains tied to it. The IP address will have spammed otherwise they would not have come to our attention, presumably hacked servers. It would be worthwhile having a chat to your ISP provider to ask why your edits are showing at the IP address of the server, whether there is a NAT in place, or some other sort of proxy configuration. — billinghurst sDrewth 13:14, 4 November 2013 (UTC)

The IP "140.77.64.3" is used at the ENS de Lyon, a French university, with thousands of students, researchers and teachers. It was blocked by Vituzzu on August, with the following reason "Long-term abuse: user:DSantarelli". This IP is not a public proxy, can a steward unblock this IP?

The /18 describes the size of the range of IP address from the starting number listed. The range has been problematic, and I am not sure whether the blocking steward would want it unblocked. Open proxies are regularly abused and used to spam or vandalise Wikimedia projects. Consequently editing via open proxies is blocked for all editors. In general open proxies are not unblocked and the only way to edit through one is using a registered account that has been granted an IP block exemption. The owner of the subnet is not you but a company called Hetzner Online AG. It allows you to use an anonimising tunnel facility. When you use your regularily allocated IPv4 address you won't encounter any problem. Also: I probably blocked this range because I noticed spam on it and webhostings/open proxies are not allowed (NOP). If you have an account and you can't use your regular IPv4 address (because of the Great Firewall of China for example), you may request a local or global IP block exemption (SRGP). It's a regular hosting company, not an anonymizing tunnel provider. I got said subnet assigned to only me/my server. Nobody else is using it. I'm using it for IPv6 connectivity at home. There are no open proxies, open relays, open anything. If you saw spam from that /64 subnet, you probably made a mistake. Also regarding your links, I don't see how having a regular web server running somewhere in that subnet qualifies as a blocking reason. --2A01:4F8:192:424F:1337:A:0:2 18:25, 23 November 2013 (UTC)
We currently cannot exempt a particular /64 or any other subrange from a /32 rangeblock (or any rangeblock, whether IPv6 or IPv4; bugzilla:40439 should really be expedited). There were multiple abused open proxies in the /32, and webhosts are generally blocked in this fashion anyways.
