De quoi s'agit-il ?

Les membres des groupes de travail ont travaillé sans relâche pendant un an pour enquêter sur le mouvement, analyser les propositions de la communauté via les conversations communautaires, se renseigner sur les tendances externes, et aboutir à une vision commune nourrie par divers points de vue.

Premier jet des recommandations

Deux versions des recommandations sont disponibles :

  1. Une version complète, avec les explications et le contexte fournis par le groupe de travail
  2. Une version résumée, destinée à faciliter l'engagement et la traduction.

A second iteration of the recommendations was developed by the working groups in September 2019 after many on- and offline conversations with diverse stakeholders from across our movement; at Wikimania 2019, on the Talk Pages of the 1st iteration of the draft recommendations, and at many in-person events such as regional summits and strategy salons. The very first iteration of the draft recommendations were shared in August 2019, which you can find below, presented in full and abbreviated versions and with translations available.

Nous avons besoin que toutes les voix de la communauté participent pour pouvoir construire une vision aussi complète que possible des changements qui modèleront l'avenir de notre mouvement. Nous avons ainsi besoin d'entendre l'avis des affiliés, des groupes d'utilisateur·trice·s et des chapitres, de la Fondation Wikimédia, et des communautés de toutes langues, tous projets, toutes origines géographiques. Nous souhaitons savoir ce que ces changements signifieraient pour vous dans votre contexte local ou thématique. Dites-nous ce que vous appréciez, et ce contre quoi vous mettriez votre véto. Et bien sûr, n'hésitez pas à interroger en quoi ces recommandations vont dans le sens de notre direction stratégique.

Comment partager votre avis

Les retours de la communauté sont cruciaux pour valider ou contester ce premier jet de recommandations. Pour cela, il peut être intéressant d'avoir des questions guides pour aider les communautés et les organisations du mouvement Wikimédia à évaluer la signification, l'importance et la qualité de ces recommandations. Voici quelques suggestions :

  1. Lisez les recommandations et commentez-les sur leurs pages de discussions respectives.
    • Qu'appréciez-vous dans cette recommandation ? Qu'est-ce qui vous déplaît ? Pourquoi ?
    • Quels effets aurait cette recommandation dans les contextes qui vous concernent – votre langue, vos projets, votre région, votre groupe affilié, votre identité ?
    • Que faudrait-il garder en tête au fil de l'implémentation de cette recommandation ? Quelles valeurs ou idées sont importantes à préserver ? Y a-t-il des lignes rouges à ne pas dépasser ?
    • Est-ce que cette recommandation va dans le sens de notre Direction Stratégique, à savoir devenir l'infrastructure essentielle du mouvement pour la connaissance libre ?
  2. Si vous êtes présent à Wikimania, retrouvez-vous au Strategy Space Wikimédia 2030 ! Nous serons dans le bâtiment Aula Magna, salle « Karman » au 2ème étage, avec des sessions tout au long de l'événement dédiées à chaque thématique. Pour plus d'informations, consultez le programme de Wikimania.
  3. Participez à un Salon Stratégique organisé par un affilié de votre région. Tout au long des mois d'août et septembre, des salons auront lieu au Bénin, en Bolivie, en Inde, au Portugal et ailleurs.
  4. Contactez le Relai Stratégie de votre communauté de langue ou de votre groupe affilié pour partager vos retours ou démarrer une conversation.
Quelles sont les prochaines étapes ?

Les retours de la communauté seront pris en compte jusqu'au 15 septembre 2019. Après quoi les groupes de travail affineront et finaliseront leurs travaux en utilisant ces retours ainsi que des avis extérieurs et autres recherches. Les recommandations finales seront partagées publiquement en novembre, puis les discussions autour de leur implémentation démarreront début 2020. Gardez un œil sur la page « Participer », où sera actualisée la chronologie des événements.

  1. Transparency: A global network of Wikimedia advocates is built on community driven rules of engagement. Processes for decision making are known and comprehensible. There are established entry points for those who want to be involved or want to initiate advocacy activities

  1. Power and responsibilities need to be redistributed on the principle of self management (subsidiarity)
  2. Decisions should be taken at the “lowest” possible level / as near as possible to the process/community/activity that will be affected by the decision
  3. To establish a framework for decision-making, there will be a charter of principles, values, and governance behaviours. The charter will be developed through an equitable process with broad and diverse participation.
  4. This charter will be owned by a global governance and accountability body
  5. All of this exists to support our primary purpose: free knowledge and its distribution
  6. Movement organizations are to be governed by diverse, inclusive and accountable bodies (mix of elected and appointed members)
  7. Capacity building, facilitation, coaching, leadership development will be built into these structures to enable all entities to develop at their speed. This will be supported by staff.
