What?: This license only applies to code I (Pathoschild) wrote that is hosted on the Wikimedia Toolserver (see my public tools), for which I have not provided an explicit license. Most of my tools are open-source and freely licensed (usually CC-BY 3.0), and have a visible license description at the bottom of the output page. If you find a tool with no license text, please let me know so I can add one.
