We need a process[edit]

There is currently no process for selecting the Wikimania jury, nor a formal timeline. Yes, seriously, really and truly. None. The location for this million-dollar conference is decided by... a bunch of people who self-select to undertake this decision. That's... pretty broken. Let's fix this. Wow, I came here as I was interested in volunteering for the jury for 2015, so this is interesting :) Rather that suggesting a full process, I'll suggest some dot points below. I do have an initial question: Is it broken? Has the jury made a bad decision in the past?
Now my ideas - we don't want to be adding a lot of bureaucracy (otherwise we'll need a process for nominating the group that selects the jury that selects the city). Perhaps just a few tighter restrictions on who can join. Here are some suggestions on how to ensure the jury is fair and experienced:
  • Ensure that the jury is X% past jury members. (suggest 50%)
  • Ensure that new members on the jury are approved by X of the past members (suggest 3, including one of the board representatives)
  • Ensure no more than X members from any one country, for geographic diversity (suggest 3)
    • (Note it may be difficult to decide how someone associates with a country - place of birth, place of residence, passport holder, involved with national chapter, etc)
  • Ensure no jury members from any of the bidding countries
    • (could be a challenge, with e.g. a US based bid)
