Private Reporting and Evidence[edit]

From what I can read in this piece, the idea is basically to enable private reporting across all of wikipedia, in any wiki, and force the communities to create paths to recieving and adjudicating private evidence. Given that this is perilously unpopular at least on enwiki, the "possible negative effects" section seems to be a severe understatement so far.
