Comité de coordination du Code de conduite universel (U4C)

Déposer une requête

Avant de soumettre une requête publique

Avant de soumettre une demande publique, veuillez vérifier si toutes les autres méthodes locales de signalement de la violation ont été essayées. Selon le cas, d'autres solutions peuvent être envisagées :

  • Débattre de l'affaire sur d'autres pages

L'U4C ne traitera pas les cas qui ne concernent pas principalement des violations de l'UCoC ou de son application. L'U4C ne traite pas non plus des questions liées au contenu des articles, mais du comportement et de la conduite des utilisateurs.

Comment remplir le formulaire

  • appeal of an enforcement action under the UCOC
  • cross-wiki UCOC violation
  • systemic failure to enforce the UCOC.

Referrals of off-wiki UCOC violations should be privately emailed to the U4C.

The person filing the request (and each of the involved parties) should describe the problem from their point of view in their own section. All writing should be complete, but also as concise as possible. Also, describe which part of the UCoC was violated. You may use your native language and the U4C will translate to English.

Other rules:

  • Each party should add comments and replies in their own section or in the discussion section.
  • Contributions from non-parties will either be removed, moved to the "Other feedback" section or the editor will be included in the list of parties.
  • Contributions that do not help clarify the matter can be removed.
  • All accusations and claims must be supported with diffs/links.

Before submitting the request following points should be checked:

  • Is the description clear?
  • Are all accusations and allegations backed up with links?
  • Are all previous attempts at a solution named and linked?
  • Have all involved parties been named?
  • Is there an explanation of the hoped outcome from the process?

Notification: Once a case request is filed, the initiator should notify all involved parties in the project where the issue started using the notifications provided at Template:U4C case notification.

Timeline of a public request

A thorough investigation by the U4C takes time, and depending on the complexity of a conflict and the number of people involved, may even take months.

Acceptance of a request

After case requests are filed, the U4C members have circa 2 weeks to vote on accepting or declining a case. Voting periods may be shortened or prolonged by decision of the U4C. A case is accepted if the U4C has voted to accept with the support of at least five members and more than 50 % of the members.

Case proceedings

After the filing of a request, the request will be discussed by all involved parties and considered by the U4C. Uninvolved users may comment in the section 'other feedback' or on the talk page. Comments and links provided will also be discussed by the U4C in private. Based on the evidence provided in this phase the U4C will publicly vote on the acceptance of the request; accepting a case requires the support of at least five members and more than 50 % of the members. Unless extended or shortened by the U4C this will take around 2 weeks.

Once a request is accepted there may be an investigation phase lasting around 2 weeks. In this phase parties and other editors can still submit further evidence. The U4C will examine comments and links, conduct fact-finding or mediation as required. If the case has not been resolved, the U4C will take up to a week to review the evidence and write a draft case result.

After posting the draft result, the U4C will listen to feedback from parties and others and vote on principles, the proposed facts, remedies, and enforcement arrangements and decide other elements of the case. These will be publicly voted upon and must get the support of at least five members and more than 50 % of the members. This will normally last 2 weeks.

Voting periods and length of the different phases may be shortened or prolonged by decision of the U4C.

The decision of the U4C is binding for all Wikimedia projects, according to the Enforcement Guidelines of the Universal Code of Conduct. After publication of the decision, the case may enter a probation period or will be closed.

Privacy

All off-wiki referrals and any on-wiki cases with privacy implications should be emailed privately to the U4C, who will then decide whether the case should be publicly or privately considered. If you have any questions or concerns about whether a case should be private, please feel free to contact the U4C via email: u4c(_AT_)wikimedia.org. The U4C can also accept cases referred to it, relating to alleged off-wiki violations of the UCOC. In these cases, if you are an event organizer or other person responsible for UCOC enforcement in an off-wiki space and you wish to refer a case to the U4C, please contact us privately by email and provide the necessary case information. Depending on the specific circumstances, the U4C may decide to make the case public, but will generally avoid making public any cases that could infringe on the privacy of any of the parties involved. Any on-wiki cases with privacy implicates can also be emailed to the U4C, instead of using the public process below - however please note that by default, cases should be publicly reported.
