User:Panara_hin_abusado admin status@warwiki[edit]

I'm currently one of those who have an admin access at https://war.wikipedia.org.

I've just noticed and was surprised to know that we suddenly have a new admin with the username Panara_hin_abusado at Waray Wikipedia . https://war.wikipedia.org/w/index.php?title=Pinaurog:ListUsers&group=sysop.

I'm at a lost why and how this user was able to gain sysop access at warwiki when he or she did not even edit once across wikimedia projects as of this moment. https://meta.wikimedia.org/wiki/Special:CentralAuth/Panara_hin_abusado. There was also no request for adminship at Waray Wikipedia for this user. https://war.wikipedia.org/wiki/Wikipedia:Mga_hangyo_nga_mahimo_nga_magdudumara. We do not have any steward or bureaucrat at warwiki by the way.

Harassment regarding userrights you have modified[edit]

Dear steward,

You and steward @علاء: have changed my userrights on Marathi wikisource and allowed me for continuing my temporary administrator privilages as per steward policies on that wiki. Since past few months I have been harassed on that wiki by a user QueerEcofeminist who has been blatantly insulting me and has pure intensions to defame me. This user is just copying all my edits patterns on meta Commons and enwp. Copying all the gadgets tools and trying all ways to harass me. It is true that on Marathi Wikipedia this user and his fellow team disruped the whole voting process because of which the local admin had to forcefully delete their votes and protect that page. The same technique is used on wikisource now where there is a limited community. This user on this page has not only accused me for misbehaving/vandalising/supporting vandals and sockpuppets but also making personal remarks and all negative stuffs on me. This comes into light when steward @Ajraddatz: rejected his account Creator request on SRP. He went on local wiki to ask where I questioned him about whether he has followed procedure regarding this userright where in reply he in a rage tone replied on my mrwp talkpage stating that I want a reply from you on wikisource.

I am here to bring a report of user Bbb23 and his supposedly CheckUser block under my IP address, since there is no formal way to know about the alleged Sockpuppeter connected to my account per CheckUser policy I am frustrated by this punitive block are my contributions disruptive? or is it suspicious enough to warrant a block per local policy I have been a reader of Wikipedia for 7 years and know this place pretty much well. You missed some ROXELANA22 socks[edit]

@Ruslik0: Hello. Remember this report you took care of yesterday? I just wanted to let you know that you missed some of this LTA's socks (they are cross-wiki, as usual). Can you please Lock the accounts, and also run a sleeper check on the accounts and his listed IP range? Can you please also apply a 6-12 month "anon-only" Global + Local Rangeblock on his IP range? His IPs are semi-dynamic, but in the last 3 years, his IPs have generally been limited to the /21 range I listed above (with the exception of another /22 range that has since gone inactive). The range also needs to be rangeblocked locally, because he also has a history of socking on Meta. You can see this discussion from last year for more info on this LTA's behavior. (By now, this LTA is pretty much mainly a cross-wiki vandalizer, and has been logging back in to any old accounts he can find.) If you don't block the /21 range (which I strongly recommend), you should at least block this IP locally: 181.49.95.0/24 xwiki-contribsSTIP infoWHOISrobtexgblockglistabuselogbullseye. In case you're wondering, the last 6-month Global/Local Rangeblock on the /21 range was 100% effective (it expired last December). At this point, it is my opinion that anon editors on that range need to see a Steward for creating an account to use, due to the severity of abuse from this LTA. ROXELANA22 sleepers[edit]

@Ruslik0 and RadiX: Hello. Can you please Globally Lock all of these accounts? They are probably sleeper accounts of ROXELANA22 (it seems that this LTA's original username was "AUC COLOMBIA"). Each account is behaviorally identical to his first account (AUC COLOMBIA), and each account was created within rapid succession on es.wikipedia, this LTA's home wiki. Almost all of these sleepers are already locally indeffed. (This page demonstrates that the only unblocked sock, AUC COLOMBIA 2009, is still a part of this sockfarm.) Every single one of his socks/sleepers needs to be Globally Locked, because as demonstrated numerous times in the past (e.g. ZiguratEnki, AUC COLOMBIA), this nut still remembers his password(s) for all of his accounts, no matter how old they are, and also because sock accounts that are locally blocked but not Globally Locked can be "regenerated" on another Wikipedia Project (this LTA has been doing this with each of his socks since 2017). LTA IPH95 imitator[edit]

Hello. Can you please consider an "anon-only" Global/Local Rangeblock of the range listed above? The person responsible is a cross-wiki vandal who appears to be imitating the vandalism of IPhonehurricane95, and possibly also Lighting Sabre (also known as the "UAK vandal"), given the persistent use of 9/11 imagery vandalism and references to "UnderArmourKid" in his edit summaries. This person has been vandalizing via multiple IPs in the range since December 2018, and so far, he has vandalized on en.wiki, sv.wiki, Commons, and Meta wiki (other sites may be affected as well). At least 3 of his IPs have already been subjected to Global Blocks, but they seem to be doing nothing to curb his abuse. Can you please implement a 3-6 month Global and Local rangeblock? May 31st 2019 - Blocked IP address

Hi Ruslik0,

My IP address range has been blocked because of "Long term abuse" (see below), which I think was not due to my own behaviour - all I have done is proofread articles and Wiktionary entries in Irish Gaelic.

Is it possible to restore my access rights? Contributing to the use of Irish on the internet is quite meaningful for me and the community so it would be a shame to be excluded because of a small error.

Please take all of LightandDark2000's requests with "grain of salt". The CIDR/24 blocks looks like aggresive overreach by requestor. Do you know this is static or dynamic or not? I don't think requestor knows. He just randomly throwing out /24 or sometimes /22 requests to you and hope it sticks. But he got no expertise or access to CU tools.

Cross-wiki LTA[edit]

@Ruslik0: I found one more sleeper (the contributions obviously indicate that it's him). Can you please lock the account and also Globally / Locally Rangeblock the IPs for at least 6-12 months (specifically, an "anon-only" block to prevent collateral)? This LTA immediately resumed cross-wiki abuse 2 days after the last 6-month Global/Local Rangeblock expired (on the larger /21 range). This LTA's IPs are semi-dynamic, so they change every 2-4 weeks, but are usually restricted to 1 or 2 ranges at a time. At least 90% to 95% of all of his IPs within the last 3 years can be traced back to this range (with the exception of another inactive range), so a rangeblock on this range should effectively keep him from being about to sock until its expiration. Incidentally, this range is currently being abused by at least 1 or 2 other cross-wiki LTAs (active on en.wiki, es.wiki, and possibly others), which have resulted in a smaller, separate rangeblock on en.wiki (181.49.88.0/23), so a Global Block would be able to prevent cross-wiki abuse from ROXELANA22 and the other LTAs on this range. This page on Commons indicates that he has been abusing this range for almost 3 years now, and given the severity of the cross-wiki abuse, I personally believe that account creation and IP editing from anons should be restricted until the abuse winds down. (An "anon-only" block should allow unrelated users on that range to continue editing, and unregistered users should still be able to contact the Stewards for account creation.) Thank you. In terms of possible collateral, the /22 subnet has a significantly smaller potential collateral than the larger /21 range, and recently, there have been several Rangeblocks enacted that have a significantly larger collateral damage than the range listed above, including 2607:fb90::/32. That range has enormous collateral, and yet, it has been locally rangeblocked up to 3 years, and Globally Rangeblocked multiple times due to the recent abuse. At the same time, the vandalism from the "Dog and rapper vandal" (the main LTA on that range) has never actually reached the severity of ROXELANA22. I can guarantee that within 1 month, if this LTA hasn't been rangeblocked, he will generate another string of cross-wiki socks, as seen last year. Given the abuse from this LTA and other cross-wiki vandals, I believe that it's in the best interest of the Projects for the IPs to be blocked. The IPs also need to be blocked on Meta, because he also socks on this site, as observed in some of the socks from this month. Ruslik (and anyone else reading this), I'm sure you're well aware that the comments from the IP above are basically trolling, specifically by the LTA Arturo Gustavo. As I've already told him, he is still quite clueless about how I run my anti-vandal operations (or even my extensive vandal/LTA research), and obviously, none of what he said above accurately describes what I was trying to accomplish. I could go into more detail explaining why I do stuff the way that I do (and also how I know how to hunt down LTAs and find their recent ranges), but I'd rather not go into more detail on this at the moment. Some explanations sounds like partially legitimate, however some explanations looks like grasping the straws. Arturo has some good working relationships with 2 or 3 en~CheckUsers. The CIDR /24, /23, /22 blocks should dish out conservatively because avoid collateral is best. Only reason to do CIDR blocks is avoid to revealing the Lima Tango Alpha's underlying IP.
Also, L&D2k behavior need to closely monitor because more and more Stewards and now Global Sysops (example: Billinghurst) are impacted negatively due to him. How to regulate his petulances and anti-community behaviors? --12.27.65.221 23:28, 10 March 2019 (UTC)[reply]

Apparently there's a problem with my IP address[edit]

Hello, I created a new article on the German Wikipedia called de:Sebastian Weyer. Now I wanted to connect the article with its corresponding English and Italian versions. I get an error saying "Your IP address is in a range which has been blocked on all wikis." And it says you blocked all IPs in the 213.162.73.0/24 range (including me) until 28 October 2019. Special:CentralAuth/Rameshmurmu214 is an obvious block-evading sock of Special:CentralAuth/Ramesmurmu214 (without a "h"), whom you locked globally on 23 May. Is it possible to lock this sock account aswell without much bureaucracy? See block notice of the sock at en-Wiki and recent sock editing on Wikidata at this airport page (in history) for evidence. If more formal processing is needed, could you give me a bit of advice about the correct approach and venue please (I know there is a discussion forum somewhere for such issues, but couldn't find it)? When running a CU on an enwiki sock puppet, I saw you globally blocked Special:Contributions/2600:1017:B400::/40. You might want to range block that here, locally on Meta, too. My understanding is that global blocks don't prevent account creation unless there's a matching block on Meta. Someone on the /40 created an account on Meta today despite the global block. Using SUL, his account was automatically created on English Wikipedia, and he vandalized a bunch of pages. This issue came up before on the checkuser mailing list. A steward (I think maybe it was Ajraddatz?) explained that global blocks by themselves do not prevent account creation. They do not prevent automatic account creation but prevent ordinary account creation. On the other hand extending the block to meta would deprive IP editors of any means of appeal. This particular block was in fact very effective in reducing the number of accounts created. There have been no new accounts created for almost a month. Thanks for doing the merge I requested. One thing though: I see that revision 2199 by Yann (at 13:20 UTC on 10 January 2005) — which was the original creation of the page before the merge happened — is still listed in the page history as a 19,555-character increase in the size of the page (which it was only when there was no previous version), even though that revision is identical to the now-previous revision 5529 by 80.129.139.3 (at 02:06 UTC on 28 December 2004). Is this behavior normal after a history merge? Is there a maintenance script that could easily fix this problem (and show Yann's edit as a 0-character difference from the version by the IP editor)? Good morning, I've been banned for my editing a single page, which I did several times over the course of a few days in order to remove vandalistic nonsense written by a logged in user. The page about Youtube content creator "Harry Metcalfe' contained information about a helicopter festival that does not exist and fake quotes from a local aristocrat about building a helicopter - I removed this in good faith as I am committed to accurate information. I feel that I do not meet the criteria for 'Long-term abuse' and have been banned for not using an account which is contrary to that which Wikipedia states 'editing already existing pages without [an account] is perfectly acceptable, and in fact, is very much welcomed to the Wikipedia community.' I do not feel welcomed in this way.

I would be disappointed not to be able to edit wikipedia further as an unregistered user, considering that wikipedia encourages and welcomes this.

@Bahnmoeller: I would suggest that in the interim that you can apply for a block exemption at SRGP. I would also suggest that it is probably worthwhile mentioning the block at SRG as a better documentation in an archived forum would be useful. I am sure there can not be any relation because i have not created the others but maybe you have found something which made you think they are related and in that case you may keep them blocked and i will not ask you to unblock them again

Perhaps you have not checked them because you just blocked them together with the others which were actually accounts to block created by an abuser and you did not think that further checks were necessary

I've seen that you locked several users around Daniel Küblböck ab 21.9.2019 täglich auf der Münchner Wiesn live zu sehen (talk · contribs) two days ago.

That user, and some of the others, were created on deWP, automatically linked to a global account (e.g. this one) and hence automatically created on loginwiki ([5]). However, no attached account here on metawiki is shown. Why? I always thought that when creating a user on whatever wiki, linked accounts are automatically created on both loginwiki and metawiki. UI: Kiwi on Droid, or Waterfox on PC

VPN: Psiphon

Edited content: Mainspace or Talk

Result: Browser popup - "The topic can't be added. You do not have the permission to edit pages".

Dates: About 20 times, since the original unblock.

Most recent: 10 seconds ago and 5 minutes ago (may be in the block log)

Mitigation:

Stopping Psiphon, so library WiFi IP -> the non-VPNed edit went through (this one: https://en.wikipedia.org/w/index.php?title=User_talk:MRRaja001&diff=prev&oldid=927131422 )

Please check and @ping me for more info or when it is fixed.

I was blocked indefinitely after my first block in wikiversity and that someone modify one of the 600 pages that i have created https://en.wikiversity.org/wiki/DevOps. DevOps is nowadays pretty popular term and i have not modified this page since October. Actually even other person modified after me: Michael Ten https://en.wikiversity.org/w/index.php?title=DevOps&action=history. I did not create any new account to modify this DevOps page. I don't know if you can review further in detail but now there are two people blocked by mistake, me and the other guy. You asked what I meant when I said "The IP I am editing from", given that I only have one edit - on the steward requests page. What I meant was during the edit on that page, English is not my first language, that is why I wish to edit the Portuguese Wikipedia, but when I try to do so I get a message saying to ask for an IP exemption from the Stewards.

I did not reply you because after over a week without replies to my request I eventually gave up. Recently I tried editing again and was still blocked so I checked up on the request and saw that you denied it for lack of reply.

How should I proceed?
