Other actions[edit]

I think it is fairly well known that the single biggest action to improve Access to Knowledge in India would be to work towards free-licensing or "public domain" status for works of government (at least central government, as done in the US, with exceptions for contractors). Has anyone considered the idea of joining hands with numerous other organizations that share this vision to file a Public Interest Litigation to change the relevant sections of the Copyright Act so that it also sits in well with the RTI Act. This is more indirect action but I think it has far greater significance than any minor tinkering and might well worth be the effort given that this kind of funding that is available is perhaps the one chance that India might ever get. Valid point. Bringing content under open licenses (held by public and other institutions) is very much part of A2K plans. A2K is working with some institutions, which is under progress. Expecting some results soon.
PIL and changing Indian Copyright Act is a complex and long drawn out process, as I understand, but worth taking up. Availability of this funding should not have any major bearing on this aspect, I think. --Visdaviva (talk) 18:40, 9 August 2013 (UTC)[reply]
The legal angle is also worth considering because it is something the community cannot take up unlike article development and outreach are something that will eventually happen even without the need for specific interventions. Copyrighted logos[edit]

I was under the impression that CIS has access to folks with a high-level of understanding of copyrights and Wikipedia policy. Please note that Wikimedia Commons does not allow fair-use logos. Subhashish, anything that is online is not in PD, it may be publicly accessible but not PD unless explicitly stated so by the owners - I cannot find such a statement on the CIS website. Secondly, no reason to apologize to me or to anyone else, just a matter of policy and the only thing is that it comes as a surprise especially given that CIS is supposed to be into copyright and Internet related activism. Shyamal, I have checked the footer of the CIS website which says "Copyright respective authors. Unless otherwise specified, content licensed under Creative Commons — Attribution 3.0 Unported.". By default all the original work by CIS is in CC-BY-SA 3.0 which includes the logo as well. IRC logs category[edit]

Support to Community participation - Wikipedia at Swatantra 2014[edit]

The intention of this discussion is to take suggestions from (Indian) Wikimedians about the below proposal.

As some of you may know that Swatantra 2014 (5th International Free Software Conference, Kerala) is being held in Trivandrum during December 18-20, 2014. More details can be found at this link. Organized by ICFOSS (GoK) this event is set to attract hundreds of Free Software enthusiasts. CIS is one of the supporters of this conference.

There is a dedicated track for Wikipedia/Wikimedia during the conference. We are also planning to set up a Wikimedia stall at the event. We are hoping to have ML Wikimedians take lead on this.

We are considering to give travel and stay scholarships for select Wikimedians from across India, who are interested to participate in this event and benefit from it. This will also be a great opportunity to meet and interact with Malayalam Wikimedia community.

CIS-A2K is considering to support upto 2 Wikimedians from each language community. Interested Wikimedians will be asked to put up a request, along with a statement of purpose, in their respective Wikimedia Village pumps and will request the community members to second them. Based on the community response CIS-A2K will decide on providing travel and stay scholarships. CIS-A2K will support this as part of its Community Strengthening Initiatives.

Mega Move Request[edit]

I have been thinking about this for the last few months and finally I have decided to go ahead and start this formal move request. I am proposing to move—

Rationale
  1. The portal's name is "The Centre of Internet & Society — Access to Knowledge" or CIS-A2K. It is also called A2K only, but not IA2K, i.e. India Access to Knowledge.
  2. In our pages, reports and categories we are using the common name CIS-A2K (for example, please see the latest FDC grant proposal, so I feel we should do this consistently.
  3. CIS-A2K is our identity/handle on social networking sites as well (Twitter, CIS-A2K
  4. This name is used in news articles as well (DNA India, MediaNama, OpenSource, TwoCircles)
  5. Last but not least, majority of Indian Wikimedia community recognizes us as CIS-A2K program.

So for over-all consistency, I am proposing to move these pages. Undoubtedly it'll be a huge task and we should go ahead slowly and steadily.

Featured Wikimedian [November 2017][edit]

On behalf of Wikimedia India, I hereby announce the Featured Wikimedian for November 2017.

Balaji Jagadesh is one of the top contributors from the Tamil Wikimedia community. Though he started contributing since 2009, he was quite active after his participation in WikiConference India 2011. Initially he started contributing to Tamil Wikipedia, but was later attracted towards Tamil Wikisource, Tamil Wikitionary, and Wikidata. His global contributions count to whooping 2,50,000 edits. He is an admin on Tamil Wikitionary.

After his interaction with Mr. Loganathan (User:Info-farmer), Balaji was very much motivated to contribute to Wikimedia projects. He says, "When I was editing in Tamil Wikipedia, I used to translate science articles from English to Tamil. But faced problem in finding equivalent Tamil words. The English to Tamil dictionaries were inadequate. Hence I felt the need to work in the Tamil Wikitionary. After a while there was a collaboration with Tamil Wikisource and Tamil Nadu Government through Tamil Virtual University through 2000 CC0 books were uploaded".

As an active contributor to Wikidata, he says that the vision of Wikimedia movement is, "Imagine a world in which every single human being can freely share in the sum of all knowledge", but with Wikidata we can make it, "Imagine a world in which every single human being and every single machine can freely share in the sum of all knowledge". Apart from regular contributions, he also created templates to Tamil Wikimedia projects, and also maintains Tamil Wikisource's official Twitter handle.

Balaji hails from Coimbatore, Tamil Nadu, and is a post-graduate is Physics. He currently works as a Senior Geophysicist in Oil and Natural Gas Corporation Limited (ONGC).

Featured Wikimedian [December 2017][edit]

Greetings, on behalf of Wikimedia India, I, Krishna Chaitanya Velaga introduce you to the Featured Wikimedian of the Month for December 2017, Hrishikes Sen.

Hrishikes Sen is one of the most active contributors from the Bengali community. Though he started editing English and Bengali Wikipedia in 2007, he had to take a long break due to professional constraints. Later he started working on Bengali Wikisource from 2012, and ever since, he has been an active contributor, and expanded to English Wikisource as well. With more than 45,000 global edits, he is an admin on English Wikisource.

As a child, Hrishikes always found reading books as a fascinating task. He says that he finds reference books as interesting as mystery novels. That interest, over years motivated him to contribute to Wikisource. The journey and motivation behind his contributions to Wikisource can be read from a post on WMF's blog, Why I contribute to Wikisource?. He says that till date he's been only active online, but he plans to do outreach in the coming future. He hopes that attending the 10th Anniversary Celebratory Workshop of Bengali Wikisource in Kolkata on 10 December may be a harbinger to his future offline activities.

Hrishikes believes that Wikisource will one day emerge as of the top digital libraries in the world, and says that as a store-house for primary and secondary source materials for Wikipedia, the importance of Wikisource is steadily becoming invaluable. Much of his time, Hrishikes spends working around Indian works, with a special focus on the works of Bankim Chandra Chattopadhyay, Jagadish Chandra Bose, and Rabindranath Tagore. Apart from being a proofreader, he uploaded more than 750 books spreading over five languages to Wikimedia Commons.

Hrishikes hails from Kolkata, but is presently based in Lucknow. By profession, he is a doctor serving in paramilitary forces. To his Bengali friends, he welcomes them to contribute to Bengali Wikisource which has more than 676,000 that have completed Optical Character Recognition and are waiting to be proofread.

User group for Military Historians[edit]

"Military history" is one of the most important subjects when we speak of sum of all human knowledge. To support contributors interested in the area over various language Wikipedias, we intend to form a user group. It also provides a platform to share the best practices between military historians, and various military related projects on Wikipedias. An initial discussion was has been done between the coordinators and members of WikiProject Military History on English Wikipedia. Now this discussion has been taken to Meta-Wiki. Some concerns about the new "Requests" template[edit]

@Tito (CIS-A2K): Thanks for revamping the requests process of CIS-A2K. Having worked with several grants from WMF and also with CIS-A2K, I have some concerns regarding the new template. I'll go point-wise;

  1. Firstly, since you've anyways revamped the page, I suggest you to take one more step to move this entire thing to the "Content page" instead of the "Talk page". It is weird to place requests in the discussion page (talk space). In the present setting, I don't see a place people can talk about a request or about the process itself, because the main content is placed in the talk page itself.
  2. With reference to this page—CIS-A2K/Requests—probably to be moved; as of now this seems to be completed outdated. Please keep an updated record requests approved requests from time to time (in an easily accessible table format), with relevant links such as reports, media etc.
  3. Community discussion; sometimes projects and events have an impact or are of interest of multiple communities. In such cases, a village pump discussion would not be the right way to do it. Instead, there can be a sub-section under the respective request for "Endorsements" where people from different language communities can endorse the request.
  4. Timing: I suggest having the flexibility of 10-15 days, instead of a rigid 15 days.
  5. Bills and receipts; I am quite bothered about the "15 day" time period. Considering the fact that all those who are working on different projects and events are doing it in their volunteer capacities and time. Within 15 days is too soon to submit the bills, because people might be having other commitments during a week, and they will only be able to dedicate time to this during weekends. Also, it is known that CIS-A2K needs physical copies of the receipts and bills, unlike WMF, where digital copies are accepted. So considering these practical problems, I strongly suggest increasing this to thirty days. Even WMF grants structure follows the 30-day period.
  6. Dates; This might not be a concern to many, but we might have such cases. Every request should have main (event/campaign) dates, and the separate start and end dates. So bills, receipts and reports deadline are applicable after the end date, but not the campaign end date. For projects such as Wiki Loves and online editing campaigns, a lot of time after the contest period is spent on cleanup, judging, and deciding the winners. So the actual end date of the project is different from the event/campaign last date. So there should be a field to state such cases in the requests template. All the WMF grant proposal templates (rapid, conference and event, project) have this distinction.
  7. The preload template is under the user-space of Ananth (CIS-A2K), link, please move this to main-space.
  8. The non-financial page uses the same template used for financial requests. This should be tweaked according to the context. For example, "Bills and receipts" is not relevant there.

Since many community members would want to request support from A2K team, I request you to consider these concerns and make necessary changes as soon as possible. KCVelaga (talk) 18:33, 7 May 2019 (UTC)[reply]

Wikimedia Movement Strategy: 2020 Community Conversations[edit]

Dear Wikimedians,

Greetings! Wishing you a very happy new year!

We have an update for the next steps of the Movement Strategy! We're preparing for a final round of community conversations with Wikimedia affiliates and online communities around a synthesized set of draft recommendations to start around late/mid January. In the meantime, recommendations’ writers and strategy team has been working on integrating community ideas and feedback into these recommendations. Thank you, for all of your contributions!

What's New?[edit]

The recommendations writers have been working to consolidate the 89 recommendations produced by the working groups. They met in Berlin a few weeks back for an in-person session to produce a synthesized recommendations document which will be shared for public comment around late/mid January. A number of common areas for change were reflected in the recommendations, and the writers assessed and clustered them around these areas. The goal was to outline the overall direction of the change and present one set that is clearly understood, implementable and demonstrates the reasoning behind each.

What's Next?[edit]

We will be reaching out to you to help engage your affiliate in discussing this new synthesized version. Your input in helping us refine and advance key ideas will be invaluable, and we are looking forward to engaging with you for a period of thirty days from late/mid January. Our final consultation round is to give communities a chance to "review and discuss" the draft recommendations, highlighting areas of support and concern as well as indicating how your community would be affected.

Please share ideas on how you would like to meet and discuss the final draft recommendations when they are released near Mid January whether through your strategy salons, joining us at global and regional events, joining online conversations, or sending in notes from affiliate discussions. We couldn't do this without you, and hope that you will enjoy seeing your input reflected in the next draft and final recommendations. This will be an opportunity for the movement to review and respond to the recommendations before they are finalized.

If possible, we'd love if you could feature a discussion of the draft recommendations at the next in-person meeting of your affiliate, ideally between the last week of January and the first week of February. If not, please let us know how we can help support you with online conversations and discussing how the draft recommendations fit with the ideas shared at your strategy salon (when applicable).

The input communities have shared so far has been carefully documented, analyzed, and folded into the synthesized draft recommendations. Communities will be able to see footnotes referencing community ideas. What they share again in January/February will be given the same care, seriousness, and transparency.

This final round of community feedback will be presented to the Board of Trustees alongside the final recommendations that will be shared at the Wikimedia Summit.

The recommendations have been published! Please take time over the next five weeks to review and help us understand how your organization and community would be impacted.

What Does This Mean?

The core recommendations document has now been published on Meta in Arabic, English, French, German, Hindi, Portuguese, and Spanish. This is the result of more than a year of dedicated work by our working groups, and we are pleased to share the evolution of their work for your final consideration. 
In addition to the recommendations text, you can read through key documents such as Principles, Process, and the Writer’s Reflections, which lend important context to this work and highlight the ways that the recommendations are conceptually interlinked.
We also have a brief Narrative of Change [5] which offers a summary introduction to the recommendations material. 

How Is My Input Reflected In This Work?

Community input played an important role in the drafting of these recommendations. The core recommendations document reflects this and cites community input throughout in footnotes. I also encourage you to take a look at our community input summaries. These texts show a further analysis of how all of the ideas you shared last year through online conversations, affiliate meetings, and strategy salons connect to recommendations. Many of the community notes and reports not footnoted in the core recommendations document are referenced here as evidence of the incredible convergence of ideas that have brought us this far.  

What Happens Now?

Affiliates, online communities, and other stakeholders have the next five weeks to discuss and share feedback on these recommendations. In particular, we’re hoping to better understand how you think they would impact our movement - what benefits and opportunities do you foresee for your affiliate, and why? What challenges or barriers would they pose for you? Your input at this stage is vital, and we’d like to warmly invite you to participate in this final discussion period.

We encourage volunteer discussion co-ordinators for facilitating these discussions in your local language community on-wiki, on social media, informal or formal meet ups, on-hangouts, IRC or the village pump of your project. Please collect a report from these channels or conversations and connect with me directly so that I can be sure your input is collected and used. Alternatively, you can also post the feedback on the meta talk pages of the respective recommendations.

After this five week period, the Core Team will publish a summary report of input from across affiliates, online communities, and other stakeholders for public review before the recommendations are finalized. You can view our updated timeline here as well as an updated FAQ section that addresses topics like the goal of this current period, the various components of the draft recommendations, and what’s next in more detail.

The 2030 movement strategy recommendations are here![edit]

Greetings! We are pleased to inform that the 2030 movement strategy recommendations have been published on Meta-wiki. Over the last two years, our movement has worked tirelessly to produce these ideas to change our shared future. Many of you participated in the online conversations, hosted strategy salons, attended regional events, and connected with us in-person at Wikimania. These contributions were invaluable, and will help make our movement stronger for years to come. 

The finished set of 10 recommendations emphasizes many of our core values, such as equity, innovation, safety, and coordination, while tasking us jointly to turn this vision into a reality. These recommendations clarify and refine the previous version, which was published in January this year. They are at a high strategic level so that the ideas are flexible enough to be adapted to different global and local settings and will allow us to navigate future challenges. Along with the recommendations, we have outlined 10 underlying principles, a narrative of change, and a glossary of key terms for better context.

The recommendations are available in numerous languages, including Arabic, German, Hindi, English, French, Portuguese, and Spanish for you to read and share widely. We encourage you to read the recommendations in your own time and at your own pace, either online or in a PDF. There are a couple of other formats for you to take a deeper dive if you wish, such as a one-page summary, slides, and office hours, all collected on Meta. If you would like to comment, you are welcome to do so on the Meta talk pages. However, please note that these are the final version of the recommendations. No further edits will be made. This final version of the recommendations embodies an aspiration for how the Wikimedia movement should continue to change in order to advance that direction and meet the Wikimedia vision in a changing world. 

In terms of next steps, our focus now shifts toward implementation. In light of the cancellation of the Wikimedia Summit, the Wikimedia Foundation is determining the best steps for moving forward through a series of virtual events over the coming months. Movement Strategy - What Are Your Choices For Implementation[edit]

Hello CIS-A2K friends,

The time has come to put Strategy into work and everyone's invited to participate.

The Movement Strategy Design Group and Support Team are inviting you to organize virtual meetings with your community and colleagues before the end of October. The aim is for you to decide what ideas from the Movement Strategy recommendations respond to your needs and will have an impact in the movement. The recommendations are available in different formats and in many languages. There are 10 awesome recommendations and close to 50 recommended changes and actions or initiatives. Not everything will be implemented. The aim of prioritization is to create an 18-month implementation plan to take some of the initiatives forward starting in 2021.

Prioritization is at the level of your group, affiliate, and community. Think local and relevant! Regional and thematic platforms are great ways to prepare and share ideas. Afterwards, we will come together in November to co-create the implementation plan. More information about November’s global events will be shared soon. For now and until the end of October, organize locally and share your priorities with us.

You can find guidance for the events, the simple reporting template, and other supporting materials here on Meta. You can share your results directly on Meta, by email, or by filling out this survey. Regional Call for South Asia - Oct. 30[edit]

Hi everyone. The time has come to put Movement Strategy into work and we need your help. We are inviting South Asian communities, Indian Wikimedians, and anyone else interested to join a region-focused conversation on Movement Strategy and implementation. Please join us on Friday Oct. 30 at 19.30 / 7:30 pm IST (Google Meet).

The purpose of the meeting is to get prepared for global conversations, to identify priorities for implementation in 2021, and to plan the following steps. There are 10 recommendations and they propose multiple 45 initiatives written over two years by many Wikimedians. It is now up to communities to decide which ones we should work on together in 2021, starting with local and regional conversations. Global meetings will take place later in November when we will discuss global coordination and resources. More information about the global events will be shared soon.

  • What is work you’re already doing that is aligned with Movement Strategy?
  • What are priorities for you in 2021?
  • What are things we should all work on globally?

We would not be able to grow and diversify as a movement if communities from South Asia are not meaningfully involved in implementing the recommendations. Join the conversation with your questions and ideas, or just come to say hi. See you on Friday October 30.

We encourage Wikimedians and Free Knowledge advocates to be part of the new Regional Committees that the WMF Community Resources team is setting up as part of the grants strategy relaunch [1]. You will be a key strategic thought partner to help understand the complexities of any region, provide knowledge and expertise to applicants, to support successful movement activities, and make funding decisions for grant applications in the region.

উইকিপিডিয়া হল উইকিমিডিয়া আন্দোলনের প্রাণ। উইকিমিডিয়া সাইটগুলোতে যত মানুষ আসে, তার সিংহভাগ আসে উইকিপিডিয়া পড়ার জন্য, তথ্য জানার জন্য। ইংরেজি উইকিপিডিয়া বেশ সমৃদ্ধ হলেও ভারতীয় উইকিপিডিয়াগুলোর অবস্থা বেশ করুণ। সম্পাদক বেশি নেই, নিবন্ধও বেশি নেই, যা আছে তাতেও খুব তথ্য নেই বা অসম্পূর্ণ। বলতে গেলে নানাবিধ সমস্যা।

Wikipedia is the soul of the Wikimedia movement. The vast majority of people who visit Wikimedia sites come to read Wikipedia, to get information. While English Wikipedia is quite rich, the condition of Indian Wikipedias is quite pathetic/bad. There aren't many editors and many articles. Even the information that exists is lacking or incomplete. There are so many problems. I would request CIS-A2K to organize a competition like Growing Local Language Content on Wikipedia (Project Tiger 2.0)/Writing Contest in 2023. Some new editors will come in the hope of rewards. Existing users will also write articles. Indian Wikipedias will also benefit.
