No, it means as i sayed: take a break, cool down, think about and than talk with the involved admin. A break is not few seconds, but few days or weeks. After this time, all of involved persons had a clear head and, for usual, are ready to talk and to look for a concensus. In other case, there is arbcom on uk.wiki and you can request there. For normal, those arbcom members wich are involved, have no right to decide (i dont know the rules of uk.arbcom). The best way is allways to cool down and try with dialogue.
