Hi.
I am petitioning for temporary adminship/sysop status on gd:wictionary.
I've been editing gd:wiktionary (aka Uicleir) since 1 February 2015. After a while, my partner and I, the sole editors at the time, both became temporary admins. At the end of that 6-month term, both of us took a hiatus from editing Uicleir. I returned three years ago to become the sole consistent editor. I have been cleaning up for the past 3 years, somewhat under the wing of Akerbeltz on gd:wikipedia. I've been translating & correcting misspelled page names, writing, debugging & documenting templates, deleting unnecessary redirects, categorizing and writing definitions, etc. I am currently the only editor working there. There are no stewards nor bureaucrats serving on that tiny wictionary; the only admin is the automated Abuse filter.

The interface admins were created to separate users who know CSS and JS from users who don't. Personally, I don't think persons who do not know CSS/JS should be interface admins, because the rights are very dangerous if used by a non-tech person. The problem is that without Interface Administrator, we are blocked even to add a language here... Even if I understand your opinion, the reality on the ground is quite different, especially for small wiki. Hello Martin, first I would like to apologize for the inconvenience. Since the Vietnamese projects, with the exception of Wikipedia, Wiktionary and Wikisource, are largely understaffed and do not have the necessary personal to take care of, our community has to send users from other projects from time to time to help carry out these projects. Recently, our community has seen a wave of vandalism from sock puppets, and projects that are not managed by anyone are really at risk. I have never seen a global sysop or steward dealing with these issues in Vietnamese language projects before, and the vandalism are done very subtly (for example: The socks made many normal-look-alike contribution, while putting unwanted, obscene contents inbetween the sentences, making it really difficult for Global Sysops to identify the vandalism). I personally think it would be better if we had a local administrator who speaks the language and takes care of the project. JohnsonLee01 has voluntarily taken care of vi.wikivoyage while other users have taken care of other projects. Although he has only registered with this account for just under two months, he has been contributing to vi.wikipedia for several years and knows exactly what he should and can do. Excerpt from the result of the first round of voting, which did not end as it should be, JohnsonLee01 is trusted by the Vietnamese Community, particularly the bureaucrats ThiênĐế98, Tuanminh01 and other sysops like Trần Nguyễn Minh Huy,... of vi.wikipedia. A surely there is a vi editor who has experience and has established trust with the community. A barely 2 month old user is not someone I would think that most communities would be willing to hand over tools to...you say htey are trusted by the community but I'm confused as to how. Hi, Praxidicae For the most part, I will agree with your statement. I certainly don't think he has enough experience for big projects like vi.wikipedia, but vi.wikivoyage is a small project is that receives not very much attention and we have to rely on people who are passionate about it. Even though he has only been registered for barely two months, what he did in a so short amount of time is outstanding and that's why many people think he could carry out vi.wikivoyage. The last time when he got the tools, he did a really good job, which shows that he could handle the tools. And I think that as a global sysop, you could look into the logs and see what he did while having the sysop tools to confirm what I said.--故人 talk 19:56, 22 May 2020 (UTC)
The fact that it is a small project with very little oversight is exactly why we shouldn't be granting unknown and untrusted users perms. The qualification is changed over time? Back then I remember if soneome got no opposite in a RfP for at least 1 week, they will be given sysop flag for 6 months or so (that is the way I got temporary sysop flag for vi.wikiquote and vi.wikibooks 10 years ago). In fact those small communities would "never" get enough support from their local community (which seem even no exist at all), they only could rely on support from trusted member in other wikis in the same language. In this case, JohnsonLee01 have trusted from few of "actively users still remaining" on Wikivoyage, I admit that canvassing is applying here (what else he could do for a very small community?) but we wouldn't vote for him if we didn't trust him enough in the beginning. If the qualification is being change, please explain the way this process should be done, instead just leave a comment like "leave it for steward and global sysops". We all know a steward or global sysop with no basic knowledge about specific language is also a "trouble", that why we should promoting local sysop as soon as possible as long as there is trusted people who volunteering to do this task. Aside from that, there is no guaranteed that community in Vietnamese Wikivoyage is skilled enough in English to communicating with Mr.stewards here by English, are you sure you are willing to response his wall of text in Vietnamese for each case needing help (since he has no obligation to present in English, simply he don't have to do that)? Being an old temporary admin of vivoyage in the past, I see the valid points of both Praxidicae and the need of vivoyage to have an local admin. Clearly JohnsonLee01 has gained the trust of the Vietnamese community and is quite technically proficient, but he doesn't know how wikimedia works and the requirement of an admin from WMF. We are well aware that we only have two permanent admins right now but plan on nominating two more admins soon, so please consider this: our small wikipedia has been making big progress in the past few years and we never collected so many votes like this time. We already had a bureaucrat election at the very beginning of our project back in 2006 at lij:Wikipedia:Buròcrati/Eleçioìn/Dario vet. S4b1nuz E.656, Luensu1959, I know that it must be frustrating, but I have to decline this request. There are 6 people with 90+ actions in the past month, and some of the other people visible are long term editors although they did not edit much this year yet. This is a good number and I can only thank you for the effort you are making, but unfortunately I do not feel comfortable to assess your community as big enough to have a local bureaucrat yet. Please note that the main function of the bureaucrat flag in smaller wikis used to be local renames and local bot request handling. The former, since the accounts are now only global, is no longer a responsibility of local bureaucrats but of global renamers (and stewards); and while the latter still is true, it has lost most of demand due to interwiki links now being on Wikidata. Bureaucrats also handle assigning of administrator, interface administrator and bureaucrat flags, but this does not happens often in small wikis and there are 39 stewards to help you with this. I recognise that usually wikis also bestow some social role on bureaucrats not directly related to technical rights. If the community wants you to close especially tricky discussions and the like, I see no problem with that. Some small wikis do have bureaucrats but that is only because they have had them since long time ago when the practices were different. I cannot give you clear objective criteria which you have to satisfy if you want to have a bureaucrat, there are no such criteria, but the community should grow more. --Base (talk) 03:14, 21 May 2020 (UTC)

Please remove my bureaucrat and sysop rights. I've fulfilled these roles with pleasure for many years and was hoping to reach my 25K-contribution to the project soon in a happier setting, but I lost faith in the Dutch community. The community has become so small and incrowd that decisions are now made based on who shouts the loudest, rather than who has the best arguments.

This has led to a lack of support to admins and other users who literally get harassed , on-wiki and off-wiki, for doing their job, and the recent attempts to explicitly use the male pronoun as much as possible in articles on non-binary persons, a slap in the face to all of us who try to make a more inclusive encyclopedia, the only way of having a true Free Encyclopedia. In the months after this poll closed, only a few users tried to find a common ground that respects the open and inclusive vision of this project. The vast majority either was okay with it or simply didn't care. For me, this revealed something that I've felt, but didn't realise, for a longer time.

The fact that the Arbitration Committee has been understaffed for years now is another sign that the Dutch community simply doesn't have sufficient critical mass to be a healthy community. In the past years, I've done various attempts to improve the situation, but unsuccesfully. Three months ago, I decided to take a wikibreak to reflect upon things. As sysop/bureaucrat, you are regarded by the outside world as a representative of the community. I've come to the conclusion that I no longer wish to represent the Dutch community. This is fine, by the way: in a democratic process, the majority gets to decide. In a healthy democracy, this is done whilst keeping the minority in mind. I guess we just grew apart. I always fought for a Free Encyclopedia, where Free stood for much more than not having to pay money. A battle I lost. So be it.

(Feel free to keep this on hold per standard practice - but as you can see from my contributions on nlwiki, this request has been on hold with me for three months. So if you want to immediately honour my request, that's fine by me as well.)

  • As per previous permission , I have been Bureaucrat on arz.wikipedia since 2009. I have just found out that I no longer have this permission. I can't recall being informed of any impending action regarding this and will be very grateful to know how and why this has happened. Arz.wikipedia had its articles increased in the last few months. It feels stragne that such action has been taken without informing me or explaining the reasons.
  • I was not aware of any investigation relating to a user of arz.wikipedia. Regarding my actions. there has been a support for sysop votes and no opposition. The nominations have stayed on for adequate amount of time. The interface permission was made due to need and after discussion between sysops that it was needed. I have followed the rules as much as I can. The users concerned have made many contributions to the arz.wikipedia. I am sorry for any unintentional acts that have taken place. I would have rectified them myself , had I been informed. As the user who originally put the proposal for arz.wikipedia, it doesn't make any sense that I have done anything to compromise it after more that 12 years of hard work to develop it.     This announcement and investigation were both made without informing me. I was not aware of the issue with the LTA.I would have removed the disputed rights , had I been informed. It is something that would have preserved the arz.wikipedia administration from interference by users from other wikipedias. the announcement is not an explanation of why this has been done without giving me time to explain what has happened. I am now finally doing this here. It beggars belief that I would intentionally do anything to compromise arz.wikipedia. I would recommend a quick review of my edits here on meta and my actions during the last twelve years.
    I would like to express my disappointment at the notion that the Interface administrators permission was given to anyone who was likely to misuse them. The page does not stipulate any voting process is needed. Reverting edits is an issue that should have been addressed locally. Edits from a user who mainly edits on another language Wikipedia would have been subject to normal dispute process. The nominations have stayed on for adequate amount of time.: as arzwiki doesn't have a local policy for minimum voting requirements, it is covered by the global one, which can be seen on Steward requests/Permissions/Minimum voting requirements and determines that for permanent adminship at least 5 votes are needed.
    The interface permission was made due to need and after discussion between sysops that it was needed.: can you please show where these discussions took place?
    The page does not stipulate any voting process is needed.: all grants of advanced permissions should be done after a vote or discussion in a public space, such as the Village Pump, as opposed to a (user) talk page.
    normal dispute process.: can you please link the page for such process on arzwiki?
    Arz.wikipedia had its articles increased in the last few months: this action was not taken to prevent the wiki's development, but to protect it and other projects (as the abuse of the IA permission can have global consequences). The stewards are never against the development of a project, but this development needs to be in consonance with the policies.
    I'd like to note that arzwiki is a wiki on the Global Sysop wikiset, which means global sysops and stewards can take actions there, such as deletion, block, protection, etc. Beside that, I'd also like to note that, provided the vote meets the requirements seen on Steward requests/Permissions/Minimum voting requirements, arzwiki community is free to open local discussions and ask for the permissions to be granted here on this page. —Thanks for the fish! talkcontribs 15:02, 29 May 2020 (UTC)

    2. This is the link to voting policy. Only stipulating that who votes must have made 40 contribution beforehand, no minimum number was required. This nomination in question , by the way, is still on the page and so far no opposition was lodged. I was yet to move it to closed nominations.
    3. The steward in question whose edits have been altered is acitive on ar.wikipedia. May I suggest reading the proposal for arz.wikipedia to clarify if there is a potential conflict of interest between ar.wikipedia editors and arz.wikipedia editors. That person should understand fully the language of Egyptian Arabic and could have pointed the pages out to you.
    4. The two users who lost their sysop right have contributed the most in growth and development of arz.wikipedia in the last few months, Neither one has commited any violations regarding arz.wikipedia work from what I can see. I fully understand the isuue about the LTA, which I was never made aware of, hence I have no objection regarding the user concerned.
    5. like many other disputes, the one who had a problem should have let the sysop and beurucrat know first. This would have been better on the village pumb page.
    6. I did not receive any notification that the nomination process should have been stopped. I would have co-operated fully with the advice.
    7. For judgment about how much work I have put in arz.wikipedia, I would suggest reading en:Egyptian Arabic Wikipedia
    8. It would have been justified if you asked me first to explain what happened. I would have followed the rules as I have always done.
    So far, I find the actions against me unjustified. There is no way this is not going to affect further development of arz.wikipedia. That happened on 23:53, 29 December 2019 (UTC), whereas the right was given at 18:16, 29 December 2019 (UTC), and it's also a request for clarification on what IA does, and not a request for the permission to be granted. Moreover, 2FA is required by WMF for the role, and there's no evidence you requested that from the user.
    2. Thanks for the link. That page, however, only outlines the requirements for the voters, and not for the permission as a whole, which needs to be compatible with the Minimum voting requirements. It is not feasible to, in a somewhat absurd example, grant permanent adminship with only one support vote that meets the 40 edits requirement.
    3. I disagree that there's a conflict of interest here, as the action was taken as a steward fighting crosswiki spam, and not as an editor. If you think any action by any steward is in any way a violation of policies, you are welcome to write on the Stewards' noticeboard here on Meta.
    4. I understand the contributions these users had on the wiki. However, one of them is a globally blocked LTA, and, as such, editing is a evasion of this lock, even if he was productive locally. The other user, as mentioned on the announcement, had his right removed due to interfering on the crosswiki spam fighting.
    Again, the users are more than welcome to run again for the permission, as you are, provided the requirements outlined on Steward requests/Permissions/Minimum voting requirements are met.   1. My understanding in that Egyptian Arabic is not your mother tongue, it is mine though. To my understanding of my mother tongue , this was a request. I used my discrition to grant these rights, this was due to the need and expansion of the arz.wikipedia. I have edited mediawiki files for years beforehand and this was just another step needed due to the changes over the last 12 years.
  2. No minimum number of votes have ever been required in arz.wikipedia and it was never the community's wish to impose this. That should have been respected.
  3. You did not provide any evidence what so ever to support that any of the users who had interface rights have commited vandalism or violation of the rules of arz.wikipedia. The three of them have acted with due deligence and helped growing and developing the project.
  4. Anyone who would like to stunt the growth of arz.wikipedia would have done exactly what you and the other steward have done.
  5. Applying rules retrospectively and denying me what has been my rightful right , then offering me to apply for it again knowing that it will be almost impossible to achieve is neither fair nor just.
  6. These actions have left arz.wikipedia under the mercy of people who don't have an understanding of the language itself.
  7. Conflict of interest is very clear here and should have been put in consideration when making a decision. The simple act of asking me to revoke the interface rights would have resolved this amicably. This would have been of benefit , especially if the rulle of en:Wikipedia:Assume good faith was followed.

If you still have sysop access is precisely because it was reasonable to acknowledge at least your good faith. However, it remains a fact that arz.wiki doesn't need a bureaucrat who grants a few flags per year in such a way, nor it is supposed to have bureaucrats at all per current guidelines. Now, please, instead of claiming that this is all due to an alleged conflict of interest although many people reviewed this case and came to the same conclusions, let me suggest that you focus on preventing LTAs from running wild again on arz.wiki. The idea of "one of the 50 largest wikipedias" built by an LTA makes me shiver.   • Please accept my apology , as I was typing I put the link below not the one that has the request. This is the correct one, it clarifies the rationale behind the decision as well. I made the decision after reading the rules Interface administrators , and there was no mention of a voting process. The voting in the correct link was made on my page originally to make the user a bureaucrat. I was not the one who has chosen the voting to take place there. There was support as you can see. The user asked to have interface administrator rights. User was already a trusted sysop. I dealt with it as an administrator issue that can be addressed to improve the scripts.The decision was to give these rights to more than one based on my understanding of Interface administrators.
  • I have also found the link to the voting policy . There was no wikidata link to it. As you can see , there is no minimum number of votes required.

I appreciate your reasons for the closure of this discussion I was asking why these decision have been made. I am still unclear about what long term abuse has been committed, but I was told this is a privacy matter.

As has already been explained on arz.wiki too, Fuadalqrize is a cross-wiki spammer whose account has been globally locked. Sock Al-Dandoon was created on January 6, 2020 and was granted permanent adminship by you with three votes in favour just two months later. At that time, Al-Dandoon hadn't written anything but a bunch of messages, and created a ton of stubs with the aid of a bot. Needless to say, their cross-wiki spam activity kept going on. About the interface-admin right, that discussion took place on your talk page. At the end of it, you decided on your own to grant such dangerous right to all admins on the grounds that it was "needed", while obviously it wasn't. You didn't even require users to turn two-factor authentication on or have a basic understanding of CSS and JS. I'm sorry, but all these are exactly the kind of circumstances that we aim to avoid.
