@Billinghurst: I really have no idea what to do and I only want to know what to do in this situation.

I really have no idea what to do, I created 2 accounts with bad faith names on English Wikipedia, after one got blocked with no talk page access or e-mail I started making accounts with a name similar to the blocking admin (which in my head were named after the block) that only edited on their userspace asking how to appeal a block with no talk page access or e-mail, I made these on Wikimedia Commons to ask about the enwiki, INeverCry deleted all of the questions and blocked them, and even though I only asked how to appeal a block on the enwiki without TPA, again TPA was revoked and this time non-copyrighted images I uploaded myself to use on Wikipedia were deleted as “copyright violations” so I only continued socking on Commons to reupload them as otherwise I would get blocked on site, I did ask in the village pump what to do if I were previously blocked and an admin asked for the old accounts name so I panicked and stopped using that sock. I did create a large amount of socks on other wiki's to ask the same question but INeverCry went out of their way to delete that question and insult me as can be seen at Widr 6, if someone had just told me where to find information on how to appeal blocks or not take away TPA as was done at all times I would've immediately stopped (I'm not trying to justify what I did, I know it was wrong), in fact not once did INeverCry even say that my socks were a username violation and after my lock I took the time to read all the terms of service, Etc. and indeed I shouldn't have named my accounts as such. I haven’t never been locally blocked outside of the enwiki and commonswiki. I didn't even know that adopting a similar username to another user was “impersonation” until my lock, believe me I really have no intent on any such actions in the future but I’ve been labeled as “long-term abuse”, and I have libelously been called a “spammer” because I used a source too many times (40 times in 20 articles, and 2 times on a different wiki), I had no idea that there was a limit on how often you’re allowed to source material from the same website but as usual the modus operandi was delete first and never ask questions.

Well at least to the lack of information blocked users face I created this draft as a sort of “Miranda rights” for blocked users, prior to my SPI I didn't know that the UTRS existed and I saw several recent blocks involving people socking to appeal a block on their main account to also get blocked again so I thought that this box might prevent such situations.

* If you have been blocked for adding promotional material or spam then please read about our policy on this and our external links policy before requesting an unblock.
** If you continue to violate this policy then the next time the duration of your block will increase. If you believe the link(s) you added aren't spam then you may request for it to be removed from the blacklist.

Well, I didn't want to wait 6 months to prevent thousands of otherwise willing good faith contributors to return so I posted this to the Idea Lab on meta because I had the wrong understanding that locked users are still allowed to edit on Meta… I was wrong that is apparently for global BLOCKS . Every time I ask someone something their response is “go away and come back in 6 months”, I would accept this locally but I have never disrupted Dutch Wikipedia and would just continue to write articles there, believe me if there was a time limit on my lock I would just go back to the SCP-Wiki and write horror stories, and as the Dutch Wiki ArbCom just told me “find a new hobby for 6 months”, and I constantly get told to “take a 6 months vacation” I would, but the standard offer suggestion was made by a non-steward and the stewards have no obligation to hold to them, in fact when I suggested to change the bad faith names I made both got turned down as here, and here (the latter being the reason for my 3 month block, while that name was also named the main reason why my unlock request was denied.

In no way am I a “vandalism-only” user, I created 10 articles in one month and expanded numerous others, I upload useful educational pictures to Commons and even spent my own money on books to cite for Wikipedia and coins to upload to commonswiki, if I would remain blocked there so be it and in due time I would appeal, but I still am drafting 6 articles for Dutch Wikipedia (where I never vandalised anything) and at no time have I ever did anything that would disadvantage a reader (no mainspace vandalism), as you said that I should discuss my lock with the locking Steward I tried to do so but wasn't allowed.

Believe me I really don't want to bother anyone, but every time I ask what continued disruptions I would cause in the Stewards IRC I get banned, I never received a single reply for any e-mail I hd sent, and when I asked an individual steward I only got “case closed” but no conditions on when and how I would do to get unlocked in the future. I really don't want to be wasting my time, your time, the stewards’ time or anyone’s time here, but there simply are no community set rules or guidelines for appealing global locks. ☹ From your time as a Steward, how were situations like these handled? What would you advise me? I really don’t seem to have any options which is why I asking you this.
