Global unlock for 46.246.117.3

Status:    Not done

This is an address for Astrill VPN, not an open proxy.

Your IP address has been blocked on all wikis. The block was made by Billinghurst (meta.wikimedia.org). The reason given is Open proxy: webhosting; converted to a soft block. Start of block: 08:05, 19 January 2014 Expiry of block: 22:12, 31 October 2014 Your current IP address is 46.246.117.3. Please include all above details in any queries you make. If you believe you were blocked by mistake, you can find additional information and instructions in the No open proxies global policy. Otherwise, to discuss the block please post a request for review on Meta-Wiki. —The preceding unsigned comment was added by 88.150.237.2 (talk)

The range is problematic for us due to spambots, and an evident lack of management by the provider. I have previously changed the block to a soft block, which just requires that a person edit from a created account. I would suggest that you create an account to edit.  — billinghurst sDrewth 13:29, 25 February 2014 (UTC)

My IP address is 82.145.46.9, I'm blocked from editing. The reason given is that somebody is running an open proxy on a different IP address, 82.145.55.138, it must be a range of IPs that are blocked. Please can somebody add an exception for my IP, or change the global block to a single host instead of a range? Thanks --edward (talk) 11:02, 14 March 2014 (UTC)

Not removing the block as we (get|got) spambots in abundance from the range. Even the provided IP address is shown as hosting 16 domains. I have allocated global IPBE which should resolve issues for wikis where you don't hold admin rights.  — billinghurst sDrewth 12:25, 14 March 2014 (UTC)

There is a large IP range block in place due to spam issues from the range. If you create an account you should be able to edit fine, as it is a soft block. Please note that where the instructions say "add to the bottom" it actually means that. You have been sitting at the top unattended due to the placement of your request.  — billinghurst sDrewth 12:30, 14 March 2014 (UTC)

L-T cross-wiki spam/vandalism, socking/block evasion. Little or no good edits. It is a very problem range. Examples of vandalism: [1] [2] and ets, ets...

Note: if you will lock this range do not forget to lock 85.26.231.0/24 because both ranges used by one vandal. See [3] and [4] /St1995 17:02, 17 March 2014 (UTC)

Not done. I cannot see evidence of xwiki abuse. Local wikis, with the support of local checkusers would seem better suited to manage this sort of request.  — billinghurst sDrewth 15:59, 19 March 2014 (UTC)
Comment Comment I think this request and so has no meaning. Because both ranges is already blocked for a week (in ru-wiki). If vandalism will continue in other wikis (average probability), local admins may block it. The request was actual two days ago. /St1995 19:02, 19 March 2014 (UTC)
@Stas1995: When stewards start to see xwiki spam, then we will act. Stewards do not start putting blocks on Russian domains/IP ranges when there is the possibility for local action with the local understanding of the effects and impacts of these blocks. Accordingly it is not appropriate for stewards to act on this action, and you should seek out ruWP assistance.  — billinghurst sDrewth 21:21, 19 March 2014 (UTC)

This ip is apparently blocked as is the entire OVH hosting range. This ip is assigned to my personal Dedicated server at OVH I use for cross-wiki bot edits, and as a proxy if I am using an unsafe Internet connection. This server is managed only by me, I have secured it well, and I am also the only one with access to that VPN. Is there a possibility to exclude this ip from the block range? This user was blocked at dewiki after personal attacks, see block-log there, he then attacked the sysop who blocked him at enwiki, also another user and a third one. He is now locked infinitely on dewiki, but he uses the e-mail-function to send harrassing mails to other users. Please lock him globally and please shut down his e-mail-function. --Itti (talk) 17:22, 26 February 2014 (UTC)

moved section from global blocks to global locks. IW 17:31, 26 February 2014 (UTC)
    • Move to strike the request because of personal movements of Itti and his friends. I'm an active user since 2008 and i participate in a lot of Wikipedia versions in other language. Especially a lot of activity at Wikimedia Commons to contribute media or correct / improve informations. A global block makes this impossible. BTW Itti, your english skills should be imrpoved before making me the bad man - what you do is nothing but personal partiality. You should be ashamed of this. This is a temerity and so this request should re rejected. --Saviour1981 (talk) 18:33, 26 February 2014 (UTC)
      • The application is fully instead of giving. Such personal attacks beyond the limits of the project of time can not be tolerated and must be an absolute and global lock, even the mail function, have the result. His personal attacks go even further here already, which should be clear about what it is for a user.--82.149.127.22 18:38, 26 February 2014 (UTC)
        • and who the hell are you to talk like this? Already kept an eye of my contributions since 2008? No, already shot an eye of the current fuss in the german Wikipedia. Please go away and stop writing something like this! --Saviour1981 (talk) 22:45, 26 February 2014 (UTC)
          • Your personal insults and threats are not tolerated. Your entire behavior shows that they are incapable of a fair way of dealing. Who Threatens so massive other users with physical violence has forfeited any right to further cooperation.--82.149.127.22 07:29, 27 February 2014 (UTC)
X mark.svg Not done. Global locks are not applied for single (or two) project issues. The editor has multiple contributions over many projects. If the editor is misusing email on dewiki, this can be handled locally there by any administrator. QuiteUnusual (talk) 08:41, 27 February 2014 (UTC)
Justice has been done. Thanks to QuiteUnusual for the decision. --Saviour1981 (talk) 10:21, 27 February 2014 (UTC)

No, that can not be resolved in a project, because, unfortunately, the Mail functions have been adopted globally. There is thus explicit action, by a global lock. The rejection reason is not sufficient and reject. --82.149.127.22 11:21, 27 February 2014 (UTC)

Read the global banning policy as this governs the available action in this particular case. A Steward cannot apply a global account lock based on the evidence in this case. QuiteUnusual (talk) 12:13, 27 February 2014 (UTC)
I cannot understand your decision. -jkb- 14:55, 27 February 2014 (UTC)
It isn't my decision, it's the policy. QuiteUnusual (talk) 15:04, 27 February 2014 (UTC)
It's the way you argue that is not allright: "If the editor is misusing email on dewiki, this can be handled locally there by any administrator." The user has been blocked on dewiki and his wikimail has been blocked as well (see [9]). What he is doing now is to send harrassing emails to German user using his wikimail in other wikipedia projects. And genuine this cannot be solved by German admins. -jkb- 15:31, 27 February 2014 (UTC)
As I noted above, please read the global banning policy as this governs the available action in this particular case. A Steward cannot apply a global account lock unless the user is, amongst others, indefinitely blocked on more than one Wiki and that block resulted from a community discussion. That is not the case here. In the absence of meeting the criteria in the policy there is no action I can take that will block email access across all projects. If you believe the user is harassing people to the extent that it is a violation under the Global locks policy then please make that case, preferably via email to stewards@wikimedia.org as it no doubt would contain personal information. If the harassment is demonstrated then a lock may be considered. QuiteUnusual (talk) 15:45, 27 February 2014 (UTC)
is there a way i can report jkb for untrue and false justifications? It makes me mad to read that i would abuse functions or get into threatening users. This must stop right now. --Saviour1981 (talk) 17:19, 27 February 2014 (UTC)
Pls learn to spell my user name first and then you are wellcome :-) -jkb- 19:59, 27 February 2014 (UTC)
Misspellings to happen, I don't think that's relevant to the case, especially as you made two yourself in the above statement. Onto the matter at hand, yes, it can be solved locally. The user has had, as I understanding, the email access withdrawn on the relevant wiki, dewiki. If he contacts users inappropriately on other projects, his email access can be withdrawn there and then the issue can be considered globally, but as of now it seems like a localized issue. Snowolf How can I help? 20:09, 27 February 2014 (UTC)
Sorry, the Foundation has created unquestioned global transfer of all the user settings from the home project in all projects a problem and now here is the solution of a problem arising thereby is denied? Surely that can not be true. And a rule, the global locks only allowed when locked in at least two projects, is a disgrace. The one here concerned with the harassment and threats can be alone is a remarkable situation. --82.149.127.22 21:18, 27 February 2014 (UTC)

Is there any evidence that this user has been abusing the email feature from other Wikimedia wikis to harass others from dewiki? If so, that information could be sent to the stewards' mailing list, which could then be reviewed by CheckUsers to see if the alleged onwiki email feature was in fact abused. They could probably check the contents of each email, without being able to check the sender, recipient and CC'ed email addresses usually found in the headers of email services. Only then however would we even start to consider a global lock necessary. (That being said, a user could potentially abuse the email function on a wiki without ever making any edits there, problematic or otherwise. Which would probably mean the intervention of CheckUsers on that local project might be necessary. But first, demonstration of abuse please.) TeleComNasSprVen (talk) 23:28, 27 February 2014 (UTC)

Stewards can lock accounts with regard to the policy, and this request does not meet the policy, so it won't be locked. Perfectly adequate for community 'crats to manage this at their wikis.  — billinghurst sDrewth 14:56, 28 February 2014 (UTC)
Hiding behind a rule is always the easiest way if you are not capable of making decisions or decision willingly. Both disqualified as a steward.--82.149.127.22 19:27, 28 February 2014 (UTC)
Stewards don't decide (tm). --MF-W 19:29, 28 February 2014 (UTC)
are actively vandalizing now or obviously are otherwise being disruptive on multiple wikis. If he is really abusing Wikimail on several projects, he acts disruptively on multiple wikis and thus can be global locked. —DerHexer (Talk) 19:32, 28 February 2014 (UTC)
As a local sysop at it.wiki and meta I'll consider as an abuse (worth a block) sending harassments via wikimail, as a steward I must say many local blocks brings to a global one.--Vituzzu (talk) 19:35, 28 February 2014 (UTC)

I want everyone please to stop that hot fuss. The decision has been made and it so should be respected. Any furhter talk that accuses me to be an "abusive account" will result in a report. I's a temerity and hereby this case should be closed. --Saviour1981 (talk) 14:50, 1 March 2014 (UTC)

Even telling that you can find no words of apology for your attacks here. Your account should actually be locked, especially since the alleged merits are probably more than an exaggeration, as you can see your post counters.--82.149.127.22 19:47, 1 March 2014 (UTC)

Thanks, Billinghurst. I saw a speedy deletion tag placed by the complainant here on a resource in Chinese on Beta.wikiversity, which appears to be the only normal contribution this user has made. I suspect either a very young user, or someone who, for whatever reason, does not understand the function of wiki pages, and seems to have a habit of placing a signature on them. This user may need to be temporarily blocked on local wikis, if there is sufficient disruption, and that has happened on three wikis, but a global lock would prevent communication and cooperation from developing. I will attempt to engage an established Chinese user on Beta. --Abd (talk) 04:27, 5 March 2014 (UTC)

To say a friendly "hello" on a talk page is no reason for being blocked. But considering that it's the talk page of the Danish blocking admin and it's also done cross-wiki I see this as harassment as well. So for that reason the account is locked for cross-wiki harassment. -- Tegel (Talk) 11:36, 9 March 2014 (UTC)

Spammers can generally be handled at wiki level, we would typically only lock xwiki accounts (which usually includes spambots), and some stewards don't even see that need. That list looks like a combination of people and spambots, and I only feel comfortable locking those.  — billinghurst sDrewth 02:29, 13 March 2014 (UTC)

I based it off mostly the reports from English Wikipedia and some of the questionable edits and claims to authority on mediawiki.org, but if you don't think it's really a big issue we can disregard and close this report. TeleComNasSprVen (talk) 03:02, 8 March 2014 (UTC)

  • About my another account; FootballLibrary. (Japan Football unlock was done) [12]

I think Bestiasonica blocked without knowing the discussions. Please unblock my account. --Japan Football (talk) 12:07, 17 March 2014 (UTC)

X mark.svg Not done You've not been locked globally and so we can't actually un(b)lock you globally. If you've been blocked on an individual project, you will need to appeal that block locally. Stewards usually won't intervene in such cases. -Barras talk 12:11, 17 March 2014 (UTC)

Cyberbullying in Dutch on en:User:Catalysnl as well as three times on nl:User:Catalysnl. ErikvanB (talk) 17:35, 19 March 2014 (UTC)

  • Futher explanation: Dutch television presenter Albert Verlinde is called "filthy Kwalbert Verlinde" (vuile Kwalbert Verlinde), where kwal- means "jerk" in Dutch. Singer Jamai is being called a homo, which is an abbreviated form of homoseksueel and is often used as an offensive term, clearly meaning "faggot" in this context. The URL on the user page points here, where it says: "You are a filthy gay!!". Nep kutje means "fake cunt". These user pages, created four times on different wiki's, are clearly intended to insult people. The user has made no other edits and has been blocked indefinitely on nl-wiki for creating this page three times. ErikvanB (talk) 18:43, 19 March 2014 (UTC)

Description Request for removal of block on my ip address I had edited the webpage "en.wikipedia.org/wiki/Potuluri_Virabrahmendra_Swami" .It is a page of a person of significance in Hindu religion. The page had link to a page which was blasphemous for a Hindu. It has been created by sick bigot.I am referring to "http://www.swastik.org/" I did not know that I couldnt edit without logging in or whatever it might be. I request to remove the block and permit me to make the edit.

This IP address is globally blocked as an open proxy. Coincidentally the block expires today but it is likely to be re-blocked as open proxies are a constant source of vandalism. QuiteUnusual (talk) 13:49, 21 March 2014 (UTC)
