כלל מוצע של חוסר פעילות
ה-U4C עבדה על יצירת נוהל חוסר פעילות בתקווה לעזור לנו לעמוד בדרישות המניין שלנו לכמה עניינים עתידיים של עבודה לפנינו.
סעיף 3.2. באמנה (התנהגות חברי ה-U4C) נאמר כי:
חברי U4C צריכים:
- לעסוק באופן פעיל בעבודת ה-U4C, ולהודיע ל-U4C בתחילת כל היעדרות מהשתתפות U4C.
דווח על היעדרויות או תקופות חוסר פעילות
- חברים יכולים לסמן את עצמם כלא פעילים לתקופה של היעדרות צפויה בקוד התנהגות האוניברסלי/ועדת תיאום/חברות. על החברים גם ליידע את חברי הועדה האחרים במידת האפשר באמצעות ערוצי התקשורת הרגילים.
- כל חבר ב-U4C שלא השתתף במרחבי דיונים רשמיים של U4C (למשל מטא, ויקי פרטי, רשימת תפוצה, דיסקורד) במשך שבועיים לפחות עשוי להיות מסומן כנעדר בדף החברות ב-U4C על ידי כל חבר ב-U4C. במידת האפשר, תאריך חוסר הפעילות ייקבע בתאריך ההתקשרות הידועה האחרונה.
- חוסר הפעילות מסתיים כאשר החבר ישתתף בפעם הבאה בדיון U4C, אלא אם כן החבר ציין או אכן ציין שהוא רוצה להישאר לא פעיל אחרת.
חוסר פעילות והצבעות

חוסר פעילות והצבעות

- במקרים בהם מספר הנמנעים מביא את המספר הכולל של חברי הצבעה מתחת למניין החוקי (כיום 8), עדיין ניתן לערוך הצבעות, אך הן יכולות לעבור רק אם הן מגיעות לרוב הפשוט הנדרש במצב בו מניין חוקי מלא של חברים הצביעו.
- 2. לפרסם ולתחזק רשימה של חברים פעילים ולא פעילים במטא־ויקי.
הצעה זו התקבלה עם 7 תומכים (0xdeadbeef, Ajraddatz, Barkeep49, Civvì, Ghilt, Ibrahim.ID, Luke081515), 0 מתנגדים ונמנע אחד (Superpes15).

קופי (クフィ)
ב-12 בדצמבר 2024, קיבלה U4C בקשה לבחון את פעולותיה של クフィ ב-zhwiki ואת ההערות שהועלו מחוץ לויקי. ב-20 בדצמבר החליטה U4C לקבל את המקרה כמקרה פרטי ולוותר על תקופת ההצבעה בת השבועיים. לאחר מכן, פנתה U4C ל-クフィ בנוגע לטענות ב-23 בדצמבר. クフィ השיבה ב-24 בדצמבר. U4C ו-クフィ החליפו מספר מיילים נוספים. U4C מוכנה כעת לדווח על המקרה.
ממצאי עובדה
- הסכסוך החל כסכסוך על תוכן בויקי ב-zhwiki (ויקיפדיה הסינית).
- クフィ פרסם תגובות לגבי מחלוקת התוכן מחוץ לויקי.
- ארגון U4C קובע כי דבריו של クフィ הפרו את סעיף 3.2 של קוד ההתנהגות האוניברסלי - ניצול לרעה של כוח, זכות יתר או השפעה.

- I feel the same with Barkeep49 that if the comments were not deleted I would have pursued further sanctions. I'd like to reaffirm my support as I disagree with this being a minor dispute. This was a clear off-wiki violation of the UCoC, and the U4C should be responsible to handle this. The behavior in the evidence shown to us falls short of what we expect from a contributor, and falls well below the standard for expected behavior of an admin. The removal of sysop permissions is not permanent, and クフィ could re-apply adminship through the local processes if they wish after 12 months. 0xDeadbeef (talk) 10:17, 16 January 2025 (UTC)

- Support. If クフィhad not been willing to delete the comments I would have felt we needed to pass other remedies; a block and/or an interaction ban were 2 sanctions I thought about. However, given クフィ's cooperation I do not think those are needed. But as Ghilt writes the UCoC expects more from than other users. - Oppose. After doing a full review of the case, I think the suggested remedy (desysopping) is excessive. There was a content dispute on-wiki, the administrator in the dispute posted an inappropriate insulting comment on X, and with the mediation of the U4C the post was taken down. While I don't think the administrator's actions in this case were acceptable, I also think that as a first time violation, and without a pattern of behaviour to rely on, a more suitable remedy would be an admonishment and warning. Additionally, while I agree that this case could fall to the U4C as the alleged violations occurred off-wiki, neither party appears to be particularly guarding of connection between their on and off-wiki activities and I would prefer that the U4C avoid being drawn in to relatively minor disputes such as this one. Universal Code of Conduct annual review: proposed changes are available for comment
The proposed changes to the Universal Code of Conduct (UCoC) Enforcement Guidelines and Universal Code of Conduct Coordinating Committee (U4C) Charter are open for review. You can provide feedback on suggested changes through the end of day on Tuesday, 18 March 2025. This is the second step in the annual review process, the final step will be community voting on the proposed changes. Off-wiki incidents & the UCoC
The U4C has received several reports alleging UCoC violations that have occurred on external platforms. The U4C would like to remind the community about UCoC expectations in spaces hosted on platforms like Telegram groups or Discord servers or on other social media and instant messaging platforms dedicated to Wikimedia projects or Wikimedia user groups. According to the Enforcement Guidelines:
"The UCoC applies to everyone who interacts and contributes to Wikimedia projects. It also applies to official in-person events, and related spaces hosted on third party platforms as a baseline of behavior for collaboration on Wikimedia projects worldwide."
For this reason, we invite all those who have a role in the administration or moderation of these spaces:
- if technically feasible, to include a link to the UCoC in the introductory section and/or welcome message to new members.
- to intervene in cases of need by reminding the participants of the appropriate behaviour in order to maintain a constructive climate of cooperation.
We would also like to point out that maintaining a positive and safe environment is the responsibility of all participants in these groups. If there are concerns about ineffective moderation, please send the relevant information and evidence to u4c

Adding checkuser-log temporary to the userrights of the U4C
The U4C has decided by motion to request the following permissions in accordance with section 3.7 of the U4C charter:
For the duration of the case "Systemic failure in enforcing the code of conduct in Hebrew Wikipedia", the checkuser-log permission will be added to the U4C global role to allow members of the U4C to investigate in the past Checkuser-Tool use related to that case. Ganímedes
On 9 March 2025, the U4C received a request to consider some comments made offwiki by User:Ganímedes within an email exchange. The U4C decided to accept the case as a private case. The U4C then reached out to the involved users to collect evidence.
The U4C is ready to report on the case.
Findings of fact
The conflict began during an email exchange between User:Ganímedes and other users.
Based on the limited emails in the exchange the U4C received, the U4C finds that comments by User:Ganímedes violated the Universal Code of Conduct section 2 – Expected behaviour
U4C Actions
The U4C decides to close the case with a:
- Warning to User:Ganímedes - even if one feels provoked one can also decide not to reply or to reply without crossing the boundaries of civil behavior and without insulting the other party
- A reminder to involved parties that if a user repeatedly asks not to be contacted again the request should be respected

Chinese Wikisource
The U4C has received a case about administrators on Chinese Wikisource (zhsource). The following motion has been adopted to resolve the case:
The U4C resolves this case by motion. We encourage the zhsource community to continue to resolve the conflict presented at this case locally. As a first step, an RFDA for Zhxy 519 should be held. No party to this case may close or remove the RFDA. Any interference with this RFDA may be reported to the U4C. We also warn all zhsource admins against improper interference with RFDAs. This includes not closing or removing any RFDA about them. The U4C may remove adminship by motion against any zhsource admin who improperly interferes with an RFDA in the future.

MediaWiki
The U4C has received a private request regarding the UCoC and the MediaWiki software. The committee has decided to resolve the case by the following motion:
✅ Passed Motion — Date: 2025-06-08
Following the UCoC's expectation that people "Respect the way that contributors name and describe themselves" including "People who identify with a certain sexual orientation or gender identity using distinct names or pronouns" the U4C recommends accommodating more pronoun choices in mediawiki software other than he, she, and they and also add an option for people to decline to say.
This motion was passed with 6 supports and 0 opposes.
Furthermore, the U4C would also like to draw attention to T389706 and T389709 which are specific tickets for tracking these features in the MediaWiki software.

Appeals on Hebrew Wikipedia
By an 8-0 vote the U4C has approved the following motion:
- All people blocked in the mass blockings are eligible to appeal under this process.
- The first step should be a local hewiki appeal. Any bureaucrat and checkuser may accept or deny the appeal or they may delegate an appeal to be heard by an administrator or the entire community. When declining an appeal the reviewing person may also supply additional context to the U4C to consider about that editor's past history.
- If an appeal is accepted nothing further. For any appeals declined, the person declining should send a link of the local appeal to the U4C. The appeal will then be reviewed by the U4C.
- After receiving an appeal the U4C will acknowledge it. If the U4C has not acknowledged it with-in 2 days of the appeal being declined, the person appealing is encouraged to contact the U4C directly at u4c

org. - A U4C member will screen for reasonableness as some of the blocks are clearly correct. If an appeal is reasonable, it will be considered by 3 U4C members (1 of the 3 can be the person who did the initial screen but doesn't have to be). At least 2 of the 3 need to agree to accept an appeal for the person to be unblocked; they may also refer an appeal to be considered by the whole committee.
- If an appeal isn't decided on hewiki within 30 days, the person filing the appeal may go directly to the U4C.

Systemic Failure on Uzbek Wikipedia
The U4C has passed by a vote of 8-0 the following motion finding systemic failure on Uzbek Wikipedia:

The Uzbek Wikipedia case was submitted on March 22, 2025. In the days leading up to and following the submission, the U4C received numerous emails from various uzwiki users.
It soon became clear that the challenges Uzbek Wikipedia project and its community were facing were much broader than the issue initially raised in the request.
Many of the outlined concerns stem from the WikiStipendiya project. While the initiative is fundamentally positive and well-intentioned, aspects of its implementation and management have led to unintended negative outcomes. These include disruptions to editorial activity, internal project dynamics and user relationships. The project's rapid growth likely exceeded expectations, overwhelming community infrastructures that were not equipped to manage such expansion.
U4C has been working in coordination with the Trust & Safety (T&S) team on this case. T&S has addressed specific elements, and U4C is now focusing on the remaining issues.
Based on all the evidence we collected and received we have identified a significant number of concerns. At present, we do not believe the community is in a position to effectively address the underlying issues that led to the current situation or to ensure a safe and supportive environment for editors.
Under the authority granted by the U4C Charter and in accordance with the community-approved Universal Code of Conduct Enforcement Guidelines, the Universal Code of Conduct Coordinating Committee (U4C) has determined that a systemic failure to adequately enforce the Universal Code of Conduct (UCoC) has occurred.

Request for translation

As one of the remedies to the systemic failure to enforce the Universal Code of Conduct (UCoC) on Uzbek Wikipedia, the U4C officially asks that the Wikimedia Foundation procure a human translation of both the Terms of Use and the UCoC into Uzbek.

Letter to the Community on U4C Sustainability
Dear Community,
The annual process for reviewing the Universal Code of Conduct, the Enforcement Guidelines, and the U4C charter followed immediately by elections to the U4C is about to begin. We welcome feedback in all areas and look forward to seeing the candidates who will choose to stand.
We write because we see the continued existence of the U4C at risk. We need more members. For the past two years the U4C has had exactly 8 voting members. The U4C will not be able to continue long term without more members. With 8 members there have been times where the U4C's ability to function has been harmed. This has been true even with the changes approved by the community last year to the quorum rules. Further, in our most complex cases with Uzbek and Hebrew Wikipedias, our limited membership has caused those cases to go for such a long period of time that it has had a noticeable and negative impact on those communities. The U4C also knows that we lack diversity in several regards, most notably gender and regional (we do not have members from Eastern Europe, Sub-Saharan Africa, or South America), where a larger committee would help us to reach better decisions. If left unaddressed we feel there is a high chance the U4C's capacity will be degraded significantly in a way that causes the committee to be unable to fulfill its list of responsibilities.
We therefore are asking for help from the community in three ways.
First, we're hoping to get suggestions beyond just lowering the support requirement from 60%. We feel that having a high degree of trust from the community has been very important for our work. For instance, are there other election methods which might still allow for empty seats if the community doesn't think there are enough qualified people, but which aren't based strictly on support percentages? Are there other initiatives we can do like last year's creation of non-voting community members to help with creating a pathway allowing people to gain the trust needed to be elected? Are there other ideas we haven't thought of which could help?
Second, we're asking for community members to help us try and have a strong candidate pool. If you know of someone who would be good on the U4C and has the kinds of qualifications that the community has supported from candidates in previous years, please encourage them to run. If you are that kind of person, please consider running. Know that all the U4C members would be happy to talk with people who are interested but who have questions.
Finally, we are asking the community to consider the benefits of a larger committee when casting their votes. The U4C does not want the community to feel forced to elect people. A smaller committee of higher trusted people is better than a full committee that is less trusted. However, when making a decision if you are debating between two outcomes (for instance opposing or neutral) please consider breaking the tie in the direction that favors the candidate. We are also hoping that people will vote for as many candidates as they support, without regard to how many open seats there may be, whether that is 2 candidates or 20.

Annual review 2026
Dear Commmunity,
The annual process for reviewing the Universal Code of Conduct, the Enforcement Guidelines, and the U4C charter is ongoing, we have just posted initial proposed changes in which, as you will notice, for the moment the Universal Code of Conduct proposed changes are missing.
As you know, the Universal Code of Conduct is part of the terms of use, which is why the Board plays an important role in the review process.
We have received feedback from the Board and found that the timing of the current annual review is not compatible with the Board's work and meeting schedule, so we have proposed extending the UCoC review by a few months. We will therefore continue to collect suggestions for changes of the UCoC until July 31. This timeline allows us to draft a proposal to submit to the Board and community, while also giving the Board enough time to evaluate the proposal before moving on to a community vote. We anticipate that UCoC changes to be the major focus, and depending on this year's suggestions to move from a annual to regular review perhaps the only focus, of the 2027 review process.
