Thank you for creating this wish, for being such a dedicated community contributor, and for including the animation that clearly explains the issue, it’s incredibly helpful.
Since this may relate to Citoid improvements, I’ll do some internal investigation to determine who would be responsible for evaluating it. Once I have confirmation, I’ll follow up with their feedback as well.

Hello,
RefToolbar is actually a gadget, which means it’s maintained at the local community level rather than by the Wikimedia Foundation. Editors on DEWP and FRWP with JavaScript interface rights can copy and adapt it from ENWP if they wish to use it. These local communities are usually best suited to manage this, especially when it comes to translations and integration with other gadgets.
As for the 2017 wikitext editor — it does support Citoid natively and is maintained by the Editing team. However, we understand your concern that it’s less familiar and may not fully meet users' expectations due to bugs or interface differences.
