General comments[edit]

Thank you for the changes. The ones I found were pretty helpful, but some questions/issues remain. I will repeat those below. To identify for you what is important and what is not, I tried to add an indicator. (M) means a minor suggestion, not very important - just do what you like. If you have any reason not to change it, just do as you prefer - as long as you looked at it. (Q) means a question, we are mainly looking for an answer, and perhaps clarification - not necessarily a change.   • (Q) Besides answers to our "standard quesions" (outside of the bylaws) i would like to know more of the relation betwwen a macau chapter, Hong-Kong chapter and any future Chinese chapter. (Anders Wennersten)
    • (A) The Chapters in Hong Kong and Macao are running independently. Also according to the Basic Law in Hong Kong and Macao, both the SARs 'may on its own, using the name ""Hong Kong, China"", maintain and develop relations and conclude and implement agreements with foreign states and regions and relevant international organizations in the appropriate fields, including the economic, trade, financial and monetary, shipping, communications, tourism, cultural and sports fields.' (Article 151 in Hong Kong, Article 136 in Macau). By this we understand that Macau may form its own chapter.--Whhalbert 13:21, 4 August 2010 (UTC)[reply]

Chapter IV[edit]

Some questions still stand here - not necessary to change perhaps, but some answers would be helpful.

    • {A} The original concept is that whenever anyone is unable to serve the post for over 6 months before the end of his/her term, there shall be a by-election. We agree that removal shall be considered eqivalent to these cases.--Whhalbert 13:55, 4 August 2010 (UTC)[reply]
  • (I) In follow up of Anders' question: could yuou clarify the role and authority and the difference between the Representative Committee/Council, the Supervision Committee, Executive Committee and the role of the Chair/President related to the General Assemblee or Executive Committee.     • (A) The Represenative Committee only calls the annual normal General Assembly. The Executive Committee and the Supervision Committee are elected by the General Assembly for everyday operation.

The President of the General Assembly only presides the General Assembly. The General Assembly elects both the President of the Organization and the members of the ExCom, from which the President of the ExCom is elected. The President of the Organization approves the resignation of the President of ExCom; and approves and signs the Annual Plan, the Annual Report, the Budget and the Final Accounts drafted by the President of the ExCom.--Whhalbert 13:55, 4 August 2010 (UTC)[reply]

As I understand now - please confirm if this is correct - the General Assemblee is the highest authority - but only comes together once a year. The General Assemblee elects the Representative Committee, the Executive Committee, the Supervision Committee, the president of the Organization, the president of the General Assemblee, the President of the Executive Committee. The Representative Committee assumes the role of the General Assemblee throughout the year. The Executive Committee runs the daily business.
I must say I find this a quite complicated structure. But if you think it works for you... Just make sure you don't get stuck in procedures :) What I worry about most is that there are so many different bodies and functions, that I am not sure if you can find enough candidates who are good at their job and have sufficient time to fill them.   • (I) Art. VI-1-IV: This states that the president has the right to approve the annual plan, report, budget and final accounts. However, Art. V-3-II says this is the responsibility of the General Assemblee. This seems contradictory or at least confusing. Do you perhaps mean "To approve and sign the Annual Plan, the Annual Report, the Budget and the Final Accounts; and before sending it to the General Assemblee for approval"?   • (M) Art. XI-2/3: This seems to state that only a) permanent residents and b) Wikimedians can join as a member? It seems reasonable to open up membership more broadly, because that means you're not required to actually proof they are editors. This releases you of some privacy problems.     • (A)We do not know the situation of other chapters. However, the original purpose of the gatherings was to unite the Wikimedians in Macao. Also we wonder participation, even signing in, is a very difficult process.     • (A) For group members, as long as it is registered in Macao, may make its application just as an ordinary member goes through. After discussion we agree to set up he rank of "consultancy" in place of honorary members, in a new chapter as "Consultancy", as follows:'The Association shall recruit consultants for providing opinion and consulation.
