re Mission

What do we mean by "Whichever form"?

Goals are not the same as a mission. They are specific steps on the road toward a mission. Goals are more variable, and may change to reflect what is realistic. The WMF's goals will change over time too, without altering its vision or mission. We would do better to refer to the organisation's mission and purposes.

Why introduce the word "tenets", which is nothing more than beliefs? Indeed, I would eliminate that entire phrase. Its effect is to limit the scope of an organisation's activities. What would be so wrong about its carrying on activities beyond those that are in Wikimedia's mission?

Whichever form, as in regardless of incorporation method or form. The whole sentence is taken from the Requirements for future chapters. I believe in this sentence "goal" is a synonym for aims or purpose.

I believe the mission of the WMF is quite broad: "The mission of the Wikimedia Foundation is to empower and engage people around the world to collect and develop educational content under a free license or in the public domain, and to disseminate it effectively and globally." A thematic org or chapter (as I say, this is a phrase from the requirements for chapters) might be able to come up with activities that are close to the mission, but just outside, which would be acceptable; but if it wanted to sell carrots, then a conversation would need to happen whether this is in the scope of a "Wikimedia" organization.
