This recommendation says: "Movement organizational resources and structures are distributed across the world, with more than half allocated to or in global south countries by 2030."

Is w:Global South specifically meant? Should we consider focusing funding according to the more modern w:Human Development Index instead? Why should historically "Global South" countries like Saudia Arabia and UAE be considered more worthy of funding than countries that have historically been called "Global North" but which currently have somewhat lower development rankings, such as Russia or Bulgaria? The UAE's sovereign wealth fund is 66 times the size of Russia's. Russia has 15 times as many people. Why should a rather middling large country like Russia be slighted, and a relatively wealthy country like UAE be favored?

Does "half" mean "as measured in raw US dollars" or "half according to w:Purchasing power parity"? Is the goal that the targeted countries get enough resources to hire the same number of staff or do the same number of things, or is the goal that they get half the money, and can hire twice as many staff and do twice as many things?
