Hat collector

Hello, today I realized MohandesWiki (talk · contribs) moved RfB of another user (named H.b.sh) in Persian Wikinews [1] and changed it so it would look like it's his RfB [2] (this person has more than 3K edits overall and it can't be considered as newbies' mistake) and tried to get the access in here [3], This person is an obvious hat collector (I can show you at least 5 right requests in just Persian Wikipedia) this user also requested for adminship in Persian Wikiquote, Persian Wiktionary and Persian Wikibooks Amir (talk) 01:08, 11 June 2014 (UTC)

Ok... what action would you like us to take? I'm not going to lock someone for requesting rights on a bunch of wikis. Ajraddatz (talk) 01:45, 11 June 2014 (UTC)
This is not even the right venue to request a lock. This page is for "requests for help from a [Meta-Wiki] sysop or bureaucrat". And, besides, it looks like steward intervention is not required in this case; being a "hat collector" is no reason to be locked. PiRSquared17 (talk) 02:08, 11 June 2014 (UTC)
No, I meant this person made a hoax to get the crat right in here (see the first part) and I consider it an act of vandalism, I want a sysop of meta takes action against this not other hat collecting stuff Amir (talk) 02:56, 11 June 2014 (UTC)
Again, what action would you like us to take? The request on SRP was a while ago, so any block would be entirely punitive. Nor do I think that the request fits a common definition of vandalism: "the act of editing the project in a malicious manner that is intentionally disruptive"1.   • @Ladsgroup: While a person's approach may be taken as "hat-collecting" there is no policy globally to which this is a contravention, and it is really up to local communities to work out a person's motivation, and whether they wish for a person to be granted rights in their community, this is not a steward's role. Stewards are more likely to slow down the successive granting of rights, than to deny them, or, we may be concerned that in a small language set that an individual may be dominating a community(ies) if there are too many rights and onus on the one person with rights.  — billinghurst sDrewth 11:03, 11 June 2014 (UTC)
