Description of the problem - (NANöR)

[edit]

Here are some quotes from conversations and discussions that took place in the WhatsApp group “Arabic Wikipedia Administrators.” “In my opinion, our problem on Wikipedia is down to one or two people. If we can resolve that, everything will be fine.” Another administrator responds to the comment: “His name starts with the letter Nanour.” Someone then attached a 😂 emoji to the comment. These and other statements contain direct mockery and insults directed at users, including myself, as well as inappropriate comparisons and the use of offensive language.

After participating in a recent discussion to ban a user, I asked the admin who carried out the ban to ensure I wasn’t mocked in the WhatsApp group because of my participation in the discussion, as I had previously been mocked and insulted many times in this group. I cited a previous example to clarify that my request was based on facts. This was the first time I had raised this issue within Arabic Wikipedia, and I did so in the form of a friendly request to ensure my own protection. Several hours after this request, I was blocked from contributing to Arabic Wikipedia for three days without prior discussion or warning. The reason given for the block was: “repeated harassment and trolling of administrators,” with the note that what I raised was considered “accusations without evidence.” This block limited my ability to express these behavioral concerns, and I found myself facing a block for behavior I did not engage in.

“Nanour, the international puppeteer of human puppets” is one of the examples of accusations and derogatory descriptions circulated about me in the WhatsApp group, which contradicts the administrators’ commitment to providing a safe environment for users. One of the administrators mocked my name and used it inappropriately, saying: “The Nanourine Periodic Table.”

In another context, some of my interactions were misinterpreted as accusations that a user who requested the creation of a Wikipedia in the Levantine dialect was a “bot” affiliated with me, that the “bot was unauthorized,” and that its code was hosted on “NanorHub.” These accusations are false; I do not own any bots, and I do not have a project named “NanorHub.” These accusations were accompanied by reactions from some administrators using emojis such as 😂 or 👍. One administrator described my question as “nonsense” (Playing the fool or Playing dumb) when I asked here why I was mentioned in a discussion regarding the Levantine Wikipedia, a discussion in which I had not previously participated. I do not recall participating in any discussion regarding the creation of language versions of Wikipedia. I am not a supporter of creating dialect-based language versions of the encyclopedia; on the contrary, I reject them. In my opinion, these projects do not serve the purpose of spreading free knowledge, and I find the Standard Arabic version sufficient and adequate to fulfill this role—it is the project I contribute to and chose as my home wiki when I created my account on Wikimedia projects.

Some of those in the WhatsApp group held high-level privileges and were members of various committees for the Wikimedia Foundation. They did not stop the mockery nor did they advise anyone to stop it; rather, some participated in it, which contributed to a less safe environment for users.

As part of an initiative I was involved in, we began organizing technical sessions for the community that covered various topics related to MediaWiki and other technical matters. A number of administrators attended one of the sessions, and one of them was sharing updates on what was happening in the session via a WhatsApp group. Among the things he shared was that I had spoken about what the technical club is and what its goals are. One of the administrators replied in the WhatsApp group, addressing me directly: “The technical expert,” and someone added an 😂 emoji to the comment. I am not a technical person, and everyone knows that.

The matter went beyond Arabic Wikipedia and reached the context of an election for one of the Foundation’s committees. There was a call in the WhatsApp group to vote for a specific candidate during the elections for members of the AffCom, and I was also a candidate for the same committee in the same elections. One of the admins in the WhatsApp group described the examples I had cited of my contributions and activities in my Meta candidacy as the work of a “parasite” who feeds off others, to which another admin replied, “Like mold on bread 🙂,” and another commented, “By God, that’s the best analogy I’ve ever heard.” The person who compared me to a parasite and said that “you shouldn’t support her even if she brings you paradise” didn’t stop there; he continued by saying, “The devil never comes to you through the door of evil.”

These are some examples related to me, and unfortunately there are many more instances of abuse directed at users in the WhatsApp group, incitement against them, mockery of their contributions, and constant insults—whether on Arabic Wikipedia, other projects, or their general activity on Wikimedia.

Various examples of incitement, mobilization against me, and constant insults in different contexts and topics without evidence:
+ Alliance with Nanour 😀
The intrepid leader and initiator of neglected Arabic projects
I'm thinking to go in and ban him 😀, Nanour is in contact with him 😉
Anyway, the same Nanourine method dividing the community and creating problems
How many users is Nanour manipulating? What are we waiting for
Nanour needs to contact this guy and get him to join the gang 😂

Deepl translation

In light of the above, I demand:

  • A review of the WhatsApp group chats for “Arabic Wikipedia Administrators” and the opening of an investigation to examine the evidence and any violations.
  • Imposing clear oversight and standards on auxiliary groups such as WhatsApp groups used to make administrative decisions, to ensure they do not become tools of exclusion outside community oversight and a space for mockery and abuse of users, or dissolving the WhatsApp group and replacing it with a mailing list under the Foundation’s supervision.
  • Remove foundation committee members involved in abuse and mockery from the foundation’s committees and reassess their eligibility for high-level authority.
  • Require training courses on “ethical leadership” and “working with volunteers” for Arabic Wikipedia administrators, with the requirement that they pass these courses to retain their authority.
  • Ensure that the administrators in question and any administrators with a clear and explicit conflict of interest with them do not undertake any administrative actions directly related to me, due to concerns about the impartiality of any decisions given the existence of previous abuses and insults.
  • Issue a formal apology and restore my reputation.
  • The Code Enforcement Committee follow up on my request on Arabic Wikipedia to remove the ban from the log.

Hello everyone, this group brings together administrators from diverse backgrounds, and its purpose is to consult and exchange views without making any binding decisions. There is no hierarchy within the group; all members are equal, and it is open to all administrators without any conditions. No member is required to follow all discussions, and some colleagues may be absent for long periods, causing notifications to accumulate.

All conversations within the group are confidential to protect user privacy and are therefore not public. Extracting any part of internal discussions and sharing it with others is considered a clear violation of privacy, even if it concerns a user suspected of misconduct.

Discussions within the group may also involve differing opinions, which reinforces each member’s independence and confirms that the views expressed represent only their authors and do not reflect a unified stance.

In conclusion, I would like to emphasize that most of the colleagues whose names were mentioned have made significant contributions and perform their administrative duties professionally; I have frequently disagreed with them without this affecting our mutual respect. I understand that there will always be those who take issue with certain decisions or approaches. Furthermore, my membership on the Ombuds commission or any other body does not elevate my status nor grant me supervisory authority over colleagues; therefore, I am surprised to be targeted by this statement.

--Dr-Taher (talk) 19:31, 10 May 2026 (UTC)[reply]

Hello, everyone. Can you specify what the complaint is or what the accusation against each user is? And what is the accusation against me? I read the text above and found it to be a vague accusation lacking details. It should instead state: “So-and-so wrote this, and so-and-so replied with that.” As for making a blanket accusation against everyone without evidence, that is unacceptable.

Has this complaint been raised on Arabic Wikipedia, and has the community been unable to resolve it? If this complaint were brought before the Arabic Wikipedia community, the community would select a committee to review the complaint, consisting of administrators and editors not involved in the complaint, and that committee would examine the evidence supporting the complaint and determine how to resolve it.

كريم أحمد (talk) 19:26, 9 May 2026 (UTC)[reply]

Hello. As for what I have mentioned about the user, it was meant as a joke because some of us were engaging in negative discourse and thought that you were inciting against the administrators on Wikipedia and Meta at that time, but the truth of the matter had become clear to me.

Bad faith assumption and increased suspicion may lead to mistrust and wrong decisions. I did not know you, and my suspicions about you were based on matters I was unaware of at the time. I apologize for misjudging you, and I also apologize for misjudging anyone—whether privately, in the group, or publicly. I left the group a long time ago and learned that I should not assume bad faith or mock anyone. I consider those I mocked to be better than me. If we analyze things logically, setting aside assumptions, we will arrive at the truth. I personally misjudged some people due to confusion, but I realized my mistake (1, 1) and prevented it from happening again, despite the abuse (2, 2, 2), and I prevented others from repeating it (3, 3). And I have no qualms about apologizing to you and I disapprove the reason and action of the block that happened due to the honest request and call for it to be hidden from the log and rectified.

If only there were a reassuring, kind response instead of the block, and disavowal from those who witnessed and those who know best, this complaint would not have happened— for indeed, kind words heal. Nothing lasts forever, and I offer my sincere apologies to you and I call for tolerance, an end to the dispute, and kindness. Settlement is best. Thank you.

--Mohammed Qays (talk) 16:19, 19 May 2026 (UTC)[reply]

This is a general and inaccurate narration of ordinary statements, and you also did not specify who exactly said these things. Such wording is broad and could apply to anyone. You should identify people by name and specify who said what.

I have also noticed that the user has engaged in defamation across several platforms, including Telegram channels affiliated with Wikimedia and Arabic Wikipedia users. This campaign has been ongoing for several months and appears aimed at distortion, defamation, and making accusations without clear evidence against administrators. Every now and then, I come across another message from her on some platform. In fact, I am glad that she filed a complaint here so the matter can be resolved once and for all, and so that this defamatory approach targeting a group of highly active Arabic Wikipedia users (Arabic Wikipedia administrators) may finally stop.

Persisting with accusations without evidence causes users to avoid participating in discussions involving the same individuals repeatedly. This is genuinely something I suffer from, and I have come to dislike engaging in such discussions.

Since she continues to insist on these accusations, I would like to raise several questions:

  1. Given that the user was never an administrator on Arabic Wikipedia and was not part of the group being referred to (which is a private group that no one can join except through invitation by one of its members), how did she obtain this information?
  2. If you answer the above question, can you identify who provided you with these conversations and how? Did you verify their authenticity? And how reliable are they?
  3. In the event that the case is resolved, rejected, or closed, will you stop using this accusatory approach? And will you stop defaming us on social media platforms?--Mohammed Qays (talk) 16:19, 19 May 2026 (UTC)[reply]

Hello everyone,

I have reviewed the complaint, and I have several questions that came to mind after reading it. I believe these questions are very important in helping to properly examine this issue.

  1. On what basis did NANöR choose the names of the individuals mentioned in the complaint? And why was my name included among them?
  2. How did NANöR obtain the conversations and the names of the people who reacted with the emojis mentioned in the complaint? Were those messages obtained through legal means, or not? Or were they acquired through unauthorized and unlawful methods?
  3. How did NANöR know the names of the people who were present in the group at the time those messages, which she claims existed in the group, were written?
  4. To the best of my knowledge, the group mentioned in the complaint was not established under any policy or guideline of Arabic Wikipedia; rather, it is an informal personal WhatsApp group of some administrators. Therefore, is the Wikimedia Foundation authorized to consider complaints related to groups that exist outside its servers or that were not established according to its guidelines or rules?

  • I have previously spoken in (my case which I requested to be opened) about the group’s role in encouraging administrators to take harsh decisions against users without giving them the opportunity to defend themselves. such as some of the decisions taken against me. I had assumed that the discussions within the group were objective, but unfortunately this case has shown that the group is being used for purposes that contravene the Code of Conduct.
  • A former administrator stated that any administrator who takes a stance contrary to that of the other administrators may be a subject to blame and criticism within this group. This confirms that this group has an unhealthy influence on the independence of admins’ decisions and that this stems from their own convictions.
  • I therefore demand, first and foremost, that the group’s archive be handed over to members of the Universal Code of Conduct to reveal the truth of the discussions that were taking place when I was blocked on Arabic Wikipedia on more than one occasion, and to determine whether there were any breaches of the Code of Conduct in those conversations.
  • I support NANöR’s suggestion to close the group and set up a foundation-affiliated mailing list in its place, so that the foundation’s bodies can access its archives when necessary.

I will comment here out of respect for UCoC and the U4C, of which I am a member. However, I believe the case is baseless, as it is merely an assumptions. There is no evidences, no specific actions, and no facts with dates or times. The statements mentioned here do not specify who said them. The strangest thing is that the links to the discussions that she posted show that she was the only one who mentioned (the WhatsApp group) and no one else, and then she uses the discussion as a reference! And when one of the admins asked her not to accuse anyone without evidence, she continued to make accusations. So, These discussions are supposed to condemn her, not the other way around.

Secondly, the accusation is collective, without specifying the violations of each party, and calls for collective punishment! According to the case's history, the case was initially filed against eight administrators (8 من إداري ويكيبيديا العربية), Then she gradually wrote down the names of the defendants as if she was not sure of the beginning! then edit it to include eight names without explaining why these specific names were chosen. This seems to me to be a completely random accusations.

For example, I don't know why my name was included in the case. I was not involved in the incidents she refers to, and I have no history whatsoever with the complainant. I have never participated in any discussion with her (and the history and logs prove this).

BTW: if there are a "WhatsApp group for administrators" actually that does not violate any of WMF's policies or UCoC and there is nothing preventing it. Most Wikimedia projects have private chat groups. most of Wikimedia committees, T&S, U4C and Stewards hosts have theirs. Just because a group is closed doesn't mean we should assume bad faith.--Ibrahim.ID (talk) 10:09, 9 May 2026 (UTC)[reply]
