Very vague[edit]

The current system is not optimal - no real system ever is. Okay, it should be improved, but how? The recommendation is basically just "improve it". You can make that recommendation for everything without saying anything. --mfb (talk) 08:25, 21 August 2019 (UTC)[reply]

Thoughts for moving toward harmonization[edit]

A lot of the principles and proposals of the Resource Allocation working group directly relate to this concept (and in many important respects, they are similar to this proposal), and I'd suggest by the time the harmonization meeting takes place, this recommendation should be merged into that group's proposals. I recognize that you were working independently to get to this point, so this working group may not have been aware of the nature of the RA group's proposals until they were published at the same time as your own.
