Hi, I see this as an hierarchical thing:
A chapter can generally agree or disagree with the idea, or be neutral (what would be if a chapter is not sure yet and observing, deciding later). If a chapter disagrees or is neutral all other columns doesn't need to be filled - a chapter disagreeing with the idea will not give a mandate or money or any other support.
A supporting chapter may still not give a mandate to their representative - maybe because they think they should let their GA decide before they sign anything or require a formal board vote first - so they do not want to give the full responsibility in the hand of one or two persons at the chapters meeting. I can accept that.
All other things are optional. Not all chapters have the ressources (money or structures / manpower) to actively support the establishment of the new organisation but still support it ideologically, meaning that they will participate as a member.

Budget commitments[edit]

Hi all. I'm kind of surprised that chapters are committing budgets to the council at this point in time - given that we don't yet have any sort of estimate as to how much the council will cost, it seems rather premature to be committing either fixed amounts of money or a fraction of income to this yet. Surely that comes once the charter and organisational structure has developed more to set out expectations and needs (that can then be translated into predicted financial costs), not at this early stage in the process? That's our (Wikimedia UK's) logic, but I don't think it's a bad sign that chapters are saying they're willing to support the Council financially. It shows a lot of goodwill! I imagine that Chapters who haven't said anything about finance will be able to make decisions when things are clearer. The Land (talk) 22:53, 20 March 2012 (UTC)[reply]

Maybe the board statement of WMAT makes it clearer: "Wikimedia Österreich supports the implementation of the Chapters Council with a preliminary budget of 5.000 EUR. This money is meant to be pooled with other chapters in to pay costs after the Chapters Council have been set up, eg. travel costs for a Council Meeting or a salary of a hired secretary.
