Allow editors to add frequently consulted help pages to their Help Panel

I just wanted to mention that the Growth team discussed one specific solution to this wish: T381297

Unfortunately, the conclusion was that although we could reuse the Help Panel for this wish, it would still be a lot of work to build this feature in a way that will actually be discoverable and impactful for most editors.
