I think the reasons for adding (not creating) categories would be the same as for any other people who add categories and is basically irrelevant to the wish. @Duschgeldrache2: If this is only about mobile the current title is misleading and would better be "Sorting of categories on mobile". If you mean the sortkey one can sort by entering catname|sortkey in HotCat but you seem to mean sorting the order they appear...sorting them is not needed and if anything should be done automatically and instead of manually by users so it's good that options for that don't show up on mobile – it would only clutter Watchlists.
