Thanks, I see work-arounds that users have employed. The Wikicommons descriptions for image files often use legend templates with color boxes. These do not display in the Media Viewer frame, but if an HTML span tag is added that colors the background of the text, this will display - see the range map on mallard duck. Alternatively, the color can be named in the legend text - see the range map on wood duck. Tsarivan613 (talk) 17:10, 2 September 2024 (UTC)

Already solved?

Isn't this already solved by that editors can put the legend beneath the image in the Wikipedia article? They can just copy and paste the content from the Commons file description and if there's a large legend it could be wrapped into something collapsible. See for example United Nations General Assembly Resolution ES-10/21 for a map with a legend.
