We understand that a full article on Wikipedia about this Congress is momentaruly not possible, due to the mainly regional coverage only of this event.

However, we hope that future Leschetizky World Congress (there are already plans for 2024 at Bad Ischl, (Bad Ischl and Salzkammergut; EU Kulturhauptstadt 2024) for a second LWC) can get the historic mentioning it has all musicological and historical grounds in its contents.

Why blocking all VPNs?

Hi Jon! Won't blocking all VPNs stop everyone in China from contributing like me (although temporarily, soon back in Sweden).

I was reviewing the edits of this user when I had found problems:

I noticed the user was blocked, but I couldn't figure out why. Could you tell me more. It says:

03:41, 15 November 2019: Jon Kolbert (meta.wikimedia.org) globally blocked 60.52.0.0/16 (expires on 15 May 2020 at 03:41, anonymous only) (Infected network: Contact stewards if you are affected).

Yet the IP is 60.52.69.44. I'm confused why a global block of 60.52.0.0/16 would also apply to that IP. Can you explain? I'd also like to know what the reason for the block was.

@David Tornheim: That IP is blocked because 60.52.69.44 is in the 60.52.0.0/16 range block; you can learn more about range blocks at the previous link. We were experiencing an extraordinarily high level of abuse from this ranges and others from this network, and as such, anonymous editing from them have been blocked and users must either log in or request an account. I don't quite clear why I have to blind me.

I really used VPN, but my actual IP address in mainland China, I can't use Wikipedia here, so if I need to access Wikipedia, I must use VPN. Wikipedia was propaganda into a liberty of the encyclopedia, I just changed the incorrect information of our school, and then I was blocked, is this correct? The evidence from those editing here is that they don't read or don't understand. I am wondering whether a little text after open proxy link may have a little use [[m:NOP|Open proxy]] (IP block) <shrug>. @Billinghurst: I proposed making a template similar to what they do on enwiki (en:Template:Blocked_proxy, for example) with a multi-lingual template explaining the nature of the block, especially important for open proxy/webhost blocks. Unfortunately due to intensive real life commitments I have not had the time to address this myself, but I welcome feedback/contributions from the community so we can implement a solution for this and hopefully improve understanding of blocks and the multilingualism and accessibility of all our block messages. I was thinking a simple word edit to appear in the block summary as a mere indicator. If you wanted to give more text, you would be better to add something to m:NOP in an anchored section as that is where you are already pointing people. IP Range block affects Amtrak trains

Hi Jon, blocks #9147107, #9147108 appear to affect editors using Amtrak wifi. Is this intended? The range blocked is 70.42.144.0/20, and the IP I'm on, 70.42.144.30, is allocated to an w:Amtrak train. The listed reason is "Open proxy: Webhost" and while 70.42.144.30 isn't a web host, I'm not familiar with the nuances of meta's open proxy policy. @Wugapodes: 70.42.144.30 and the associated range fall under Internap Corporation's network, (see WHOIS here). We see a lot of abuse coming from that network from both LTAs and spambots. I don't know about the whole /20 range, but I am sure that while using the Amtrak wifi I hit this range block. The permission error page said I was editing from the IP address 70.42.144.30, so I assume the IP is correct. It may be that Amtrak contracts out it's wifi to some Internap service other than web hosting? If so the block makes sense and I was just confused by the specific reason. Interestingly enough, today I got assigned an IP from Amazon's range (54.92.235.88) while on an Amtrak train, tripping the range block on 54.92.128.0/17. Didn't affect me on Wikipedia (I'm admin) but did on Wikidata. Not sure what to make of that. Mackensen (talk) 21:38, 7 January 2020 (UTC)

False Block

I have been blocked by RicherMan66 as a sock puppet of Timwikisidemen even though I'm not. The reason was that I added unsourced, promotional content and Possible COI to the W2S. Blocking VPN is not ok for logged-in users

While I do understand that a VPN can be used to spam, you shouldn't block VPNs for people who have a user on wikipedia and are logged in. If such a user is spamming you can warn/block/delete the user. You blocked a huger range: 162.253.70.0/23 and a NordVPN server has the IP address 162.253.71.249 which is affected by the block. Robin Hawdon Wikipedia entry

This entry is still marked as 'having multiple issues' after a long period. The issues appear to be verification for the statement that Robin Hawdon was scheduled for a James Bond film test, and also the statement on his personal life. The first cannot be verified officially since the interviews with the James Bond producers (Salzman & Broccoli) took place almost 50 years ago, and there is no record, except perhaps in agent's long stored archives. However the occasion was well known in show business circles at the time. The second issue, family history, is well verified by the author and family members. Please can these issues be accepted and the notation deleted.

Requesting unblocking

Hi Jon - I haven't attempted any edits on Wikipedia in a couple of years and note that I am now blocked. I'm assuming this is due to a VPN that I put in place last year. Request for unblock

Hello, I am extremely sorry for the inconveniences made by me on my talk page in March 2019. I was blocked for the self promotion. I appealed 2-3 times in March 2019 to unblock but request became declined.

Now I believe that Wikipedia is not a social media profile for self promotion or not for creating article about myself. I understand the policies. From yesterday I had appealed 3 times with extreme apologies. But after declining the request administrators blocked me on talk page. Now this is last option for me to unblock my account. I agree all the terms and conditions of the Wikipedia, I will really thankful if you help me. I am addicted to Wikipedia now because social media is banned in our territory. i experienced my first block in 14 years when doing a simple, responsible edit; it appears the IP range this user has blocked is used (at least today) by Cloudflare WARP for some users who are using its free VPN service (a feature of the 1.1.1.1 app on iOS/iPadOS in my case); after i turned off the WARP VPN i was able to complete my edit; strangely enough, the whatismyip.com service was reporting a different ip, not in the blocked range, but ip-address.com showed i was in the range; i’m mentioning these details because a lot of users may be baffled by this block and find their way to this user page; i have no way of verifying whether the stated reason for the block (“open proxy”) was (or still is) valid for the blocked ip range --Garbanzito (talk) 21:44, 24 March 2020 (UTC)

Je vois que c'est toi qui a procédé à mon blocage. J'ai déjà fait un message à la liste de stewards pour signifier qu'il doit y avoir erreur car je suis un utilisateur ancien et chevronné, mais je t'en fais un aussi pour avoir plus d'explications (en français, puisque je vois que tu parles français). Avec plus de 150 000 contributions au compteur sur WP-fr, 750 000 sous Roland45-Bot, près de 6 000 images chargées sur Commons, je pense avoir fait mes preuves et me serais bien passé de ce genre de démarche. J'ai participé au dernier Wikiconcours de désébauchage et participe actuellement à WikiChezNous.

De ce que je comprends, c'est que j'aurais utilisé un proxy ouvert (Tor ou VPN). Cela m'est effectivement arrivé, mais pas pour Wikipédia. Mais comme il y a plusieurs ordinateurs dans la maison, il a pu y avoir une erreur de manipulation.

English Wikipedia block of IP

Jon Kolbert, I was browsing around English Wikipedia, and I came across an article about "Investment wine". I saw that the article is tagged as being suspiciously edited, and so I started snooping into who had edited it. That led me to seeing that you had blocked for a long time an IP address that seemed especially focused on the article, along with and article about "En primeur". Then, I saw another IP address that had come along a few days later, ALSO editing the same two articles; but it was blocked for only 61 days. Duration of proxy blocks

Hi Jon,

Just noticed that you are globally blocking a certain category of proxies for a period of 1 or 2 years. I'm doing the same on nlwiki. Although the block period in my case is undefined, I also unblock when the IP is not anymore a proxy for a certain period of time. Most of the IPs in this proxy category are far-east and dynamic. So I think you are in this way building up quite some future collateral damage.

Yo entre a querer editar a wikipedia fueron dos veces y me bloquearon, ahora que lei las politicas de wikipedia y entendiendo el vandalismo que hay en ella, se que mi bloqueo estubo bien. Proxy IP Block

Dear Jon,

Dearest Jon,

I just found out I was blocked from making edits on Wikipedia due an "Open Proxy" from what I believe. I didn't actually realize that VPNs weren't allowed to be used by editors on Wikipedia. I've currently turned off my VPN, so I was just hoping you could remove the block as I'd like to continue editing and contributing on Wikipedia.

IP Block

Dear Jon,

I noticed that you banned my IP address due to my use of a proxy address. I was using a VPN which changed my proxy adress. I usually don't use VPN while editing Wikipedia and I wasn't aware that I could be banned for that. The reason why my VPN was on was that I had to access Google Classroom. I have this glitch whenever I connect to Google Classroom without VPN it doesn't load any components. I hope you will understand that it wasn't on purpose and I had no intention of any harm!

Please remove my block as I want to contribute in developing Wikipedia in my country!

IP Error and Research Question

Dear Jon Kolbert

As you can see from the message below my IP has been blocked. I only just discovered this. I am a writer/research and PhD student in English Literature at SUNY Binghamton and was trying to submit a request for an article to be created about downloading databases. That’s when I got this error. I’m not sure I understand why but what options do I have? I’d like to keep using and hopefully contribute to Wikipedia as a citizen scholar of the world.

Also is there a more simpler method of emailing a question to Wikipedia? My question is: Is there a method for downloading data tables from Wikipedia articles for scholarly use? My example is that I am preparing a reading list for my Field Exam on 20th Century American Literature and I wanted to download the list of New York Time’s bestsellers from the 20th Century Here is te site:
