Administrator access

Нұрлан Рахымжанов@kkwiki

Hello! The mentioned candidate has received enough number of votes and corresponds to the requirements for sysop. --Qarakesek (talk) 16:33, 1 July 2014 (UTC)

Have you tried asking the local bureaucrat? They were active on 2 May... --Rschen7754 18:04, 1 July 2014 (UTC)
The only local bureaucrat has been inactive since a long time. All recent admin and admin right withdrawal requests were done by global stewards. On May 2 a minor edit was done and was not related to his sysop or bureaucrat activity. Can you please track his latest bureaucrat edit? In meanwhile there is a voting process for a new bureaucrat (here). Thank you for your support. --Qarakesek (talk) 05:03, 2 July 2014 (UTC)

I ask to grant Sadsadas permanent adminiship at sq.wikipedia. Currently, there are no active bureaucrats there. Thanks! Olsi (talk) 10:31, 20 July 2014 (UTC)

The conversation to which you point is six months old. I doubt that we wish to act on anything of that age. Please start a fresh administrator request process.  — billinghurst sDrewth 13:12, 20 July 2014 (UTC)

Bureaucrat access

Jdforrester@wikimania2015

-- TeleComNasSprVen (talk) 18:09, 2 July 2014 (UTC)

Can't be done until the wiki is created and added to the list of local dbs here. On hold. Ajraddatz (talk) 18:12, 2 July 2014 (UTC)
The wiki has been created and we can assign userrights to it. I suspect that you tried with wikimania2015 instead of the correct wikimania2015wiki. I note however that traditionally the initial bureaucrat(s) have been assigned by the developers as part of the creation process of the wiki and not stewards. Anyway, all of this ignored because Jdforrester does not have an account there, and as such we cannot assign rights there. I will poke James and Reedy and figure out what happens from there. Snowolf How can I help? 18:26, 2 July 2014 (UTC)
Nope. On reflection, the error message was "There is no user by the name "Jdforrester@wikimania2015wiki". Check your spelling." which makes sense. Guess I was confusing/not reading the error message. Ajraddatz (talk) 18:31, 2 July 2014 (UTC)
I have consulted with the creating developer and he has assigned the required userrights. I note for future reference that this is traditionally handled by the developers who perform the creation and if this issue arises in the future the developer who created the wiki (in this case Reedy) is the correct person to contact. Snowolf How can I help? 18:36, 2 July 2014 (UTC)
On a side note @Snowolf and Ajraddatz: did either of you have your account auto-created? For me it didn't, and I had to login.  — billinghurst sDrewth 08:40, 6 July 2014 (UTC)
I didn't require logging in, it just autocreated automatically. Savhñ 08:57, 6 July 2014 (UTC)

Qarakesek@kk.wikipedia

Hello there. Hereby it is requested to grant a bureucrat access on Kazakh Wikipedia to me. The voting period is over with 100% positive votes. --Qarakesek (talk) 18:15, 20 July 2014 (UTC)

You first need to ask the existing bureaucrat User:Ashina to act (and wait some time to see if he responds) before stewards can consider this request. --MF-W 20:08, 20 July 2014 (UTC)
User:Ashina is not active. He dont answer to question.--Kaiyr (talk) 07:33, 23 July 2014 (UTC)

Time2wait.svg On hold for 24h Matanya (talk) 05:33, 1 July 2014 (UTC)
I don't believe this needs to be put on hold as this isn't a self-request but rather a local policy matter. Vogone (talk) 05:37, 1 July 2014 (UTC)
(Edit conflict.) Just out of curiosity, where is that third action? I can only find two ns8 edits in the logs. Anyway, this is not too relevant as also two actions are unfortunately less than ten. Vogone (talk) 05:37, 1 July 2014 (UTC)
@Matanya: Per Vogone, this does not need to be put on hold. @Vogone: The third action was the deletion he made at 05:16 UTC today, which no longer counts.--Jasper Deng (talk) 05:42, 1 July 2014 (UTC)
Either I'm completely dumb or I overlook something but to me the top entry in d:Special:Log/PinkAmpersand appears as logged at December 31st. Vogone (talk) 05:49, 1 July 2014 (UTC)
Since there is no June 31st, July 1st kinda serves as that. But technicalities aside, the desysop shouldn't be placed on hold.--Jasper Deng (talk) 06:01, 1 July 2014 (UTC)

Floquenbeam@en.wikipedia

I have checkuser access because I'm on the en.wiki arbitration committee. However:

  • I never use it.
  • I don't understand how to use it.
  • I don't anticipate ever learning how to use it.
  • Because I'm listed as a CU, my comments about suspected sockpuppets have several times been misunderstood as "A Checkuser confirms a link between the two accounts..." or something similar.

So I'd like to have my checkuser access removed. I'll keep oversight, as that is not so far over my head. Thanks. --Floquenbeam (talk) 10:57, 2 July 2014 (UTC)

Time2wait.svg On hold for 24 hours as per standard practice. -- Avi (talk) 14:59, 2 July 2014 (UTC)

You are mistaken, we do not put request of removal of advanced rights on hold, only sysop requests. Legal repercussions of access to certain rights are among the reasons that require we do not hesitate to remove them on request. In any case, it has never been standard practice. Snowolf How can I help? 16:10, 2 July 2014 (UTC)
On request from the local authority I agree; on a self-req, I'm not so sure. -- Avi (talk) 16:16, 3 July 2014 (UTC)
We specifically chose to discuss and include sysop removal request *only* from the standard practice 24 hours old. I also add that the standard practice has a purpose and if a request is clearly unrelated to the reasons we established that practices, we need not put it on hold. Snowolf How can I help? 00:25, 4 July 2014 (UTC)
Thanks guys. In this particular case, it doesn't matter either way; it's not done in anger, so I won't be changing my mind, but I also won't be using it (properly or improperly) in the next 24 hours - and, it's self-requested - so there won't be legal issues. I've had it for 6 months without using it, so I can have it for another day without problems. Been meaning to do this for a couple of months. Thanks, either way. --Floquenbeam (talk) 17:58, 2 July 2014 (UTC)
Whilst this is unequivocal, and even though EnWiki is a home project for me, I doubt anyone would think it improper for me to flip the bit, I'll hold off anyway unless this goes unanswered for a while. -- Avi (talk) 16:16, 3 July 2014 (UTC)

Олександр Коваль@uk.wiktionary

The user is inactive (no logged actions nor edits) for 4.5 years. Local vote was held, user was notified but didn't respond. The local policy actually requires 5+ users with 50+ edits and 1 month of experience to vote to consider vote successful but when you look at the list of active users you can ensure that it's impossible to fulfil that requirement at current state of the wiki. The most active user supported the denomination. --Base (talk) 19:29, 8 June 2014 (UTC)

Hi, I am crat of ukwiktionary. Our policy says that we need have at least 5 voters for successful nomination. Now we have only 2 votes there and it is not enough. So I suggest to change this to 'On hold' and wait one week more.--Anatoliy (talk) 19:31, 8 June 2014 (UTC)
I've explained about this piece of requirements. There are less active users in a month — another week of holding won't make things better. The case also falls under Admin activity review I have no idea why stews have not dealt with that yet. --Base (talk) 19:40, 8 June 2014 (UTC)
Because there are hundreds of notifications, communications and actions to take - the Admin Activity Review is taking time. QuiteUnusual (talk) 07:18, 9 June 2014 (UTC)

@Matanya: why were the rights removed? The AAR process was not followed. --Rschen7754 08:25, 1 July 2014 (UTC)
My mistake, please revert. Matanya (talk) 23:16, 1 July 2014 (UTC)
Reverted. I will be doing AAR for that wiki today though, so that we don't delay this too much longer. --Rschen7754 23:26, 1 July 2014 (UTC)
Sorry, but all conditions of AAR had been met by 1 July. The user was notified on 1 June 2014 about possible removal. However, he did not participate in the subsequent discussion. So, I do not understand what you mean by "I will be doing AAR for that wiki today". Ruslik (talk) 15:58, 2 July 2014 (UTC)
About possible removal under the local policy, not possible removal under the global policy. --Rschen7754 18:30, 2 July 2014 (UTC)
What is the difference? Ruslik (talk) 20:01, 2 July 2014 (UTC)
See step 4 on AAR: this is the only process by which the rights may be removed by stewards. Since none of the process was followed, the rights cannot be removed. I know I'm being a bit legalistic about this, but in sensitive areas like rights removals, it is best for us to stick to the letter of the policy. --Rschen7754 20:23, 2 July 2014 (UTC)
So, you want to post the second notification identical to the first one on his talk page about removal of the rights just after the first one have been hanging their for more one month without any response? And then force the community to re-discuss his removal of rights the second time? I always thought that we are not a bureaucracy. Ruslik (talk) 06:39, 3 July 2014 (UTC)
The notifications are most definitely not the same: see [1] and [2]. And with rights removals, we have to follow the proper processes, because people are offended when we do not - both the person whose rights were removed, and the local communities who feel that stewards are overstepping. --Rschen7754 06:52, 3 July 2014 (UTC)
The notifications are not even remotely similar, and we should follow the proper processes, to ensure fair treatment to all and minimize resentment and drama. AAR is a sweeping intrusion into local wikis, with good reasons, but we should keep in mind its nature and proceed with caution. We're not in a real hurry, as this is the first round anyway. As a side note, the statement about not being a bureaucracy is an enwiki thing, and they are most definitively a giant bureaucracy ;-) Snowolf How can I help? 14:29, 3 July 2014 (UTC)
It's sad but I'm now sure that we are bureaucracy. The user is inactive for ages. In all of WMF wikis he used to be active in. I don't understand what is better in outdated notification from 2013's AAR ("…was adopted by community consensus recently" facepalm. And it's not localized because e.g. I thought that it won't be used any more so there were no need to waste the time on translation) than in simple notification of ongoing denomination discussion. --Base (talk) 09:40, 5 July 2014 (UTC)

Derslek@tt.wikipedia

Local policy requires 2/3 approval (66.6% of voters) to elect a bureaucrat. Derslek & previous bureaucrat got the status without such procedures at all, having it simply passed on.
In case of Derslek, this strengthened his ignoring of principles and policies, abusing authority by edit warring/blocking at will, ignoring talk. Following declined de-adminship request, I request removal of bureaucrat status, if possible. -- Frhdkazan (talk) 11:37, 7 July 2014 (UTC)

Your community appoints its own bureaucrats, the process is yours, it is not up to stewards to intervene, nor to second guess the bureaucrat who assigned the rights. The only means that stewards have to remove an administrator or a bureaucrat is with a vote of the community.  — billinghurst sDrewth —The preceding unsigned comment was added by Billinghurst (talk) 13:27, 7 July 2014 (UTC)

@Billinghurst: Thanks but ı can't see application page on AAR? --Berm@nyamessage 12:40, 7 July 2014 (UTC)
@Bermanya: I was pointing you to the page with the information process for AAR, nothing more. There is no application page, it is a process that the stewards look to kick off, and has no requirements of local communities. If the user has been absent for that length of time, then they should appear in our lists the next time around.

It is coverall policy that allows stewards to take actions for the long missing admins. Of course, your community can have its own policy, which would allow your community to undertake its own reviews.  — billinghurst sDrewth 13:27, 7 July 2014 (UTC)

X mark.svg Not done because there is no basis for us to take action at this time. I know that AAR has been long-delayed, and for that I apologize, but there is little that can be done about it. Meanwhile, if your community wants to start a local desysop discussion and/or come up with an inactivity policy, you are free to do that. Again, I apologize that we can't do anything here, but it would be a violation of policy. --Rschen7754 06:19, 10 July 2014 (UTC)

I love wikipedia and worked for the progress as bcrate and sysop. I am against familism and any type of discrimition. Ne.wikipedia is now dominated by particular family and their relatives. There is no consensus rule to give sysop and bcrat status, i was compelled to give sysop status a female contributor on the basis of her contributon to balance the situation and break the lobbies. I am lone indian sysop and bcrat on that project remaining are from Nepal. I request you to remove all b'crats and reduce the numbers of sysops as it was done on Hindi wiki before.Bhawani (talk) 17:04, 15 July 2014 (UTC)

... every on can see, In NE.wiki, there are b'crats, sysop and other contributor from different places and families. I think community is against his wrong work, So he just want to destroy every thing before he leaves.-Nirmal Dulal (talk) 00:43, 16 July 2014 (UTC)

  • this user was given sysop status on basis votes but now i came to know it is either fake or is run by this user. this useris b'crat all from from Dulal family. They are campaigning against me. i want progress of ne.wikipedia.pl compare 25 thousand stubs (articles) to 15 sysops and 4 bureaucrats. Please remove all bureaucrats and sysops. And there is no need of b'crat within community. I suggest to appoint sysops only for this small project. I am neither leaving nor want to destroy. I will continue to work...Bhawani (talk) 03:31, 16 July 2014 (UTC)
I object the point that this user is fake , almost all community members have seen her , she has taken part in many Wikimedians meetup held in Kathmandu . Please find the reference to the discussion in the mailing list here , just posting this with the intent that will help Stewards make decision , apologies otherwise !--सरोज कुमार ढकाल (talk) 04:34, 19 July 2014 (UTC)
Enough campaigning, it is improper to do that on this page, your bickering belongs on your own wiki. One of the stewards will review the case, especially as now we have been pointed to the de-admin process. As there is claim and counter-claim, it will take some time for one of us to wade through this. Changing it to Time2wait.svg On hold.  — billinghurst sDrewth 07:05, 16 July 2014 (UTC)
It should probably remain open a few more days, to be sure that everyone has voted. --Rschen7754 17:16, 16 July 2014 (UTC)

@Nirmal Dulal and Ganesh Paudel: Does neWP have any particular rules that relate to the removal of an administrator? If there any such rules, eg. voting period, number of votes, etc. would you please quote those here in English, and add any relevant url. Also, could you please confirm whether the discussion specifically states that the discussion is for 1)removal of admin rights, or 2) removal of bureaucrat rights, or 3) removal of admin and bureaucrat rights. Thanks.  — billinghurst sDrewth 06:14, 21 July 2014 (UTC)

We have applied here to revoke both the Admin and Bureaucrat right of Mr. Bhawani Gautam. We have made rules to give a contributor admin right but he intentionally misused his power and provided Admin right against the rules. We have some provision to revoke the power here. It says if an administrator or a bureaucrat misuses his power community can request to stewards to revoke the power. and if needed community can discuss here about this matter. Thanks! - Nirmal Dulal (talk) 15:28, 21 July 2014 (UTC)

With 9 out of 11 people supporting the desysop, and all of them being admins or people with at least a few hundred edits, I'm leaning towards removing the rights. Admittedly, I haven't read the discussion or run it through translation software. Waiting to see what other stewards think. --Rschen7754 05:35, 25 July 2014 (UTC)

Temporary permissions (expired and rejected requests only)

AryanSogd@tgwiki

I ask to appropriate flags of the administrator and the bureaucrat. I address to you as there is nobody more. In tg.wiki from five administrators and one bureaucrat three are absent more than two years. One administrator and онже the bureaucrat is absent nearly two years. I address on its pages of discussion, but the answer didn't receive. I need both flags, so I am adjusted to work seriously in tg.wiki. I have the status autopatrolled in ru.wiki and well a sign with rules of Wikipedia as a whole. --AryanSogd 14:24, 26 December 2013 (UTC)

As stated on this page, permanent requests for wikis without community and consensum will not be granted. Please state if you have a written request on your wiki and post the link here. --M/ (talk) 14:30, 26 December 2013 (UTC)
  • Bureaucratship is most likely not needed on such a small wiki - the few things that probably need to be done there can be done by the stewards upon request. As for adminship, without local consensus/community, we do not grant permanent admin access but a temporary adminship for three moths to sometimes one year. After that time you will need to re-apply. -Barras talk 16:29, 26 December 2013 (UTC)
  • First I want to thank all here present for participation in discussion of my demand. Secondly I want to pay your attention that in the local community, two participants daily working in tg.wiki one of which I. There is a question, about what local community and the general consensus can there be a speech?--AryanSogd 17:00, 26 December 2013 (UTC)
P.S. The status of the bureaucrat is also necessary. If administrators aren't active that exactly bureaucrats have to make the decision about snaty a flag of the administrator from the participant at the general consensus. Also to appropriate a flag of the administrator and the bot to those who really understands for what they are necessary.--AryanSogd 17:55, 26 December 2013 (UTC)
  • Farewell.--AryanSogd 11:14, 27 December 2013 (UTC)
Your request cannot be fulfilled at the moment: bureaucrat permission is not to be granted and also a permanent sysop flag with no consensus on wiki is not an option. I've requested a comment from the active sysop on your wiki. You will have to wait a little bit more for further answer. Thank you, M/ (talk) 16:40, 27 December 2013 (UTC)
