Hello all! I would like request for global rollback permission. I'm a member of SWMT and I'm using TwinkleGlobal and SWViewer. I have rollback rights in five projects (including one sysop). I made my first request a year ago and was asked to come here after 2-3 months. I have made a lot of xwiki edits since then. GR will help a lot with combating xwiki vandalism.   • Comment Comment By this post, I do not want to offend anyone, especially not the goodwill. I just want an explanation. Is this something I missed from the above support votes by esteemed contributors? For example, this recent modification seems problematic. Is it a modification in the midst of a lot of good modifications? Yet, since the last application, it seems to me that there are mostly file renames from Commons, file additions for the WPWP 2021 contest, etc. I will probably reconcile my opinion with those of the last application (@1997kB and Camouflaged Mirage:), because I wonder about his patrol.   • @Eihel: I believe it wasn't vandalism. I did not do it on purpose. Maybe it's a problem with misclick or tools. I will be more careful about this in the future.     I reverted the first two a year ago. At that time I did some wrong revert. And that is why my first request was not accepted. Since then I have tried to improve myself. The third diff is not vandalism. Seeing the email address in the edit, I probably thought it was vandalism. Hi all, I’m Daniuu. I am a global rollbacker since the end of April and a sysop on the Dutch Wikipedia. I am active in the fight against cross-wiki abuse, against LTA’s and against various sorts of spam. For this, I am mainly using the abuse filters and SWViewer. In this capacity, I have also filed frequent requests at GSR. I would like to request GS permissions to be able to deal more effectively with this spam and vandalism, for example to intervene in situations warranting deletions/blocks/protections. Next to this, I’d also like to assist with handling requests at the GSR request page. I am familiar with the GS policy and thus know when the tools could be applied and they should not be used. In case I’d not be sure how to handle a certain situation, I’d obviously discuss such situations with colleagues. This being said, I’d like to conclude this application.   • Oppose Oppose Daniuu has only been a part of the community for about 2 years and is a sysop on nl-wiki for approximately 1 year. And although he has made tremendous progress, he still makes some rookie mistakes by misinterpreting situations or forgetting to assume good faith. As a nl-wikicrat I would recommend Daniuu to wait for another year, to gain more experience.       • Of course. Providing difflinks would be difficult because the areas I'm worried about are revdel and requesting oversight. Daniuu's activity within these areas causes friction between Daniuu and other admins because Daniuu's use of revdel and his excessively requesting of oversight. An example would be the log entry " 18 nov 2021 20:19 Daniuu overleg bijdragen blokkeren heeft de zichtbaarheid van een logboekregel van Speciaal:Logboeken/create gewijzigd: bewerkingssamenvatting verborgen (Cyberpesten) (zichtbaarheid wijzigen) (bedanken)" At the Dutch admin mailinglist there has been in depth discussion resulting in there being no consensus for the interpretation of local policy that hiding log entries is acceptable under normal circumstances. And instead of opening a public discussion finding community support for his interpretation of local policy Daniuu hid another log entry. (Perhaps Ciell can confirm if my reading of the events is fair or not so people don't just have to take my word for it?) I find this whole situation quite troublesome. Would Daniuu ignore the wishes of the local communities with a small user base as well? Would Daniuu also bypass the consensus process of smaller wiki's?         Hi Natuur12, thanks for the ping. I am not sure if the example you give here would fall under the same sort of change of visibility we discussed on the admin mailing list this summer, which was more about hiding links connecting LTV in blocklogs, if I remember correctly. Hiding these makes work for fellow admins and for instance VRTS-ers more difficult, if not impossible. Admins imho need to be as transparent and open as possible about why a decision was made and what happened: the interpretation of privacy rules led to a difference of opinion. For the same reason, an admin should be reluctant to request oversight, and it is true that I expressed concern about this last summer because of the speed and the frequency with which it was requested by Daniuu.
        I do think Daniuu is a quick learner in procedures and learning new skills, but still has to learn more about how to work together as a team. I'm not very familiar with the preferred profile for a global sysop, so I'll leave it at this. Ciell (talk) 21:13, 20 November 2021 (UTC)[reply]
        I did some research on the issue mentioned by Natuur12 and was in the process of writing a detailed reply on this when the comment of Ciell got posted. Let me just finish the detailed reply. Daniuu (talk) 21:15, 20 November 2021 (UTC)[reply]
        The specific concern voiced by Natuur12 relates to two discussions we had on the mailing list for sysops of the Dutch Wikipedia. The first discussion is dated back to the 31st of July, the second to the 7th of November 2021 (although the second discussion was about a case in which an established nlwiki user ran into a block I placed on the 25th of July, a few days prior to the first discussion). The discussion mentioned by Natuur12 was specifically aimed at me hiding block logs for blocks that were made based on data provided by the checkusers specifically aimed at blocking IPs behind the investigated accounts. I hid those log rules this for a few reasons, one of which is illustrated by this discussion between Jcb and DutchTina (respectively a CU and sysop on nlwiki). An overview of (among some others) the actions discussed above is given in this log. The latest instance of me hiding such a log rule dates back to the 31st of July, just before Ciell started the first discussion. As far as I can see, no clear consensus was reached during this discussion. The first example you provided concerned a rule in the creation log. There, I removed a disruptive edit summary. First, I'd like to provide a link to the log of redactions done in the creation log). Second, the nlwiki directives for administrators mention the possibility of hiding a log rule OR version. They also state that the option (redacting) can only be used in cases of privacy violations, bullying and copyright violations. That is a rather significant difference compared to the actions taken in the block log and the actions you listed above.
        Regarding the remarks mentioned above concerning my use of the Oversight tool: I am aware of those concerns you voiced (and we already had some discussions about this as well). For this, I adhere to the global Oversight policy (the local policy is similar to the global one, as in that it doesn't impose additional restrictions or additional use cases such as OS#5 on enwiki). Oversight is a tool that should be used as little as possible. The requests for Oversight are mostly related to stuff getting dropped in one of our abuse filters (detecting phone numbers). Before requesting OS, I first check whether the number is likely to be genuine (123456789 is for example not something that should be suppressed). I also have a look at whether or not the number is linked to a specific person (taking into account public information about the editor and the contents of the filter log). If I deem something to be sufficient, I then file the request with a steward, who then reviews the request and takes action if required. Other cases where I recently requested OS also included libel cases (not all on nlwiki, here it should be mentioned that this kind of requests can get borderline from time to time - I also had some discussions on such matters with sitting Oversighters). I am starting from Jcb's post of 19 jan 2020 12:44 (CET) - the content above is the checkuser request itself. Messages marked with a '*' were posted by Jcb, while '**'-messages were placed by DutchTina.
        • (Findings by CU): Yes, the three accounts are confirmed to each other. No other socks found.
          • Great, can you send the data for the further handling of the request?
        • I have nothing to publish, there's nothing to reveal here.
          • You wrote that too last time, could you explain to me how we are going to block the used IP for a year?
        • That won't be possible indeed. In most cases, we cannot release IP's as checkusers. Unfortunately, that also means that those cannot be blocked in most of the cases. Last time I released an IP, with a good reason (which is not present now), the block was placed so showy that the IP was out in the open. I'm just mentioning this to illustrate that there's a good reason that only a small group of users has access to these data and that these users should adhere to a strict policy.
          • I always hide the IP or ask someone else to administer the block, so it's not that obvious. You could perhaps file a request for adminship and place the block yourself (and still hide it afterwards, after which all sysops will still be able to see the IP, so that doesn't change anything). Like this, an investigation doesn't result in something, we're just blocking users and after 1 day, they can continue.

      • I think you are missing the point. It's not about which interpretation is correct and which interpretation isn't. NL-wiki policies often have multiple possible interpretations that can be backed up by valid arguments. When you introduce a new practice or understanding of policy and your fellow admins object you’ll have to engage with them constructively or start a community discussion. You can’t just keep doing whatever you want because you believe you’re right and your interpretation of policy is correct. You’ll really have to learn to work more constructively with those you disagree with. (For example, you pinged me at IRC for months every time you made an oversight request after I spoke out against local OS, which was getting quite annoying).     I do remember what situation you're referring to. It was an incident involving an LTA posting libel on a steward's talk page on ukwikibooks (if not, please correct me). From what I can see, this was one of the involved pages in that incident (it looks like the other edits were deleted). This was indeed a misjudgement from my side, for which I apologized after the incident. The lesson to be drawn from this mistake is that it is under certain circumstances better to wait until the LTA activity dropped (and in the meantime consider whether to check whether a steward would be available to assist with their toolset if required - especially if they keep reincarnating to put it like that).   • Support Support I don't know Daniuu, but have followed their crosswiki counter-vandalism reports from time to time that StewardBot shares #wikimedia-stewardsconnect, and their work seems to be solid. The concern of edit warring with an LTA is indeed a misjudgment and an error, and, indeed, is contrary to the policy for global rollbackers, but as it seems to be an isolated incident, which the candidate acknowledges publicly and promises to avoid in the future, I'm satisfied they've learned from the experience. Moreover, if anything, it identified that local administrators were not sufficiently active and that Global Sysops weren't immediately available, so this seems to be case of the candidate's not having the right tools and local/global actors with the tools not being immediately available to respond to the LTA in the most appropriate way (whether by protecting the page in question or locally blocking the user/IP in question). Not having the correct tools does not mean using the incorrect tools (i.e., rollback) again, where it's not working, but I go back to my point about this seemingly being an isolated incident to the candidate's otherwise useful, crosswiki constructive counter-vandalism contributions and track record. The candidate should take, and, indeed, is taking the concern to heart and avoid that going forward, but to err is human, and I'm willing to assume good faith here. Thank you for volunteering. Buenas noches, editó en Wikipedia español hace casi 15 años y siempre he tratado de ser lo más correcto posible, en estos días me han bloqueado el IP por utilizar un proxy abierto según entiendo, la verdad es que desde hace un tiempo que editó las páginas en mi notebook laboral y no en mi notebook personal como lo hacía antes y creo que por eso el bloqueo porque mi computadora laboral tiene muchas configuraciones de seguridad para protegerme de Internet. Por favor solicito el desbloqueo de mi IP para poder seguir editando soy un usuario de Paraguay que desde joven he aprendido a aportar en Wikipedia y no me gustaría acabar así mi trabajo. Gracias.

Good evening, you edited in Spanish Wikipedia almost 15 years ago and I have always tried to be as correct as possible, these days my IP has been blocked for using an open proxy as I understand it, the truth is that for a while you have edited the pages in my work notebook and not in my personal notebook as I did before and I think that is why the lock because my work computer has many security settings to protect me from the Internet. I often contribute Wikipedia from public Wi-Fi, and I found out that the IP address of a Starbucks in Berlin, where I often contribute from was globally blocked because of being a webhost. I am from Mainland China and need to use proxies to contribute wikipedia. I have IPBE in zhwp, but i sometimes need to edit wikidata and commons. The IP address that my proxy changes often, a lot of them are global blocked. This caused me a lot of trouble, and I had to try to reconnect many times before editing. Vandals and other abusers frequently abuse open proxies (like iCloud Private Relay) to hide their own IP addresses, and since the IP address is one of the very few anti-abuse mechanisms vandal-fighters have available, such IP addresses are often indefinitely blocked under the provisions of the NOP policy. Hi, I am a Ghanaian Wikimedian and a co-founder of the Gurene Wikimedia Community which is being developed in the Wikimedia Incubator. I have been unable to edit and train new editors due to constant IP blocks. It is frustrating as I am unable to train my community members on Wikipedia which stalls our progress.

Also, some of the new editors are constantly been blocked and this is dwindling their interest in contributing to Wikipedia. As a leader of the community who is facing the same challenge, it creates a helpless situation where we are forced to change internet service providers which is expensive.
