There is no community and thats why I was able to get just 1 support with nobody in oppose. I am the largest contributor to this wiki. I request you to grant permanent Adminship as there is just 1 admin who is inactive from 2008 and the interface is completely untranslated. Vibhijain 13:03, 29 May 2011 (UTC)

only temp can be granted, since no community. are you interested? Matanya 13:09, 29 May 2011 (UTC)
No problem, this wiki really needs a admin. Thanks in advance. Vibhijain 13:14, 29 May 2011 (UTC)
You already have temp. sysops on another indic language wiki, and you're using those rights to request these on a dead wiki. You haven't stated a purpose for requesting sysops, I hope you realize you can contribute to that project without admin rights. Theo10011 13:22, 29 May 2011 (UTC)
I am the largest contributor to this wiki and when I was editing on it, I just found that It desperately needs a admin and thats why I placed a request. I didn't saw any other active user on this wiki so I think I should be made the admin. I also have experience with sysop rights on Sanskrit wiki and rollback and reviewer rights on Hindi wiki.Vibhijain 13:25, 29 May 2011 (UTC)
Again, admin rights are to serve the community, its not a popularity contest where you collect temp. sysops on multiple projects. Others have mentioned that you did not properly know how to use sysops rights on sa wiki. Since there are no other active users on pi wiki by your own admission, granting you sysops alone might be questionable. Theo10011 13:31, 29 May 2011 (UTC)
I totally agree with you. You can see my edit history on pi wiki, I think I am the best candidate for Adminship on pi wiki as the current admin is inactive from October 2008. Vibhijain 13:53, 29 May 2011 (UTC)

Bureaucrat access

Admin and bureaucrat on eo.wp and most eo.wikimedia.projects, I ask for bureaucrat rights on just born eo.wikisource --Arno Lagrange  13:29, 19 June 2011 (UTC)

There is almost no community, your request just started and has no imput so far. It is possible to gain admin status, but bureaucrat status on such small and new wikis is usually unneeded. On hold for at least a week until there is some input. Then we may grant admin access, but most likely no bureaucrat access. -Barras 13:46, 19 June 2011 (UTC)
Minor spelling/grammar fix The Helpful One 14:00, 19 June 2011 (UTC)
I actually am bureaucrat on eo.wp eo.b eo.wikt and eo.q. I feel all the Esperanto Wikimedia projects as a set. We don't have as strong communities on sister projects as on eo.wp, but some times eo.wikipedians are contributing to other projects. Bureaucrat access to grant sysops could be useful, when somebody asks. --Arno Lagrange  20:48, 20 June 2011 (UTC)
If someone asks for a flag, stewards can grant it after an election. -Barras 20:56, 20 June 2011 (UTC)
I feel it is a bad idea to have a single user locally who can make admins ad hoc. Stewards are best suited to such an incident so I'd have to object to bureaucrat access unless the local project warranted at least two. fr33kman 22:25, 20 June 2011 (UTC)

That established procedure has been followed. This request is the last step to complete that procedure. Jcb 07:07, 31 May 2011 (UTC)
I'm recusing from action here since Commons is one of my home wikis, but a quick comment: The process requires a desysopping request "in the same way adminship is sought". Unless there's an actual emergency, you're going to have to file a request at COM:RFA first. Jafeluv 11:59, 31 May 2011 (UTC)

Санюн Вадик@mhr.wikipedia

The following request is closed Please do not modify it. No further edits should be made to this discussion.

Checkuser request (sections Санюн Вадик@mhr.wikipedia and Maikl20021@mhr.wikipedia) had shown that this user had used sock puppets to support himself during the voting. That's why the voting should be considered as falsified. The background is the following: Санюн Вадик was editing pages well, except trying sometimes to insert Russifications to Mari Wikipedia, but all the time we had stopped him from doing this during the discussion. Then he decided to obtain administrator permission and created a voting at the local administrator page. One-two day before the voting some new accounts were registered in MariWiki, that were then clarified as sock puppets. But the Санюн Вадик has win the voting, because the sock puppetry was revealed during the second voting when he tried to remove administrator permission from user ПешСай - me(I am administrator in MariWiki since 2009, since the creation of MariWiki). So he tried to change tactics and make mini-revolution in Mhr Wikipedia by leaving him as only one administrator in MariWikipedia to make Russification freely. --ПешСай 22:00, 6 June 2011 (UTC)

I am inclined to remove this admin permission due to falsified election. Since the community appears to be so small, and logs do not show immediate dangers, I'd like to hear the opinion from another Steward. --M/ 22:09, 6 June 2011 (UTC)
I second M7's comment, this user shouldn't hold these admin rights if the vote presented such irregularities. -- Màñü飆¹5 talk [es] 22:36, 6 June 2011 (UTC)
User's administrative rights have been removed. --M/ 22:37, 6 June 2011 (UTC)

It is an absurd situation, when one boor named "user ПешСай " who does not know Mari language (has been studying it for only 2 years) does not accept any discussion or criticism, ideas or suggestions from collegues, who knows language from childhood and are being promoting it for many years, DECIDES to rule and dictate. Nobody among us have doubt that ПешСай as an activist and patriot has made very much for the development of Mari Wikipedia. Nobody!!! There are many comments on it in discussions (in Russian or Mari, unfortunately). But we cannot accept rudeness to us and primitive attitude to Mari language on behalf of him. Is it normal for Wikipedia administrator to behave as a boor?

About incrimination to Санюн Вадик of unauthorized use of IP: In my workplace there are 2 person are in Wiki. Our institution has only one IP for all workplaces. Санюн Вадик@mhr.wikipedia also works in place, where they use only one IP for hundreds of users. I know that there are about at least 10 Wikipedia activiststs.

And now about Санюн Вадик himself. He is the one of best moderators of the Mari El Radio. This Radio broadcasts in Mari language and has 10000-15000 listeners every day. Санюн Вадик has perfect skills in Mari. He was the first who rised against brutal violation of Mari language rules on behalf of ПешСай. How can we accept writing КОМПУЧЫР while there is accepted КОМПЬЮТЕР (see for “computer”), ЯМДЫЛЫК instead of КЫШКАР (same dictionary collection for “остов, костяк”) ((((and there are many other examples))). ПешСай brutally edites all of us accordingly to his understanding of Mari language. He violates one of the principal rules: to be free in opinion and to implement the right to help people to get information in own language. Now we initiated the company to involve students of our regional University to develope the Mari Wikipedia. How can we do that if they in reality use/study another Mari language then ПешСай dictates here?

Dear Stewards, the dicision is up to you. But you have to be aware of our opinion. Cseremisz Elian

I did not volunteer my valuable time and work my tail off to become an administrator only to have to (a) block the same idiots time and time again and (b) be the subject of off-wiki attacks. I have been in touch with Maggie Dennis at the Foundation over this and while she hopes I'll reconsider, I am requesting desysoping so that I won't be tempted to return. Perhaps someday, when the Foundation rethinks itsposition on things like rangeblocks and real action against potentially dangerous individuals who single out administrators, I will return. In the meantime, I just want to get gone. PMDrive1061 03:15, 14 June 2011 (UTC)

Things only gets under your skin as long as you wish to let it run in. One has to learn to deal with things and I am pretty sure we all (GS/Stewards) will understand when you mention about personal attacks. We sincerely wish that you could stay, but we will respect your decision either case. --Jyothis 03:29, 14 June 2011 (UTC)
I wish it were that easy. If I were a new admin suffering this, then yes, I'd need to grow a thicker skin. :) Problem is, I don't feel safe anymore administering Wikipedia. Compounding the problem is what seems to be a lack of support from the Foundation. It seems to be getting better, but it's too little, too late. I've been with WP almost since the get-go and things I've suffered over the years across two usernames and multiple Wikia/Wikimedia projects could fill a book. So, this isn't a knee-jerk reaction. I retired once before, requested desysopping and I managed to stay away for a year and a half. I'd retired from all my other Wikia/Wikimedia projects, electing to stay active at WP, but it's just gotten out of hand. This time, I just have no desire to ever return and if I do, it will be as a regular editor. At this juncture, it's doubtful. Again, thanks for your help and concern. No further participation expected due to such a low community. After removing their bureaucrat flags the wiki will loose all the users in that group, so stewards now are really free to act there (that was one of our main concerns). Thank you, -- Dferg ☎ talk 17:23, 17 June 2011 (UTC)

I don't know if I am allowed to request this, but I think an admin account may have been compromised. An IP vandalized en:WP:VP [5], and then an admin account comes out of a two-year retirement claiming to be the IP [6] and using bizarre edit summaries like "this IS funny". All this makes me think it is a compromised admin account. --Reaper Eternal 15:54, 20 June 2011 (UTC)

This needs to be firstly taken to an en checkuser for confirmation (if possible) and then action can be decided. Maqybe ask someone from en ArbCom also? fr33kman 15:57, 20 June 2011 (UTC)
Since it is being acted upon by folks like on en:WP:AN, we'll let the decision come to a close on en and then someone can ping us if an action is agreed upon. fr33kman 16:00, 20 June 2011 (UTC)
Actually, I found that NuclearWarfare filed en:Wikipedia:Arbitration/Requests/Case#Nabla, so the arbiters should see it soon enough and decide. Reaper Eternal 16:03, 20 June 2011 (UTC)

That is Anirudh BTW, the treasurer of the Indian chapter. He is travelling right now to verify or check this. I would ask that this be put on hold. Theo10011 15:49, 27 June 2011 (UTC)
He has been inactive from 2007, and as hi wikt follows hi wiki policy, according to that, a admin needs 50 edits in 6 months. Vibhijain 16:16, 27 June 2011 (UTC)
Can you please cite or link to that policy? on hi.wikt and not please. I left a message for that user to see if he wants to do anything, just in case. Theo10011 16:32, 27 June 2011 (UTC)
There is no official policy on hi Wiktionary, as most of the users are from hi wiki, they mostly follow hi wiki's policy. Hi wikt follows two main rules for becoming a admin/crat or removal of these rights
  • There should be a good support in poll
  • Only votes of users who are active on hi projects will be counted.
So in that case, I think admin rights of this user can be removed. Vibhijain 16:44, 27 June 2011 (UTC)

No, they can't without a local policy. You can't apply policies from a different project at your whim. Thanks Theo10011 16:49, 27 June 2011 (UTC)

But still I don't see anybody opposing there, so In that case this user can be removed. Isn't it? Vibhijain 16:51, 27 June 2011 (UTC)
I would ideally like to keep my admin rights to the hiwiktionary because I feel that I would be able to contribute more to the hiwiktionary project than hiwiki. — Nearly Headless Nick {C} 02:39, 28 June 2011 (UTC)

This request is open, and Will be closed on Community Consensus based on only active users of Hindi Wiki Projects--Mayur (talkEmail) 13:19, 28 June 2011 (UTC)

I looked and looked, and didn't find the desysop policy of this wiki. The only thing i found विक्षनरी:प्रबन्धक is a list of adms, and in the talk page there are only guidelines for nomination (see here).

In the page where the pool are going on there are nothing saying that votes are exclusively to hi.wikt people, so forbid an Indian user to vote there because he has a different POV is not a option by hi.witk own rules. Both are active hindi translators here in meta (both Sir Nicholas de Mimsy-Porpington and Theo10011) and you can see that by Translation requests/Wikimedia office signs/hi and Fundraising_2010/Contribution_Banners/hi (by Anirudh) and Fundraising 2010/Core messages/hi and Fundraising_2010/Appeal/hi (by Theo). And if you go look any of their contribuitions, you will see that most of their work is in favour of hindi community.

And to close, the adm said in the page that he preffer to keep his tools - see here and here - (and in the other hand proved he is not as inactive as you might thing).

So all counted, and since the wiki has no policy about that, i don't see the point in remove his flag. Béria Lima msg 09:37, 30 June 2011 (UTC)

@ Beria, he is not active, he became active only when we nominated him for being desysop. This user has no understanding of hindi, Let see his User page, We know there is no policy that why we are doing seperate voting for his removal. All community member are allowed to vote there. His removal will be based on consensus only.As of now he has got 2 oppose with no support from hi wiki community. Both theo and Anirudh are not prefered for translation in hindi wiki.Theo did a very bad translation during fundraising 2011, I helped him to improve translation during that period.I appriciate translation efforts by both users but translation was of very very low Quality. Regards--Mayur (talkEmail) 09:44, 30 June 2011 (UTC)
I'm sorry, but you are saying that we run a Fundraising in India with all messages wrong? And no one (including you) notice they are wrong? Because as i showed above, those two did a big job in that departament. So Indian people donate $193 657.88 to WMF by seeing a wrong appeal and central notice? Is that the argument you want to use? Béria Lima msg 09:50, 30 June 2011 (UTC)

since no local policy exists, and the fact even eligibility is not determine, as well stewards should not decide for local communities, I find that the result should be X mark.svg Not done, at least until local desysop policy is established. Matanya 09:59, 30 June 2011 (UTC)
Mantanya, it is unfair that you closed this request as "Not Done", Our community want to remove him and we did poll for that.Any admin can be removed based on community consensus. This is Very sad not to follow community decision!--Mayur (talkEmail) 10:04, 30 June 2011 (UTC)
Sorry to disappoint you, I see no way do decide whether a vote is eligible or not without local desysop policy. If I come and vote support/oppose now, would it count? I didn't override community decision, just said stewards don't have a way to determine the results, as a matter of fact, the request was closed as not done. Matanya 10:12, 30 June 2011 (UTC)
I have made a local policy now and its under discussion. I believe that it would get a good support. So I request stewards to put this in hold, that would be better than closing it as unsuccessful.Vibhijain 10:16, 30 June 2011 (UTC)
Strong oppose by a community member
Hi Matanya, I'm a user from Indian community who has been drawn into this debate solely on a matter of principle because I see this as an exercise of abuse of power. The sysop/desysop policy has been specifically made solely for this purpose of de-sysopping previous crats/admins and is dubious to say the least.
The request for de-sysop comes from a user who is a minor and does not have an outstanding edit record as such. For example, on Hi:Wiktionary, he has a red link talk page, just about 50 edits or so, less than half of which are article space edits, his first edit on Hi Wiktionary was less then a month ago. On his fifth edit he asked for sysop status.
He is supported by a bureaucrat who ought to know better. The crat has made no attempt to check the user's antecedents, advice him, or mediate in the issue. In fact he gave a neutral but supportive note on his adminship. In this issue, he has [7] accused me of meat-puppetry and threatened to block me. I would like to state that I am editing under my global account, that I have virtually no interaction with Yann and limited interaction with Anirudh Bhati whom I came to know just three months ago when I started outreach activities for WikiConference India. I came across this discussion through Meta recent changes and on examining the issue. decided to stand and get my vote counted as a member of the community. In short, I am not a meat puppet - unless we take this as a definition ;-).
As such, I request that crat oversight for User:Mayur and turning this proposal down even if they follow the procedure. An action should be done for the right reasons, i.e. if Users Yann & Porpington were guilty of misbehaviour or abuse of admin privileges and not otherwise. AshLin 15:56, 30 June 2011 (UTC)
Hmm, I opposed Anirudh bcoz It is a shame for an Hindi admin to write on his user page that "गाय हमारी माता है, हमको कुछ नही आता है. काला अक्षर भैंस बराबर" which meaning is "Cow is my mother, I don't know anythig, Every black letter is like buffalo for me".User don't know to write proper hindi and was inactive from 3 years.I warned you bcoz many india chapter people or any group which have no connection to hi wiki community suddenly appears for voting only, I consider this as meat puppetry.I have not blocked you so far I just warned you to stop such activity. This is Hi wiki community, please don't destroy it for your own politics.Let Hi community people decide what they want.--Mayur (talkEmail) 16:23, 30 June 2011 (UTC)
Yes, I agree with Mayur. I would also like to ask the Indian members why are they just sticking to me. Just tell me any serious crime I have done, or my crime is that I am a newbie and I am 13 years old. Really this all sucks, in fact it hurts. Vibhijain 16:31, 30 June 2011 (UTC)

The crat has since expunged one entry I made opposing Sir Nicholas's removal and reverted another opposing Yann's removal from adminship. In addition his insistence on Hindi community antecedents is disruptive as majority of Indians know Hindi as a national language. He is on record on Wikimedia India list of accusing the national chapter of being against North Indians. As such, Mayur or Vibhi have no exclusivity or hold no mandate for the subject. But that is besides the point. The real question to answer which have not been addressed by Mayur & Vibhi are :

  • Should a user just be removed from adminship despite his wishes just because he has been dormant awhile?
  • Should an editor be excused from bad behaviour just because he is a teen and newbie?
  • Should a bureaucrat be expected to be a mature, problem-solving, and stabilising influence or an autocrat following a parochial agenda? If so, should he not be brought up for censure and possible deprivation of bureaucratship?
  • Does a well-intentioned community member of good standing (I hope) have a right to participate in a dispute on Wiki where there are appearances of abuse of power, even if he is not an active editor on that particular wiki?

Imho there is a need for complete examination of the issue by the stewards. If it is proved that I'm the one who is being disruptive or in bad faith, I may please be banned from Meta. But if there is any iota of moral correctness in what I am saying then the crat should be censured and very closely monitored for future abuses of power. I also recommend a review of Mayur actions on all Wikis where he is a crat or sysop. His actions say that he is not trustworthy any more. AshLin 17:39, 30 June 2011 (UTC)

I didn't said an editor be excused from bad behaviour just because he is a teen and newbie, i asked you that you are just sticking to me just because I am a teen and a newbie. Sysop is not a position, they are tools, so what is the need of them when you re inactive. As of the mailing list, i have unsubscribed from it now so do not know whats going on there and I still believe the same what I said on the mailing list. How can you say that the actions by a member of Grant Advisory committee and the 8th (or maybe 9th) biggest global user by contributions can't be trustworthy. In that sense Your actions can't also not be defined trustworthy. I request you not a discuss anymore about this issue here. We are making a policy on hi wikt (And I request you not to look for that policy to oppose it), let we make it, then we will look forward Vibhijain 18:14, 30 June 2011 (UTC)
You are most welcome for any Investigation of one of the Top Indic Sysop, Further Queries will be answered at related project. This is not the right place for such discussion. Please maintain the decorum of the page.Thanks--Mayur (talkEmail) 18:17, 30 June 2011 (UTC)

Yann's opinions

If Anirudh wants to keep his admin status, he should have it, unless there are real reasons to remove it: misuse of tools, unanimous decision of the community. It does not seem the case either. The opinion of 2 persons is not unanimous decision of the community. Yann 18:30, 30 June 2011 (UTC)

Thanks Barras. This request should be archived, any future discussion should be directed to Requests for comment/Vibhijain and Mayur. This page is not for comments, the request has been denied please let the stewards get back to work. Thanks. Theo10011 18:51, 30 June 2011 (UTC)
